The League evolved out of concern for the welfare of returned servicemen from the First World War. In 1916, a conference recommended the formation of The Returned Sailors and Soldiers Imperial League of Australia, which included representation from Queensland, South Australia, Tasmania and Victoria. New South Wales was admitted to the League the following year, Western Australia in 1918. In 1927, the Australian Capital Territory formed a branch and was admitted. The Returned Sailors’ and Soldiers’ Imperial League of Australia (RSSILA) the forerunner of today’s Returned and Services League of Australia (RSL) was formed in June 1916.Returned Sailors and Soldiers Imperial League of Australia Badge. Hilda Elizabeth Foster (1890-1982) was commissioned as a Deaconess in 1914 giving a lifetime of service to the church particularly in the social care aspect of the Gospel. She was also a double certified nurse. Deaconess Hilda Foster began her work as a Deaconess in South Melbourne and then served for 13 years with the Presbyterian Sisterhood in North Fitzroy caring for unmarried mothers and their babies. In 1933 she was appointed Matron of the Presbyterian Girls' Home in Elsternwick where she worked for 15 years. She retired in 1948 when it was noted "In complete dedication matron has given herself to this care of souls". Deaconess Foster was awarded the British Empire Medal for her work in the Queen's birthday honours in 1981. Deaconess Foster was one of the first qualified Mother Christmasses in Australia. This is a benefit society owned by members who assist other members in times of illness or unemployment. Originally founded in Manchester, England, the M.U.I.O.O.F. started in Melbourne in 1840. The Warrnambool branch was founded in 1860. The distinctive shape of the badge, worn on the upturned side of a slouch hat, is commonly identified with the spirit of ANZAC formed at the Gallipoli landings 1915 There are seven patterns of the Rising Sun. 1902 - 1991. The Rising Sun has evolved over time and today Australian Army soldiers wear the seventh pattern Rising Sun. The Third Pattern Rising Sun Badge. May 1904 The third pattern Rising Sun badge carried a scroll inscribed with the words ‘Australian Commonwealth Military Forces’ and was worn throughout both World Wars. There were, however, a number of variations of the badge; a special version was struck for the coronation of King Edward VII in 1902 and there were badges of the Commonwealth Horse and the Australian Instructional Corps, each with its respective title on the scrolls. This pattern badge formed the template for all subsequent General Service badges. The most widely accepted version of the origin of this badge is the one that attributes the selection of its design, c1902, to a British Officer, Major General Sir Edward Hutton, the newly appointed Commander-in-Chief of the Australian Forces. Hutton had earlier received as a gift from Brigadier General Joseph Gordon, a military acquaintance of long standing, a ‘Trophy-of-Arms’ composed of mounted cut and thrust swords and triangular Martini-Henry bayonets that were arranged in a semi-circle around the Crown. To General Hutton, the shield was symbolic of the cooperation between the naval and military forces of the Empire. The number 2 was given to Linda Dessau, Governor of Victoria, in 2017.
