Sitting on a prime piece of real estate, over time there have been discussions on the best use of the site. Whilst there is no longer any suggestion of selling the site, it's ongoing development is still being discussed. Serious consideration was given to selling the St. Kilda Rd property to developers and changing sites. No indication is given for the rejection of this proposal, possibly in Board minutes of the time. This provides an insight into the pressures in the 1970s to sell the current site. A black foolscrap folder containing typed minutes of meetings of the Investigation Committee which was set up to investigate proposals which had been suggested regarding a future land policy. The meetings were held between 1970 and 1973. Tilly Aston moved to 42 Raleigh Street in 1913, after her mother had died and her brother married. She died there of cancer on 1 November 1947 and was buried in St Kilda cemetery; her estate was valued for probate at £1149. The photograph shows the view from the front seat of a cable tram travelling along St Kilda Road with another cable tram on the other track. The photo shows, though out of focus, the median strip trees, street lights and the rock kerb markers known as "dragon teeth". The line was converted to electric traction in 1925/26. In 1868, with the laying of the foundation stone, a time capsule was placed containing four newspapers of the day (Saturday 25 January, 1868 - The Age, The Argus, The Sun and The Telegraph: St Kilda, Prahran and South Yarra Guardian), the first Annual report of the Victorian Asylum and School for the Blind (1867), 11 coins from the Victorian regency and an illustration of the proposed building at St Kilda Road. An undated note also describes a piece of parchment in the time capsule, which contained a list of names of committee members and relevant people involved in the construction of the building, such as Crouch & Wilson; however no image of this has been located. In 1991, this time capsule was opened as part of 125 year celebrations and the contents were put on display. The capsule was the size of a house brick and buried underneath the foundation stone. It was made of metal and had to be sawn open to reveal the contents. These images are of the items found inside the time capsule. Additionally there are low res images of these items plus some photographs taken on the day: Brian Howe, Minister for Health, holds the time capsule whilst Trent Willard and Janice Johns, current RVIB students, stand by during the raising ceremony; Miss Molly Miller, the oldest surviving student, and Mr Percy Raufer, great grand nephew of Mary-Ann Raufer who was pupil number 6 and enrolled in the school in January 29th, 1866 look at the items found in the time capsule. Annual memorial service in memory of those who died in war service, including former minister Rev Andrew Gillison, MA, who served as Chaplain for overseas service in World War I and died at Gallipoli in 1915 while attempting to rescue a wounded soldier. On 1 April 1991, fire gutted the Town Hall. Arson was suspected. The municipal art collection then valued at $800,000 was lost, including Rupert Bunny’s The Forerunners, itself valued at $250,000. Community support was immediate for Mayor Melanie Eagle and her team, and a foundation stone for rebuilding was laid only a year later by Sir Zelman Cowen. Notice of a public meeting at St Kilda Town Hall on 12 November1928 about the financing of the Memorial Buildings. The year is not specified in the notice but it would have been 13 February 1929 because the Mayor is identified as Thos Unsworth, who served as Mayor in 1928-29. The Memorial Hall commemorates those who served in World War I, was officially opened on Armistice Day, 1924, and operated as a dance and social hall. In January 1927 the Health Department gave permission for it to operate as the Memorial Cinema.
