Council. orbost-shire-council local government A black / white ...This is a photograph of some of the Orbost Shire councillors standing outside their council chambers. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council. A black / white photograph of a group of men standing in front of an open door of a brick building. This is a photograph of John Johnston. John Johnston was elected as a member of the Orbost Council and during thirty-five years of service, he was president four times. He was also president of the Agricultural Society and Chairman of the local School Committee for over thirty years, (from Richard Johnston -1969 in "Personalities and Stories of the Early Orbost District: by Mary Gilbert)John Johnston was a prominent citizen of Orbost in the late 19th and early 20th centuries. Certificate - Army Survey Regiment City of Bendigo Freedom of Entry Certificate 1970, Ian Wallace and AHQ Survey Regiment, Bendigo, June 1970
The certificate was issued by the City of Bendigo to AHQ Survey Regiment awarding the Regiment "Freedom of Entry" on ceremonial occasions. The certificate recognises the long service and close association between the Regiment and the City. Three certificates with seals were produced. One held by the City of Bendigo, one held by the Regiment and one was held by Ian Wallace who produced the certificates when he was part of the City's Engineering Department. The Freedom of Entry to the City was first conferred by the Bendigo City Council to the Army Survey Regiment in 1970. The unit then exercised its freedom by marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The parade generally concluded after formal inspections of the troops. Regiment members were often treated to a civic reception at the City Hall after the ceremony. The Freedom of Entry to the City on the 26th of October 1990 was an honour first conferred by the Bendigo City Council to the Army Survey Regiment in 1970. This was the fifth time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. Led by the Regiment’s CO – LTCOL Rene van den Tol, the unit marched down View St in the CBD, along Pall Mall and up Gaol Rd to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor James Douglass and military dignitaries. The parade concluded after formal inspections of the troops. Regiment members were treated to a civic reception at the City Hall after the ceremony. The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. This letter book (1910-1922) was found in the old Mackay Taylor building in Kepler Street. The Secretary of the Presbytery of Mortlake in the early 1900s was George Mackay who established his legal business in 1891 and merged with the business of James Fletcher in 1893 to form Fletcher and Mackay. In the 1920s J. Taylor joined the business which was known from then on as Mackay and Taylor and this firm existed until the 1990s. George Mackay was prominent in Warrnambool civic and community affairs and was Secretary of St. John’s Presbyterian Church for many years. The Presbytery of Mortlake was an administrative district committee established in 1862 and included the Presbyterian churches of Port Fairy, Tower Hill, Wangoom, Allansford, Warrnambool, Woodford, Hexham, Caramut, Mortlake and Terang. The committee consisted of the local ministers, some elders and other church representatives and met monthly or quarterly to discuss church business that affected the region.This letter book is of some significance as it indicates the type of business carried out by a district church council – properties, missions, individual church problems etc. It also shows the community work of George Mackay, a prominent Warrnambool resident at the time, and the book contains his signature many times over. The book will be of interest to researchers. This is a ledger with dark blue binding and binding reinforcements on the spine and corners. The inside covers are lined with thick paper in a mottled blue, black and white coloured pattern. There are 249 pages of copies of letters written, some typed, some handwritten. Medal - Warrnambool City Council Citizenship Award -Cyril Hayward, Mid 20th century
Cyril Hayward came with his wife Joyce to Warrnambool from England in 1955. For 30 years he and his wife were dominant figures in the performing arts organizations in Warrnambool. Cyril Hayward was a leading figure in the Warrnambool Theatre Company as an actor, stage manager, electrician, technician and the person who did any other job that needed to be done. He was a Life Member of the Theatre Company and President of the Warrnambool branch of the Victorian Arts Council, organizer of the weekly talking newspaper for the visually impaired, a tutor for the local Adult Literacy Scheme, a founding member of the Warrnambool Probus Club and was on the building committee for the development and building of the Performing Arts Centre in Warrnambool. The Warrnambool City Council gives Citizenship Awards annually.This is a significant item because it was an award received by Cyril Hayward, a prominent person in the Warrnambool Arts scene for 30 years.This is a bronze-coloured medallion presented to Cyril Hayward as a citizenship award in 1982. It is circular in shape with the crest of the City of Warrnambool on one side and a laurel wreath with inscriptions on the other. It has a ring at the top for hanging the item. It is in a black leather box lined with red velvet and white silk and includes a small metal stand to display the medallion. Souvenir - Souvenir Bottle opener, Mid 20th century
Warrnambool, established in 1847, became a Municipality in 1856, a Borough in 1863, a Town in 1883 and a City in 1918. This bottle opener has most probably been produced by the City of Warrnambool for promotional purposes and may have been given as gifts to notable visitors. The logo used is a version of the original ‘By These We Flourish’ seal which was first adopted by the Council in 1856. On the top portion is the Royal Coat of Arms. On the lower section is a sailing ship and a sheaf of wheat. The seal was designed by John Macdonald, a local schoolteacher and auctioneer. This bottle opener is of some interest as a promotional item produced for the Warrnambool City Council. It may be useful for display. This is a bottle opener made of electro-plated nickel silver. It has a badge with blue, white and gold enamelling with the old logo of the City of Warrnambool. This book records the impounding of animals which have been found wandering on local roads or trespassing on land. Many are farm animals and give the various breeds of animals from red Ayrshire cows to bay ponies, and nanny goats. Impounded animals were either claimed by their owners after payment of a fee or if unclaimed , they were sold. The Warrnambool pound was situated on Merrivale Drive.This book is a record of a practice which was necessary to remove stock which were wandering on local roads or trespassing on neighbours. It contains many local names and is of social interest. Rectangular book with hard cover Fawn cloth with red leather spine. Pages are lined in blue and red and pages are headed in black . It dates from 1957 to 1998 with one entry for 2004.Entries are hand written in blue and black. This cook book has been published by the Friends of Flagstaff Hill Maritime Village Inc. This group do volunteer work at Flagstaff Hill, publicize the activities and historical collection at the Village and raise funds to carry out improvements and new installations. Flagstaff Hill Maritime Village was established in 1975, initially as a private venture sponsored by a group of businessmen in Warrnambool but it was later taken over by the Warrnambool City Council. It operates as an historical park and a tourist venture every day of the year except Christmas Day and has a night Sound and Light Show called ‘Shipwrecked’. The historical collection at the Village features many important shipwreck relics from the area, with the most important being the ‘Loch Ard’ ceramic peacock. The cook book is a tribute to the local women of the past and there are many recipes collected from the ‘Grannies’ of yesteryear. The tea rooms at Flagstaff Hill Maritime Village are called ‘Stella Maris’ (Latin for ‘Star of the Sea’) and call to mind both the maritime heritage of the area and the name of the Australian Catholic Missions to Seamen which still operates. This book is of interest as a product of Flagstaff Hill Maritime Village. It has been edited by John Lindsay who was one of the founders of Flagstaff Hill in 1975 and is today a Life Member and Helen Sheedy who has also been connected with the administration of the Village in the past. The book also features art works from many artists from Warrnambool and district. This is a soft cover book of 100 pages. The cover has a white background with a colour sketch of the Flagstaff Hill Maritime Village Stella Maris Tea Rooms on the front cover and a colour photograph of a Flagstaff Hill panorama on the back cover. The book contains an introduction, some information related to food, cooking and diet, recipes from the past and present, some local historical material and some information on the artists whose work is featured in the book. Many colour sketches and photographs are scattered throughout the text.
