Australian Nursing Federation ratios campaign badge, 2003
... staffing ...Button distributed to and worn by Australian Nursing Federation (ANF) members and staff as part of a 2003-2004 campaign to secure minimum nurse staffing in the public healthcare sector. The '5-4-20' denotes a minimum of five nurses for twenty patients in a general medical or surgical ward. During this period, staffing ratios were secured as part of bargaining negotiations between unions and employer groups. After decades of campaigning from the ANF/ANMF, ratios were legislated for the public sector in Victoria with the passing of the Safe Patient Care (Nurse to Patient and Midwife to Patient) Bill in 2015. This campaign was featured in ANF Victorian Branch newsletters from late 2003 to early 2004. Entitled the '5-4-20 campaign', it was officially launched on 19 November 2003. Advertisements and shirts from the time featured the slogan, '5 nurses for 20 patients. Nothing less!' along with the ANF logo and illustrations by The Age cartoonist Ron Tandberg. The campaign was to promote the role of minimum nurse to patient ratios in ensuring patient safety and encouraging nurse recruitment and retention.Circular yellow, blue and red badge. Photograph - Sister Hughes' Private Hospital in Wodonga
Sister Hughes’ Private Hospital on the corner of High and Stanley Streets, Wodonga operated between 1922 and 1938. The building was constructed as a family home for Albert Schlink, a storekeeper in 1909. The building was first used as a private hospital in 1919 starting with Nurse Eliza Browne. It had six or seven rooms, one of which was an operating theatre. There was a walkway, then three bedrooms and a bathroom that belonged to the hospital all in the one area. A small building at the back served as a self-contained flat. Catherine Josephine Hughes' sister Mabel earlier married into the Schlink family and came from Bendigo to take over the Lease on the hospital in 1922. Apart from Sister Hughes, there were Nurses Poyntz and Costello. Three domestic staff were also employed – a cleaner Elsie Enever, the cook Mrs Baker and Mrs Kimball who did the laundry. Nurses Poyntz and Costello took charge of the hospital in 1938 and Catherine Hughes continued to be listed as a nurse on the electoral roll until 1954. In the early 1940s she conducted a business in the “lolly shop” in High Street, south of St Augustine’s Church. The Private Hospital in High Street possibly closed in 1954 with the opening of the Wodonga Hospital in Vermont Street. The images are significant because they represent a building and nurses who served an important role in the Wodonga community in the early 20th century.A set of black and white photos of Sister Hughes Hospital in Wodonga and some of the staff. The architect's plans of the original house, designed for Albert Schlink are included.sister hughes wodonga, hospitals wodonga -

Document, Federation University Coronavirus - Advice for staff and students, 17/05/2021
On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long. The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. By 18 May, this had increased to 12 cases, and on that day it was revealed that a delivery driver had tested positive, prompting the closing for cleaning of 12 more McDonald's locations: Melton East, Laverton North, Yallambie, Taylors Lakes, Campbellfield, Sunbury, Hoppers Crossing, Riverdale Village, Sandown, Calder Highway Northbound/Outbound, Calder Highway Southbound/Inbound, and BP Rockbank Service Centre Outbound. On 15 May, South Australia became the second jurisdiction, after the ACT, to be free of any active cases, however on 26 May, a woman returning from overseas who was granted exemption into South Australia from her hotel quarantine in Victoria tested positive for COVID-19. This was the first new case in 19 days for the state.[101] On 4 June, it was announced that the woman had recovered and the state was free of any active cases once again.[102] On 17 May, Victoria announced two further business sites had been shut down due to a suspected case at each. Domino's Pizza in Fairfield has been shut for two weeks, and mattress manufacturer The Comfort Group in Deer Park was closed from Friday 15 May to at least Wednesday 20 May. On 6 June, both New South Wales and Victoria reported no new cases for the previous 24 hours, with only Queensland and Western Australia reporting one new case each, the lowest national total since February. Western Australia also announced two old cases. However, the new case in Queensland was linked to the Rydges on Swanston cluster in Melbourne when a man who travelled from Melbourne to Brisbane on Virgin flight VA313 on 1 June tested positive.Printout of a webspage designed to guide staff and students through the COVID-19 pandemic. covid-19, corona virus, pandemic, federation university australia, covidsafe plan, response -

Booklet, Herbert Chambers, SP Bookie's Record Book, pre 1966
Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. Herbert Chambers retired from the Kew Asylum in c.1970 after working there for almost thirty years.Small notebook, of which the cover is lost, including the names of male and female staff members at the Kew Mental Hospital, the amounts that they gambled and their winnings. It is presumed that the record was kept by Herbert Joseph Chambers, a member of staff between c.1945-70. The names in the book, including some of their aliases are arranged alphabetically. The prices are listed in pre-decimal currency, (i.e. before 1966). From the number of names listed in the book, it must have been a very extensive SP betting ring. herbert joseph chambers, kew mental hospital, gambling - kew (vic) -

Plan, JC Brown, Detail of Step Butt and Screen for Miniature Rifle Range, 26 February 1910
On 19 July 1907, The Box Hill Reporter published an article on the Miniature Rifle Range. It stated: "Miniature Rifle Range for Kew. The Kew rifle club has made arrangements for the establishment of a miniature rifle range. The Kew borough council has provided a site in the yard at the rear of the town hall, fronting Brougham street. The site has been inspected by the military authorities, who have approved of the locality selected and the arrangements to be made to render the range absolutely safe. The plans are at present being prepared, and it is expected that the range will be completed within the next two months. The range will be under the direct control of the rifle club, subject to the supervision of a joint committee from the council and the club. The first committee will consist of Crs Wishart (mayor), Kellett, and Hiscock as representing the council, and Captain Argyle and Mr S. Abbott representing the rifle club. The range when completed will be available for the use of cadets, friendly societies, and other miniature rifle clubs in the district. Miniature rifle ranges are now occupying a great deal of attention in Great Britain, on the Continent, and in America. Lord Roberts, writing recently on the subject, remarks- "While I do not for a moment pretend that miniature rifle shooting is, in all respects, as useful as knowing how to shoot on a long range, I am satisfied that men can learn to shoot on miniature ranges, and that unless miniature ranges are very generally made use of, the greatest majority in this country will never learn to shoot at all." It is possible by this means also to divert the at present dangerous enthusiasm of uninstructed youths for the pea rifle into safer and more useful channels."Important early document identifying the specifications for a miniature rifle range in central Kew. Rifle clubs and rifle ranges were an important element in defending Victorians and Australians to outside threats. Single page plan (folded), created and approved in 1910, listing the approved specifications for a miniature rifle range in Brougham Street, Kew.Handwritten signature: J.M. / Staff officer for Works Victoria / 26-2-10rifle clubs - rifle ranges, miniature rifle ranges, rifle clubs -- kew (vic) -

Australian Nursing & Midwifery Federation
Australian Nursing Federation aged care campaign badge, 2001
... staffing ...Button distributed to and worn by Australian Nursing Federation (ANF) members. The ANF has been campaigning for more funding and qualified nurses to improve the quality of aged care for the past several decades, and continues to do so. This particular badge is from a 2001 campaign in the lead up to a November 2001 Australian federal election. The campaign called on the government and opposition to make commitments to around aged care staffing and funding. Branch newsletters from late 2001 focused on aged care staff shortages & under-funding, with placards from rallies featuring slogans such as 'Aged care nurses. We care. Do you?' and 'Aged care. Who care? We care'. Therefore, it is believed that this badge was manufactured and distributed from August to December 2001.Circular orange and dark blue plastic badge. Silver metal, plastic-coated, with safety pin fastener adhered to back. Badge printed with 'Aged Care. Who Cares? I care.' and the ANF [Australian Nursing Federation] logo. 'I Care.' is underlined.nursing, nurses, unionism, aged care, lobbying, 2001 federal election, funding, badges, buttons, pins, trade unions, labour history, staffing, workforce, patient care
