Exercise book of William Shillinglaw. Filled with writing exercises and some math problems and map drawings. May have been used as a homework book. All pages headed with day and date. William was one 8 children who attended Eltham Primary School. He was born in 1878 and attended the school between 1883 and 1890 having started there at the age of 4 years and 2 months in April 1882. He left the school in 1890 when 12 years of age. Dates obtained from EPS school attendance rolls. Exercise book last entry is dated June 16th, 1891. This publication was produced in the mid 1900s when the study of learning disabilities in children was in its infancy stage. The complexities of teaching methodologies to cover various symptoms uncovered by pre-school and primary school education facilities was that "one method suites all". This format changed in the later 1900s when specific "tailor made" teaching facilities where introduced and the "average" pre-school and primary school teaching professionals where not "on the whole" faced with the requirement to apply special remedial programs themselves but instead instigated a referral to dedicated specialists. This book covers the rural student with slow reading, comprehension and writing problems, in an environment where specialist speech therapists and child psychologists were and are still rare.This book although very thorough and highlights the major "communication and reading symptoms, in school children" and remedial treatment, places undue pressure upon those teachers, who, at some rural schools are faced with teaching classroom of students varying in age and thereby abilities of comprehension. Schools in rural Australia sometimes had smaller numbers of classrooms and facilities due to their small feeder population and their regional isolation. The Kiewa Valley before the dramatic increase in population in the mid 1950s (SEC Hydro Scheme) was one of these rural communities whose "schooling population" was diverse and small. This reference book, which was used at a Kiewa Valley primary school, reflects upon the Department of Education in Victoria as a highly professional organisation readily applying "modern" learning techniques to all of the department's regional areas. By this broad based application, no school was seen as having any disadvantage due to physical and/or financial isolation.This book has a plain red, cloth bonded, hard cardboard cover with an envelope attached to the inside back cover. The book has a one front blank flyleaf and two rear flyleaves. All lettering ,diagrams, sketches are in black on white as is the only photograph.There is three double sided "preface" pages and nine "contents" pages. This teacher's aid publication was used by the teachers in the The Bogong Primary School from 1941 and also the Mount Beauty Primary School from its establishment in 1947. Both had most of their pupils recruited from SEC(Victoria) Hydro Electricity Scheme employees working for a limited time scale. Rural based children benefited greatly by the decision by the SEC to provide these facilities for their worker's families. This bypass of the "typical rural provisions" offered to other schools, by the Victorian Department of Education was a bonus to the Kiewa Valley educational community. These schools had a higher level of facilities available to them than other "typical" rural schools. Treasured facilities such as a comprehensive library, movie projector, tape recorder and public address system placed these two schools at the level of the Greater Public School of city or the larger towns rather than the small rural schools in Victoria.This item was used in Mount Beauty Primary School as part of a teacher's curriculum. The fact that it is in a rural area, in an enclosed SEC construction worker's village in the Kiewa Valley did present a slightly different learning atmosphere than in the larger towns and cities. The majority of parents within the Kiewa Valley, had a slight resentment of the "high and mighty" attitude of city dwellers with a "plum in their mouths" and the effectiveness that city bred teachers had to achieve was to overcome these ingrained mores. The majority of students at this primary school had parents who were working for (the closed "village" of the SEC Hydro Electricity Scheme. In the 1940s this school would have children from multi-cultural backgrounds as many of the parents were recruited as labourers or with European technical backgrounds. In the book,the black and white photographs detailing the classroom sizes and configurations point to larger classes and slightly different teaching methods than that which existed in Australia. This teacher's aid book presents the Australian rural teachers with an advanced American approach to teaching methods. These methods were based on the then modern "group" psychological teachings and were a good guide in the development of a more effective and progressive teaching platform. The one thing that it did not address was the easy going Australian psyche of "she'll be right mate" of the Australia rural community. The socio-economic identity of the Kiewa Valley rural community was not that of the typical city community (American) and this was a challenge for city based and trained teachers. The principles that the book presents is not constrained by the date of publication or its time of use (1954).This hard cardboard covered book is sleeveless but bound by a red cloth glued onto a thick cardboard base. It has the title printed in gold script on the spine with horizontal and fifteen black horizontal lines at the top and bottom. This newspaper article was produced at a time when newspapers were the main source of local information. The period before the explosion of mobile communication technology and the cost effectiveness of communication by "texting" and internet "social connections, eg. facebook and other social media networkings" The newspapers were the main links between and within large regions. The Hydro Courier was first printed in 1950 as a YMCA community service publication by Mr. Albert Clarke YMCA Officer and Mr. Alex McCullough a State Electricity Commission employee. This paper was one very important publication that provided relevant community information to all and was the major contributer to the "Valley" cohesive fibre and unity. This article not only records the celebration (centenary) of the Tawonga School but also presents the history of the school and important events such as various relocations of classrooms and how the region was settled and developed from the 1870's onward. The yawonga school opened in 1880 on 8 acres of land. It consisted of one large wooden building (22 ft x 11 ft). It had two windows, one brick chimney, bare wooden floor and a shingle roof. This article also presents the time when Mount Beauty area was likened to an island and occasionally school children could not attend school because of a flooded Kiewa river. The article also covers the changes brought about by the increased employment opportunities from SEC Kiewa Works(1935), the Sawmill(1946), the Gold mine(1949) and the Tobacco Industry (largest growing area in Australia).This item is a one page (original) article of the centenary celebrations for Tawonga Primary School came from the Alpine Observer and incorporated the Hydro Courier. It covers the arrangements for the celebration of the 100 years of the school's existence. The printed layout is typical of the typeset in use in 1980's. There are seven distinctive type collumns separated by a printed line. Three photographs are published with one photograph of a demountable classromm ,circa 1980, and the other two of student class photos of 1899 and 1914. Teacher and student names are listed below each photograph. On the back of this page are "specials" for "Sam's Cut Price Stores", specifically the Myrtleford store. Of interest is the advertisement of "Cartons of Cigarettes at cut prices". The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored.
