Alnis Ansons (1928-2015) was introduced to architect Kevin Knight in the lead-up to the opening of the Brighton Municipal Offices in 1961. The architect, on seeing some relief work in the artist’s home, asked Ansons if he would attempt an ambitious 70 square metre work within the council building which would wrap around the lift shaft of the three storey building. The tight deadlines and budgetary constraints imposed on the project impacted on the artist’s process but, in adapting to these limitations, Ansons developed a bold and original technique for producing commercial ceramic works. The mural, which symbolises the people of Brighton at work, worship and play, is constructed from hundreds of individual ceramic casts that have been treated with an engobe, similar to an underglaze, to produce a myriad of colours. The pieces were then fired only once, and grouted with copper grouting from top to bottom, creating a three-dimensional effect on the central column in the council chambers. Ansons was assisted during the installation by his future wife, Ralda, who was tasked with holding the pieces in position as they dried, to prevent them from sliding or shifting.Alnis Ansons, Brighton Council Chambers Mural 1961, ceramic. 750 x 595 cm. This work was presented to The Mayor and Mayoress, Cr. and Mrs R.G. Ward, by the citizens of Brighton to commemorate the Brighton Centenary in 1959. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919. The new Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. This model of the Brighton Municipal Offices was made by Alan W. Chandler. The Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. The interior decoration and furniture was by Grant Featherston. As is common practice, an architectural model was prepared to present the final concept of the building for approval to the Brighton City Council. In February 1959 festivities occurred to celebrate the centenary of the municipality of Brighton. A garden party attended by two hundred Brighton residents was held in the grounds of the Brighton Town Hall. This model graced the centre of the lily pond during the event. Amy Huxtable was born at Cheltenham in 1918, to Robert Henry Huxtable and Violet A Dagg. Her father was an installer for an oil company and travelled the State. taking his family with him. She completed her education at the Bendigo High School and later attended the Bendigo Business College, becoming an expert shorthand writer. Her first position was as a copy writer with Radio 3BO, in the mid 1930s. She worked with an advertising agency in Melbourne and then with the Age,newspaper. In 1953, Miss Huxtable was appointed temporarily to succeed Miss E B Millane as social editress of the Bendigo Advertiser, during the latter's absence abroad. In 1956, Amy travelled abroad and on her return in 1957 was appointed permanently as Women's editor, a position she held for twenty-three ears. During her early years with The Advertiser she wrote under the name Toora, but in later years her own name became widely known. Miss Huxtable was well known both in her professional capacity and through a interest and involvement in community activites. She was life governor of the Bendigo Hospital, the Bendigo Home for the Aged, and Mirridong Home for the Blind, she was a member of Soroptimist International and the Business and Professional Women's Club. Amy was also a tireless worker for the spastic society and a strong supporter of the YWCA. When Amy Huxtable died at Mt AJvernia Hospital on 16 January 1980 Mayor Campbell ordered the city flag to be flown at half-mast. "Lowering the flag is the least we can do for such a lady" Cr Campbell said. Douglas Lockwood, editor of the Bendigo Advertiser said, "She was a devot d colleague who gave her craft and her newspaper the kind of service which identified a rare and generous spirit." She was a true professional who decided to make Bendigo her home. More than 300 people packed St Paul's Church for her funeral ervice the bell tolled as the casket was carried from the church. At a ceremony in the Conservatory Gardens on No ember 22 1981 The Amy Huxtable Memorial Committee presented to the City of Bendigo, a garden seat in memory of the late Miss Huxtable. This Bendigo manufactured seat was a fitting tribute to one ofBendigo's most loved and esteemed citizens. The Sandhurst and Electric Tramway Company was the first to blaze a trail when it introduced battery trams to Bendigo in June 1890. Unfortunately they had made a serious miscalculation, as the batteries quickly proved inadequate for the hilly terrain of Bendigo. After a couple of months battery trams ceased running and were later replaced by steam trams in February 1892. Steam trams were a reliable means of transport and successfully moved Bendigonians around for ten years, but the onset of the recession forced the Bendigo Tramways Company to sell up in 1899 to the Electric Supply Company of Victoria (ESCo) who continued to run steam trams until 1902. This turn-of-the-century sale led to the introduction of electric trams to Bendigo in April 1903. These were a success from the very beginning. During peak hour people would be standing in the aisles, in the doorways, even on the running boards on the outside of the tram. In addition, the trams were also the first option for deliveries. Parcels, newspapers, movie reels for the picture theatres and even mail bags found their way onto the trams; sent from outlying post offices to the GPO in the city centre. At the end of World War I the Victorian Government constituted the new semi-government instrumentality, the State Electricity Commission of Victoria (SEC). The SEC was to take over all privately owned power generating companies in Victoria and operate as a state owned monopoly ... Parry Collection In 2003, the Bendigo Town Hall was returned to its 19th-century splendour after an extensive restoration and renovation program including plasterworks, murals and gold leaf worked by artists and artisans. The original Bendigo Town Hall was designed in 1859 by Bendigo's town clerk, George Avery Fletcher. A council chamber was added in 1866 and a hall for the trading of grain, known as the Corn Exchange, was added in 1871-72. Although the architecture of the additional buildings adhered to that of the original building, the completed building was unpopular with both the citizens and council of the era. In a series of major works from 1878 to 1902 the Bendigo Town Hall was transformed by the architect William Vahland who was given the task of converting the hall into something worthy of Bendigo's leading position as the "City of Gold".[2] His work included extensive new offices, enlargement of the main hall and council chambers, the introduction of an interior decorative scheme, a clock tower and mansard roof. The exterior facades were also remodelled in the classical style. Vahland commissioned Otto Waschatz, who had just decorated the Royal Palace in Copenhagen, Denmark, to design the hall's interior which featured decorative plaster adorned with 22-carat gold leaf, reflecting the opulence of the "city built on gold". The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. "The Kew Advertiser , published by WD Vaughan Pty Ltd, commenced publication in January 1926 and, before the year's end, a modern printing plant had been established at 128 Denmark Street (demolished). This later became the nerve centre for publication of four other local newspapers: The Hawthorn Standard (1932), the Eastern Suburbs Advertiser (1934), the Coburg Courier (1935) and the Brunswick Sentinel (1936). The last two were later sold to another publisher, and the remaining three merged in 1959 to form the Eastern Suburbs Standard. This, in turn, continued under that name until 1974, when it merged with a counterpart from Doncaster, the Whitehorse Standard, and then carried on (under various names) until 1980." The plaque to Henry Kellett was originally mounted in the vestibule of the Kew Town Hall in Walpole StreetThe plaque was once part of the Municipal Collection of the former City of Kew and was presented to the Kew Historical Society before the move from the Walpole Street (Kew) Town Hall to new Civic offices in Charles Street in 1971.Bronze funeral plaque commemorating the life and death of Sir Henry de Castres Kellett, who was killed in a traffic accident in 1924. The Kew Civic Centre (A K Lines, MacFarlane & Marshall, 1972) was built next to the Kew Civic Hall (A C Leith & Bartlett, 1960) on the site of the former mansion Ordsall (later renamed South Esk). Whereas the entrance to the Civic Hall was positioned off Civic Drive, the main entrance to the Civic Centre faced Cotham Road, as shown in the undated perspective drawing of the proposed building. The Civic Hall was used for public functions and performances, while the Civic Centre was used for civic offices. It also contained the Council Chamber. The building opened in 1972, following the relocation of the councillors and council officers from the former Town Hall in Walpole Street (now a Woolworth's supermarket). Following the amalgamation of the former City of Kew into the City of Boroondara in 1994, the Civic Centre was sold to Trinity Grammar School. The exterior of the Centre has been modified by Trinity Grammar.A report for Heritage Victoria (date) describes how two architectural firms dominated the designs for new civic buildings in Victoria during the post war period. The report claims that: "An interesting sub-theme in the erection of post-war municipal offices in Victoria is that a considerable proportion were designed by the same three or four Melbourne-based architectural firms, who established themselves as the leading specialists in this type of work. The two most prolific firms in this regard were A K Lines, MacFarlane & Marshall, and A C Leith & Bartlett; both, in fact, had made names for themselves as designers of local government offices prior to the Second World War. Lines' office, for example had designed the Eltham Shire Offices in 1941, while Leith's firm had been responsible for the celebrated Heidelberg Town Hall in 1937). Both practices parleyed this early experience into a lucrative post-war career, designing numerous municipals offices well into the 1970s." The archive file contains correspondence, biographical information (written by his niece), and locations in Kew where he lived. Much of the correspondence between the Society and the City of Kew relates to the painting and its location in the Mayor’s Room at the Kew Civic Offices in Charles Street, where it was on loan from the Society. Ordsall was originally built for John Halfey, second Chairman of Kew, and sold after his death to the Carnegie family who renamed it ‘South Esk'. The Carnegie family mounted a defence of their property when the City of Kew sought to compulsorily acquire the site for a new town hall in the 1930s. The house and land were later acquired by Council in 1947 and demolished in 1970. The present Kew Library and the former Council Offices (now owned by Trinity Grammar) are located on the site.One of the earliest photographs of 'Southesk' and its gardens. The house was of statewide significance because of its historical association with John Halfey. It was artistically significant due to its elaborate interiors, decorated by Cullis Hill & Co in the 1880s. Sepia photograph mounted on brown card of "Southesk' (formerly known as 'Ordsall').
