In 1872 Senior Constable Myles Lyons replaced Peter Lawlor at Eltham Police Station. Earlier in his career, he had taken part in a search (one of many) for missing explorers Burke and Wills. At Eltham, his arrests ranged from minor instances of theft, vandalism and larrikinism to serious cases of manslaughter, murder and attempted suicide. He even tracked down and arrested two Norwegian seamen charged with desertion from their vessel. While conveying a prisoner from Eltham to Melbourne in 1886, he was attacked by the prisoner en route. It seems that much of the local news in the Evelyn Observer was provided by Eltham Shire Secretary C.S. Wingrove. In 1878, Eltham residents held an “Indignation Meeting” at the Evelyn Hotel, complaining that the reporting had denigrated Lyons’ conduct and had stigmatised the character of Eltham’s inhabitants. They passed a resolution castigating Wingrove and supporting Lyons. Wingrove claimed to have been misconstrued. But in 1887 the Evelyn Observer carried a long ranting vitriolic editorial. It complained about inadequate policing generally, then attacked Lyons personally, saying that (although efficient in the past) he had now become incompetent and needed to be replaced by a younger more energetic man. Myles Lyons retired due to ill health in 1889 but remained in Eltham until his death in 1899. He is buried in Eltham Cemetery with his wife Flora and five of their children. Four sons moved to Western Australia where two were killed in unconnected railway accidents. Alfred Patrick Armstrong was born in England in 1825 and was employed under the renowned Isambard Kingdom Brunel as a civil engineer during the construction of the Great Western Railway and the South Wales Railway. He came to Melbourne in 1852 and purchased property in Eltham. He became a mining surveyor and was Inspector of Mines and the Mining Registrar for the St Andrews Division of the Castlemaine Mining District. In 1855, he chaired a meeting calling for a bridge to be erected across the Yarra River between Eltham and Temple Stow. He was registered as an innkeeper in 1858, was a recognised collector of the £110 raised for the building of the first building of State School No. 209 (Eltham Primary) and was a Trustee for the Church of England site on the Eltham Cemetery Trust in 1860. He was elected to the Eltham District Road Board (forerunner of Eltham Shire Council) from 1867 to 1871 and then served as an Eltham Shire Councillor from 1871 to 1878 (including Shire President in 1873). Margaret Armstrong to whom he was married in 1854 at St Pauls Church, Melbourne, died on the 27th March 1887. Alfred died in 1893, having been in ill health for some time, and is buried in Eltham Cemetery with his wife Margaret. The monument features a tall pillar capped with a draped urn: a symbol of death. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. The work is the joint creation of artist Nerina Lascelles and ceramicist Linda Detoma, supported with stonework by Leigh Wykes and steelwork by Neil Carter, all skilled local Nillumbik artisans. The main purpose of our excursion on Saturday 3rd March 2018 at 2.00pm will be to view the panels and will include readings from the interpretive booklet published by the Cemetery Trust. "The house (centre) at North Eltham in which Mr. and Mrs. William Frizell, an elderly couple, were marooned by flood waters. When this photograph was taken late yesterday afternoon the couple were still inside the house, and through a ventilator they had stuck a red flag which they waved from time to time. The house on the left belongs to Mr. Leads, who also was marooned." - The Argus 1 December 1934. [from a contemporary report:] The Shire of Eltham District Society's Parade float theme for 1989 was gold mining which, of course, was a most important aspect of our early history. Bruce Ness assembled the float with items loaned by Warrandyte Historical Society and quite a bit of his own ingenuity. Phyllis MacDonald also arranged for the Victorian Folk Music Club to provide us with appropriate musical accompaniment. To provide a level of authenticity, a present day prospector, Jack Hodson, was in charge of the equipment on the float. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. Gates donated by Cr. and Mrs Ernie J. Andrew. A check of the 1949 census shows Ernest James Andrew and Ellen Andrew living at Arthur Street. In 1937 they were both recorded in Main Road, Eltham, Ernie's occupation as newsagent. By 1943 they were recorded in Arthur Street and Ernie was retired. A search of our records shows that Ellen died 13 July 1946 and Ernie on 29 March 1950. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. McDonald Boot Repairer opposite the railway station In December 1923 the first portion of the main street to be formed from Dudley to Arthur streets was almost completed.
