Melbourne Legacy
Document, The Work of 1941, 1941
The document covers the year of 1941. Mention is made of the restrictions and difficulties (petrol rationing, scarcity of paper to name some) that occurred with running a wartime economy, and trying to implement the social welfare programme of Legacy. In particular, The Welfare Committee. Despite the difficulties of the time, Legacy not only continued its work but expanded the programme e.g. the establishment of a Legacy Dental Clinic in Collins St, Melbourne. The document also notes with some sadness the death of some Junior Legatees due to war service, and the realisation that the work of Legacy will need to be expanded due to World War 2. Legacy Probation Officers paid tribute to the never failing support of the Police department. To quote, "In all cases the Police were just as anxious as we to save the boys from the Reformatory of Gaol." There are many documents styled as 'The work of 19XX' so it was a way legatees reported the main events of the year. Many were put into the original archive started by Frank Doolan and were labelled with the letter 'H' to signify History.A record that Legatees were recording the major events of the year in a report for future reference. Significant in that the Law Courts valued the work Legacy was doing to reform their Junior Legatees who had appeared before the courts.White quarto paper, black type. Pages held together by a sewing pin. Pages numbered in pencil, top right hand corner. The documents are enclosed in a Melbourne Legacy badged envelope, stating the title written in black biro.annual summary, history -

J.W. Gardner erected premises in Beech Forest which formed the core of a village. No further progress was made until access was facilitated though the development of a narrow gauge railway approved by the Victorian Parliament in 1898. Construction commenced in 1900. From this time Colac and Geelong business interests began investment in Beech Forest and established various retail and service establishments over the next few years. In 1902 three early settlers, Gardner, Charles Buchanan and John Cockerill, divided part of their land or bought land which was sold to businesses. On these subdivisions were created saleyards, general stores, a post office, bakery, blacksmithing, banks, a police station and lock-up, a public hall, churches, a state school, bootmaker, butcher, solicitor's office, hairdresser, billiard's saloon and newsagency.B/W. 188mm x 266mm. Photograph - Former Kew Court House : Outbuildings, 1996
A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue. The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. They are historically and architecturally significant to the State of Victoria because Watson and Harvey's designs exhibit diversity in integrating civil offices, they accommodate the apex of road junctions, and they demonstrate a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings.Photograph of the rear of the former Kew Post Office, Court House, and Police Station showing outbuildings constructed within the formerly open court yard. Vehicle - Mobile Telephone Exchange, c. 1965
... for hospitals, police and other emergency services. Today, Mobile ...Manufactured in the 1960s, this mobile emergency telephone exchange was fitted into a caravan. Part of the Shepparton Division State Disaster Plan, the caravan could be towed to areas affected by disasters to enable communications to recommence. The caravan remained in service until approximately 1974.Mobile infrastructure plays an important role in Australian communications, owing to the often remote and hostile environments in which Australians live and work. Exchanges such as this facilitated phone calls in the aftermath of an emergency, particularly for hospitals, police and other emergency services. Today, Mobile Exchange on Wheels (MEOWs), Cell on Wheels (CoW) and Satellite Cell on Wheels (SatCOW) - which provide temporary landline and broadband services, mobile phone coverage and service in areas without communications infrastructure respectively - are a critical part of emergency response procedures for natural disasters such as fire and flood. Though technology has progressed, the need for rapid service in remote areas remains a present concern of the communications service providers in Australia. This mobile service infrastructure is historically significant as an early example of a service which has evolved over decades, yet is still needed today. The exchange, as a representative example of a vehicle which would provide early-response in a disaster, is socially significant as a facilitator of critical communications needs in devastated communities: access to emergency services and contact with family and friends. The exchange itself, intact from its period of use, provides an insight into technology of the 1970s.Mobile emergency exchange housed in a caravan trailer on 2 wheel base, duralin body, steel tow bar, Caravan divided into 3 sections; the exchange room; the relay room and the main frame room. Photograph - Portrait, Vincent Kelly, Mrs L.W. Galvin Mayoress 1944 - 45
Prior to the election of female Councillors and Mayors, the Mayoress role was one of the few ways women could officially undertake civic duties and Mayoress's played an important role in civic life through charity work, even stepping in on occasions to undertake Mayoral duties. Anne Galvin O.B.E. was born Anne Edith Ruby in 1903 and was one of Bendigo's best known charity workers. She used her first speech as Mayoress to indicate her intentions to do something for mothers and children and it was mainly through her efforts as president of the National Council of Women that Bendigo received the appointment of the two first women police officers in 1956 (1). Anne Galvin was the second woman in Bendigo to be elected to the Bendigo City Council in the 1960's, retiring after six years on Council in 1973. Anne was awarded an O.B.E in 1967 for community service and the Anne Galvin Early Learning Centre is named after her. (1) p 193 Jackman, Mayors of Bendigo 1856 - 2001. Royal District Nursing Service (now known as Bolton Clarke)
Photograph - Photograph, black and white, c.1890
This photograph shows a Melbourne District Nursing Society (MDNS) Trained nurse, 'Nurse' in the 1890s who is giving care to a patient who has collapsed in the street. It depicts the type of conditions the Nurses faced in that era and the uniform she wore It shows the help the Nurses received from the Police in that era and also the style of uniform worn by the police. In 1885 it was recognized that nursing care was needed for the sick poor in inner Melbourne. The Melbourne District Nursing Society (MDNS) was founded in February of that year, the first District Nursing Society in Australia, and it was decided only Nurses who had attended a Hospital Nurses Training School and were fully qualified would be employed by the Society. In those days even though they were trained they were called 'Nurse'. The Society began with one Nurse, and a second employed six months later, working in the now CBD, ie from Spencer Street to Spring Street and from Victoria Parade to Flinders Street. From its inception the Society was at the forefront of health care and liaised with Doctors. They provided high quality nursing care; educated their patients in the curing and prevention of disease; teaching the importance of cleanliness and good nutrition, both by verbal instruction and demonstration, even supplying soup and milk when needed. At that time they walked the streets and lane ways amid the slums of inner Melbourne carrying their nursing bag containing lotion, ointments, powders, liniment, bandages, dressings, a case of spirits, and the Nurse's own clean apron, soap and small towel. They supplied equipment on loan, such as earthenware hot water bottles, splints, urinals, bed pans, bed cradles, feeding mugs, and air-cushions as well as providing blankets and clean bed linen, and nightdresses as necessary. They provided nursing care to a range of people, often in destitute situations, some lying on rags on the floor as they had no bed, others with just a bed and maybe a thin blanket, a chair and nothing else. Their ages ranged from babes, children, adults to the elderly. The Nurses gave medications as ordered by a Doctor, dressed wounds e.g. to the injured, and surgical cases, and to those with leg ulcers; attended to patients with ‘surgical ailments’ such as ‘hip disease’; gave care to those with acute illnesses such as bronchitis, pleurisy, pneumonia, measles, and scarlet fever, as well as those with chronic illnesses such as consumption (tuberculosis), heart disease, arthritis, cancer, debility, neuritis and paralysis. They educated their patients, and their Carers, in the curing and prevention of disease; teaching the importance of hygiene, cleanliness, ventilation and good nutrition. They taught them, by verbal instruction and demonstration, how to make poultices, to make and apply bandages, apply medical appliances such as splints; and the Nurses supplied milk, beef tea and cooked soup when needed. As the work increased a third Nurse was employed but this was arduous work, particularly in the heat of summer and many Nurses only remained with the Society for several months. Negative: Copy of Marchand image of Tarnagulla Courthouse, Court House, June 1866 (original image)
Murray Comrie Collection. This photograph is a reasonable copy created from an older original. In June 1866, Aimé Marchand (1846-1910) made a series of fourteen photographs which were submitted to the 1866-67 Melbourne Intercolonial Exhibition, where they earned a 1st Class Honorable Mention. This is one of those fourteen images. Of French or Belgian origin and possibly formerly an assayer in California, Marchand appears to have begun his practice of photography in Tarnagulla around 1865 as an assistant to A.B. Clay. By the following year he had settled in Portland, where he opened the Royal Photographic Studio in Gawler Street. From his base in Portland he toured surrounding districts, offering portrait and view services. Little else is known about his life. He appears to have left Australia in 1878. A misprint of his name in a local directory as Annie Marchand created the misconception that he was one of only a few named women photographers in the colonies.A black and white negative image depicting the Court House in Tarnagulla.
