Former family home of Mr. Frederick Eldred (Fred) Griffith in the 1950s, where present day Griffith Park is situated on the Yarra River at Eltham. Fred Griffith was also a Councillor (1945, 1951-1953) and former Shire President (1951) of the Shire of Eltham. Faye Walker (nee Harris) spent her first ten years living in the house. She recalls "there was a huge tin shed to the rear but toward the east of the house. I assume this is what people were thinking of when reference was made to the ‘’packing shed’. Living Memorial is Trust's Gift To A Shire Bathed in bright sunshine and now at its best, the Memorial Garden of the Eltham War Memorial provided a perfect setting for the handing over of the Memorial to the people of Eltham last Saturday afternoon. Speaking for the War Memorial Trust, Mr E. P. Harmer, chairman paid tribute to the unselfishh service given by its members , some for more than 20 years. Special tribute was paid to the late Mrs Ada Lyon, a foundation member who, Mr Harmer said, made the Trust her life. A memorial plaque to Mrs Lyon was unveiled by foundation members Mr N. Kerr. Facilities. An infant welfare centre, a pre-school cente and a children's library are built within the memorial. Funds for the buildings were raised by the Trust and theh women's auxiliary. Accepting the Memorial on behalf of the people of the Shire, the Shire President, Cr. L. C. Docksey, assessed the value at beyond £50,000. To make the transaction legal, Cr. Docksey paid the sum of £1 to the Trust. Many foundation members of the Trust and councillors of the Shire were among the official guests. Launch of "Pioneers and Painters: One Hundred years of Eltham and its Shire" by Alan Marshall. The history was commissioned by the Shire of Eltham and published as part of the Shire of Eltham centenary celebrations. Cr. G.C. Dreverman, Cr. A.F.C. Glover and Mr Robert W. Fell, M.L.A. for the electorate of Greensborough. Fell was a founding councillor for the Shire of Diamond Valley in 1964. He served as M.L.A. 1970-1973. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Background context for the establishment of the Eltham War Memorial as a living memorial, championed by the women of the community with the establishment of the Eltham War Memorial Trust and how the memorial was funded by public donations and eventually handed over to Council. The essay came about in 2018 following community protest at Council's plans to sell the land. Following abandonment of the sale process and putting development on hold, community groups pulled together to apply for heritage protection of the site with Heritage Victoria. Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Thomas John Barton was born in 1836 in Gloucestershire and after his father died in 1850 arrived in Melbourne in 1852 along with his mother, adult sisters, younger brothers, his uncle, his uncle's wife Suzanna and their family. Thomas tried gold mining at Woods Point but found it too difficult. He then partnered with Ewen Hugh Cameron to provide the miners with meat. In 1864 they purchased a plot of land in Marysville and set up a butchers/abattoirs and from there began their business of taking supplies to the miners at the nearby Woods Point and Jamieson goldfields. In 1865 the business was firmly established and Thomas married Selina Croker at Heidelberg and brought her back to Marysville. Their first home was 'The Chestnuts', which included the store, and was situated on the town side next to the Steavenson River. Sadly, in 1876 Selina died of complications after giving birth to their sixth child. Thomas was in need of a nanny to care for his six children, including the newborn baby, and so he employed Emily Ada Sparke, who is the eldest daughter of the local school teacher. Thomas and Emily subsequently marry in 1878 and they go on to have a further 10 children over the next several years. Thomas assisted in the establishment of the first school in Marysville in 1870 and remained a very active member of the community including as a Councillor for the Shire of Healesville, Shire President and he was also appointed as a Justice of the Peace. Thomas died in Carlton in 1911.
