Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. 1879 - The Argus, Friday 11 July 1879, page 4. The Kew Borough Council having decided to initiate a fire brigade, invited volunteers to send in their names. About 40 complied with the invitation and met at the Town-hall to choose 12 of their number to form the brigade. The 12 elected then chose their officers as follows :— Councillor Gray, captain ; Mr. Thomas Greenhill, foreman ; and Mr. H. Loxton, secretary. The brigade decided to apply to the council for uniforms and a bell; and after adopting rules for their guidance the meeting separated. The brigade now possesses a reel and 500ft. of hose, and a shed is being erected in Little Walpole-street for a station. The council have applied for six additional fireplugs in the Main-road, so that the brigade may now be considered fairly established. The Volunteer Fire Brigade was replaced in 1891 by a detachment of the Metropolitan Fire Brigade and a new Fire Station in Walton Street constructed in 1893; subsequently demolished in 1941.The certificate includes the only known image of the first fire station in Kew. The house was built in 1927. It was the home of Mrs Fanny Harcourt (nee Horsfield), 1874-1949, who was the mother of Muriel Joy Harcourt. She married Alfred Leonard Gordon Noack in 1942. It later became their home. Alfred was a teacher and came to Surrey Hills from Echuca. Alfred Noack took a number of photos of the Surrey Hills area which he donated to the collection. Fanny Adelaide Harcourt Horsfield died in 1949 in Echuca. OBITUARY - MRS. F. A. HARCOURT-HORSFIELD The late Fanny Adelaide Harcourt-Horsfield, who passed away at her daughter's Mrs A. Noack's residence on July 26, was a member of the well-known Smythe family of Ballina, N.S.Wales, and the wife of the late Joseph Victor Harcourt-Horsfield executive member of the Nestle Anglo-Swiss Milk Coy. Deceased had been an invalid for some 15 years, but in spite of her disabilities was always of a bright and cheerful disposition, which endeared her to her many friends. Her remains were interred privately in the family grave at Heidelberg. The Rev. H. W. R. Norwood officiated at the graveside. REF: Trove - The Riverina Herald, 28 July 1949. John Gartner was a fine printer and publisher, an author, a noted philatelist, and also collector of Australian banknotes and coins. He was born on 16 July 1914 and was largely self-educated, leaving school at fourteen for work following the death of his father. Gartner developed a strong interest in the history of typography and printing and was apprenticed at the Advocate where his father had been a linotype operator. Aged 17, Gartner bought a hand press and some fonts of type, and in 1937 acquired a platen press from which he set and printed his private press books, published under the imprint of The Hawthorn Press. Gartner had a strong collection of Australian bookplates. He also looked at the work of artists overseas and commissioned personal plates. He subsequently built an international collection with preference for artists who printed from wood. A brown plastic laminate inscribed in white writing. On the reverse of the laminate is the previous attempt by the manufacturer, with the words 'June 1976 by the President of the Royal Blind Society of New South Wales, Sir Alexis Al' with an extra line next to the A. It has been taped over but is clearly visible through the masking tape, however this plate would have been attached to the wall, and the mistake not able to be seen by the public. In 1888 Joseph Bosisto, M.P. was presented with this collection of seeds by the English firm, Sutton's. He, in turn, presented the collection to the R.H.S.V. for permanent display. Harriet Cecilia Hordern Williams (1889 - 1968) was the grand-daughter of William Hordern (1830 - 1881) and Cecelia Monger (1830 - 1914). William Hordern was the sixth of seven children of Anthony Hordern Snr. who established the Anthony Hordern & Sons department store in Sydney which operated from 1923 to 1970. Harriet's mother Cecilia (1854 - 1934) was married to Christopher Williams. Harriet's uncle William was appointed commissioner of the Supreme Court of South Australia in 1903. Her cousin Doris Amelia Hordern (1889 - 1970), as Doris Blackburn won the Federal seat of Bourke in 1946 following the death of her husband who had previously held the seat. This branch of the Hordern family has a strong connection to Hawthorn through their home "Stramshall" in Auburn Road Hawthorn and also with the Auburn Baptist Church. Harriet Williams enlisted in the Australian Army Nurse in December 1916 and served as a Staff Nurse until her marriage in London in 1919. This certificate is significant to the history of Hawthorn and Australia through its connection with the Hordern family, the home Stramshall in Hawthorn and with the Auburn Baptist Church. It is significant to the history of the Royal Children's Hospital Melbourne as an example of early 20th century training protocol, in the persons who signed the certificate and the photographs of the hospital buildings of that time.
