The Programme was made on the occassion of the Civic Service to mark the granting of Armorial Ensigns and City Banner to the City of Caulfield. The cover states that the Ensigns were presented by J.P. Brooke - Little, Esq., Richmond Herald of Arms. There are three other known copies of the this Programme.Programme, white paper card cover with a representation of the City of Caulfield Coat of Arms, 4 paper pages inside with printed text on the front and back of each page and a colour representation of the City of Caulfield Coat of Arms on Page 3. The pages have been stapled to the cover with two staples. This copy of the Programme has been covered with transparent contact, has a sticker with a Caulfield Library Reference number on the front cover and a Glen Eira Library Service stamp on the inner cover. -

Councillor William Plummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918. Albert Price (1860- 1945) purchased a 31 acre block of the Montmorency subdivision. From 1911 to 1922 he was a member of the Heidelberg Shire Council and was later President of that shire. He then became the first Councillor representing Montmorency within the Shire of Eltham. He served from 1925 to 1945. He was President of the Shire five times. His achievements included bringing electric light and water into Eltham, Montmorency and Briar Hill, the improvement to the train service, together with the construction of a station at Montmorency. He was a member of the Montmorency State School committee and was also a mason. He died in May 1945 aged 85 years while still being a serving councillor. He is buried at Fawkner Cemetery. His name is remembered in the naming of Price Avenue, Montmorency. A memorial plaque was placed in the original Memorial Hall in Rattray Road in memory of Albert and Janet Price's commitment to the new suburb of Montmorency. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Due to ill health he retired from council in 1900 but re-entered council in 1904, becoming Mayor again in 1906. He was commissioner of the Metropolitan Board of Works for five years. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. It includes brief summaries and black and white photographs of major industries and benefits of the city. Warrnambool was proclaimed a municipality on 7th December 1855, a borough on 1st December 1863, a town on 2 February 1883 and a city on 8th April 1918.This booklet gives a brief overview of the development of the city in the 1960's. This is a 16 page stapled booklet printed in blank ink on glossy paper with black and white photos. Through successive incarnations as a municipality, borough, town and city, its headquarters, at least until 1972, were located in a town hall in Walpole Street. In 1994, the city was amalgamated into a new City of Boroondara. Frank Wright was a renown resident of Smeaton, where he was born on 2 August 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia. Cricketer W.G. Grace said the City Oval was the 'most English' of any grounds he had played on in Australia. The City Ova Grandstand was constructed in 1898 to the designs of Clegg, Kell and Miller. The arched roof is supported by iron columns with cast iron brackets. Three squat lanterns are a feature of the roof, and support flagpoles. The cast iron balustrading at the front of the grandstand features a sunflower pattern, and the upper tiered section covers dressing rooms and internal stairways. Registered by Heritage Victoria, it is significant as a large and intact grandstand. The design, especially the roof, is unique in Victoria and the setting is enhanced by the ancillary ticket boxes and nearby mature trees. It was classifed by the National Trust on 11 June 1981. These maps were produced in 1948 and they contain maps of allotments within the city of Warrnambool, including the Central Business District, up to 1948. The details given on each allotment show the allotment and section numbers, the measurement in acres, the name of the original purchaser of the lot and the date of the first sale. The Warrnambool and District Historical Society owns several copies of these maps but these ones are originals.These three maps are of great significance because they give the names of land purchasers in Warrnambool from the date of the first land sales in 1847. They are a most valuable research tool and can be scanned and photocopied etc.These are three sheets of cream paper pasted on to linen. The sheets have black and white printing and map work.
