Fort Queenscliff was established in 1860 when an open battery was constructed on Shortland's Bluff to defend the Port Phillip Bay entrance. The Fort, which underwent major redevelopment in the late 1870s and 1880s, became the headquarters for an extensive chain of forts around Port Phillip Heads. Its garrison included volunteer artillery, engineers, infantry and naval militia, and it was manned as a coastal defence installation continuously from 1883 to 1946. The other fortifications and armaments around the Heads were completed by 1891, and together made Port Phillip one of the most heavily defended harbours in the British Empire. It is claimed that the first British Empire artillery shots of World War One were fired when a gun at Fort Nepean fired across the bow of the German freighter Pfalz, as she was attempting to escape to sea. The orders to fire came from Fort Queenscliff. It is alleged that the same gun, with a different barrel, also fired the first Australian artillery shot of World War II. By 1946 coastal artillery was outmoded, and the Fort became home of Army's Staff College. Murray Comrie Collection. The Memorial was first unveiled at a Thanksgiving Service in 1918. It now commemorates Tarnagulla residents who served in WWI and WWII. This stone monument was created and erected by Mr. Barber of Dunolly in October 1919. It was unveiled by Brigadier General Brand C.B. C.M.G. D.S.O. at 2:30pm on Saturday November 8th, 1919. The Welcome Home Committee, formed 2nd July 1917, was largely responsible for commissioning the monument. Foundation members were Mrs. B. Patterson, Mrs J. Bock and the Misses P. Lemin, Violet Radnell, D. Dyer and Doris and Phoebe Bock. The Committee also arranged 'Welcome Home' functions for each local soldier returning home after service in the First World War. Tarnagulla had a very large number of enlistments for its population. Angus M. Comrie is standing to the right of the Memorial with his daughter Mavis Comrie, and Nell Alexander. Mavis Comrie presented a new Union Jack flag to the Tarnagulla School on 25th July 1919 to commemorate Peace. Peace Medals were also distributed to the school students. Murray Comrie Collection. This photograph is a reasonable copy created from an older original. Tarnagulla was famous from the early days for its philharmonic choirs, often under the auspices of the Wesleyan Church and frequently in conjunction with the other churches. This photograph illustrates part of the interior of the Wesleyan Church, and the large choir is performing a classical cantata for the Wesleyan Sunday School celebrations. The older gentleman near the centre of the photograph is Wesleyan Sunday School stalwart and Tarnagulla Town Clerk, HC Bristol. The two memorial plaques on the rear wall are for Tarnagulla pioneers David Hatt (left) and Jonathan Falder. Library Committee minutes from 1920 discuss the placing of an Honour Board in the Library, there was obviously some discussion from the Ballarat and Bendigo Law Associations about whom should be placed on the board and whether it was appropriate that it be located in the library. The board was donated by the Committee of Counsel, from the Bar and so only commemorates barristers. It is curious that this was not placed in Selborne Chambers where many barristers had rooms including one of the men on the Board (Higgins). This board joined the much bigger LIV memorial board that celebrates all Victorian lawyers who served during WWI.While memorial boards are a common addition to many public and civic building after World War One. This memorial board is the only one that commemorates members of the Bar, in that sense it is of great significance to the legal community. Two of the men commemorated on the board were sons of judges (Higgins, son of the Justice Henry Bourne Higgins of the High Court and Hodges, son of Justice Henry Hodges of the Supreme Court). Franc Carse was related by marriage to the a’Beckett family (also judges of the Court) and his father in law was on the Supreme Court Library committee in 1914. Eric Connelly and Murdoch Mackay shared rooms in Selborne Chambers. Connelly died in late 1918 in France, a member of General Pompey Elliott’s staff. Connelly had previously taken part in the Gallipoli landings in April 1915.
