In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The lake is one of the many water storage reservoirs used to supply the power stations their main power to run the huge turbines generating the final product, electricity. The shopping centre in Mt Beauty, both buildings and streetscape, have undergone significant changes since 1973. The kindergarten has undergone extensive remodelling, The Chalet has been replaced by Svarmisk Resort and Accommodation Spa. Tawonga hospital has undergone extensive renovation and is now Mt Beauty Hospital AND Kiewa Valley House. The Workman’s Club changed name to the Country Club and has since closed down. Hospital and Kiewa Valley House now occupy what is shown as a vacant lot opposite the motel which is now called Mt Beauty Motor Inn.The houses in Mt Beauty were brought in by the State Electricity Commission of Victoria when they constructed Mt Beauty Town for their workers building the Kiewa Hydro Electric Scheme. 1. Kiewa Valley Consolidated School was established in 1953 combining Dederang North, Kergunyah, Gundowring, Kiewa, Gundowring Upper, Red Bluff, Charleroi and Gundowing North schools on a 10 acre site with 11 rooms at Kiewa. The bark was cut from the canoe tree, by aboriginal craftsmen, to produce a canoe for fishing in the rivers running through the Kiewa Valley either before or just after the 1800's. The tree trunk, located at Kiewa, would have been used at the beginning of European settlement in the Kiewa Valley or just before contact was made. 2. Pictorial record of the graves of early pioneers C Ibbotson, Mrs Elizabeth Eyre and John Eyre who died between 1858 – 1904, all located at Tawonga Homestead 1. The above schools are in the Kiewa Valley. The date and number of combined schools give insight into the change in population and families in the Kiewa Valley before and after 1953. The tree was found along the Kiewa River and indicates that Aborigines lived by the river and used tree bark to craft canoes to cross rivers and to fish in the deeper sections of the river. 2. After World War II, the Kiewa Hydroelectric Scheme was started in the Kiewa River valley by the State Electricity Commission of Victoria. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened on 9 June 1958 (with telegraph and telephone facilities only until 1964) .Despite strong opposition from the head of the Kiewa scheme, who didn't want tourists clogging up his roads and destroying his "dry" construction camps by bringing in booze, Falls Creek boomed as much as Hotham, partly owing to its relatively good access road. Early lodges included Bogong (c.1946), Skyline (1947), Albury (1949), Myrtleford (1949) and Dawn (c.1950).The souvenir postcard photographed and produced by an enterprising local businessman Mr S K Pearce, was produced as a memento for skiers and other visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region, or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River valley by the State Electricity Commission of Victoria. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges.Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. Skippy and Toni St Elmo were responsible for early developments at the Falls Creek resort and for promoting a love of skiing. They left Melbourne in 1945 and settled at Falls Creek and moved into the first building constructed of corrugated iron and timber at Falls Creek in 1946. They were Falls Creek’s first workers with Toni employed by the State Electricity Commission to record weather-related data up to the construction of the Kiewa Hydro-Electric Scheme. In 1957, Toni was involved in building the first rope tow called Nissen on the same route as the Summit Quad. He also established the Nissen Ski School with ski instructor Milan Kovacic and was involved in the building of the resort’s first ski club Bogong in 1949. Toni taught Skippy to ski and she practised on the High Plains where she and her husband lived. Skippy St Elmo won many ski races during the 1950’s and represented Australia in New Zealand.Skippy and Toni St Elmo were pioneers of the Falls Creek area, promoting local ski sports and tourism. The played an important role in opening up the Falls Creek area and developing its sporting potential by establishing the first ski school, ski lifts and early lodge facilities. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 at Falls Creek and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.: Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. In October 1947 construction was commenced on the erection of the workmen's camp at Rocky Valley. Also in 1947 construction of a stream diversion was commenced to allow excavation to commence for the dam wall. In the summer of 1948/49, stripping of the foundation area on both sides of the river was carried out. Weather conditions were not always favourable during the construction, particularly 1955/56 summer, and work would have to cease each year for the winter season due to the severe conditions. The dam is a earth and rock fill structure with a height of about 30.5 metres and crest length 518.16 metres and was completed in March, 1959.These photographs show the type of terrain in the area prior to the construction and filling of Rocky Valley Dam. Also of interest is the type of accommodation provided for those working on the construction and the early cranes available in the 1940/50's. The town of Tawonga is in the Kiewa Valley surrounded by farmland. It is adjacent to Mt Beauty (built from 1946), an SECV town built for the workers on the Kiewa Hydro Electric Scheme which was being constructed from 1911 to 1961. Tawonga consisted of essential amenities including a store, school, Butter factory, sporting facilities, post office, hall and hotel. Activities involved sport, social get togethers eg. dances, fund raising, CWA etc.The posters are a collection of historical photos, documentation and information regarding the history of the town of Tawonga, which is the centre of a farming community in the Kiewa Valley. In 1979, a version of the famous Birkebeiner race, the first Australian Birkebeiner was held at Falls Creek. In June 1990 representatives from Australia put their case for a southern hemisphere race in the series. Following a trial event in 1990. Australia became the 12th member of Worldloppet in the winter of 1991, with the first Kangaroo Hoppet. In 1991 a parade and commemorative torch lighting ceremony were organised in Mt Beauty as part of the celebrations to mark the first official Kangaroo Hoppett with participation from local community groups and commercial organisations, the Chamber of Commerce, local government representatives and individuals.Kangaroo Hoppet caters to diverse interests by offering a 42km and 21km event. It also offers a 7km event that attracts skiers, ranging from elite juniors to parents, grandparents, babies and first time skiers. It is recognised on the world cross country ski race calendar. It brings large numbers of participants and spectators to the area which support tourism, local businesses and employment. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. An Air Observers Hut was used by volunteers 24 / 7 at Bogong to monitor the skies for enemy aircraft during WWII. Mt Beauty township was built during the 1950's to house the employees of the State Electricity Commission working on the Kiewa Hydro Electric Scheme. After the completion of the Kiewa Hydro Electric Scheme many houses were sold and the public buildings handed over to the Alpine Shire.
