The Ballarat diggers, through their local Court, abolished shepherding in 1855, and instituted a complicated 'frontage' system which, in effect, guaranteed the diggers who went to the expense and hardship of sinking a shaft the right to work a section of the lead. Diggers & Mining. Getting the Gold. Slide: Sinking a shaft to a depth of 100 or 200 feet was a long, laborious and expensive job. But the big difficulty was that the course of the lead could not be ascertained, or even accurately guessed at, until a shaft had been sunk. When deep sinking began, many diggers did weeks of useless work, sinking a shaft down to where they thought the course of the lead lay, only to find that it was not there at all. The party owning the claim would work elsewhere; but each, day, one of them - the ''shepherd'' - would shovel out one or two spadefuls of earth in order to preserve the party's right to the claim. In that year, 29 small reservoirs were built (see next map); thereafter, more were constructed (there were 38 of them in 1868). These reservoirs supplied water to small gold fields towns, and to the gold mines in and near them. Slide: On some fields, but notably at Ballarat and Daylesford, the diggers soon began building water races from streams and springs, and running the race water into small reservoirs near their claims. (Water races, as we have seen, were also constructed all over the Ovens field for sluicing purposes.) The whole surface was thrown into heaps of clay from six to ten feet high - for it appeared to be all clay which they threw out there. Here, indeed, had accumulated all the mud and clay which for thousands of years had been flowing from the hills around, It was this which had thus buried the gold 160 feet deep, and through which the diggers had to sink for it. Between these muddy mountains thrown up by diggers, the water accumulated in deep pools which they avail themselves of to was their gold our with and the heaps of clay were trodden by hundreds of men constantly crossing them in all directions. I am surely afraid of very serious consequences arising . . . . As much as 30s. a barrel is now being paid I some of these gullies for water, and the price is likely to increase. Near to every tent you will see great heaps of washing stuff up, waiting for the first rains; one friend of mine has 400 cartloads this piled up, which he calculates will yield about 3 ounces to the load, and he and his mates still keep adding to their monstrous heap.
