This annual report was one year before the opening of the new tertiary division at Mt Helen. Council decided to retain the overall title "The School of Mines and Industries, Ballarat" for the foreseeable future, but to separately name the three divisions as follows: 1. Diploma School - The Ballarat Institute of Advanced Education (A division of the School of Mines and Industries, Ballarat) 2. Trades School - The Ballarat School of Industries (A division of the School of Mines and Industries, Ballarat) 3. Secondary School - The Ballarat Technical School (A division of the School of Mines and Industries, Ballarat). The annual report also foreshadowed the Centenary of the School (and technical education in Australia) in 1970. Speaker at the trade Prize Night and Apprenticeship Week was W.J. Anderson, and Craftsmen Certificates were presented by the Ballarat City Council. A number of quarto pages with stapled inside a brown card cover. The report was for the year ended 30 June 1969, and was delivered by Ballarat School of Mines President M.B. John. Page 5 lists the Diplomas awarded. Page 6 lists the scholarships, prizes and awards, including the Josephine Brelaz Scholarship, Martha Pinkerton Scholarship, Frank Pinkerton Scholarship, Mica Smith/Serjeant/Ironworkers Scholarship, Ballaarat Has Comapny Scholarship, Ballaarat City Council Scholarship, R.W. Four folders containing an Engineering Design Part II Project. Each has detailed written information and drawings. No.1: To design an Extruder Addition to the hydraulic press in the plate shop to enable it to be used as an extruding press to operate on materials similar in behaviour to a wax. No. 2: To design a flywheel of uniform strength of not less than 25 feet. No 3: To design cams, valve gear and inlet and exhaust valves for a 6 cylinder truck engine. No 4: To design an experimental brown coal autoclave for drying brown coal in 10 kilogram lots. Jack chose to do Engineering while still at Footscray Technical School as it gave access to Diploma Courses and tertiary studies. This enabled him to enter the University of Melbourne and do a Bachelor in Mechanical Engineering - 1945, 1946, and 1947. In 1948 he did a Diploma in Education at Melbourne University. From this path he was able to follow a career in teaching and his first appointment was at the School of Mines in Ballarat, (SMB) 1949. He became the first Vice Principal of SMB in 1960 and then Principal in 1964 to 1976. From 1976 to his retirement in 1987, he was the Foundation Director of Ballarat College of Advanced Education (BCAE). Julia Margaret (Bella) Guerin (1858-1923), feminist, political activist and teacher, was born on 23 April 1858. Her father was a Governor of Gaols and was so at Ballarat Gaol from 1860s to 1890.- Having studied at home to pass matriculation in 1878, Bella entered Melbourne University in 1881, the same year her brother Marco began at Ballarat School of Mines to study Metallurgy and Assaying. Bella became the first woman to graduate from an Australian University when she gained her B.A. from the University of Melbourne in December 1883, becoming M.A. upon application in 1885. She taught first at Loreto Convent, Ballarat, urging higher education scholarships for Catholic girls to produce 'a band of noble thoughtful women as a powerful influence for good'; then as Lady Principal of Ballarat School of Mines University classes from 1887-1890, resigning upon marriage. Returning to teaching from financial necessity she began to frequent suffragist circles from the mid 1890s. She also became very involved within the Labor Party. She wrote speeches for Vida Golstein, a campaigner for women's rights, the right to vote and stand for elections. In recognition of her time at Ballarat School of Mines, a Hall of Residence at Federation University, Mount Helen Campus has been named after her, Bella Guerin Hall of Residence. Tunnelling tradition dictates a Tunnel Boring Machine (TBM) cannot start work until it has been given a female name, a sign of good luck for the project ahead. This dates back to the 1500s when miners and military engineers working with explosives for underground excavation, prayed to Saint Barbara for protection.The TBMs working on the two West Gate extensions are named after two very prominent women working for the rights for women. In 1966 E.J.T. Tippett, President of the Ballarat School of Mines Council was on the interim council and committee member of the Victorian Institute of Colleges.Foolscap typed Victorian Institute of Colleges (VIC) minutes .1) Minutes of the inaugural meeting of the Victorian Institute of College held at the State Electricity Commission of Victoria, 15-23 William Street, Melbourne on 26 June 1967. This meeting followed 25 meetings of the Interim Council. The Council included E.J. Barker of the Ballarat School of Mines, representing principals of affiliated colleges outside the metropolitan area. .2) Building Committee minutes of the Victoria Institute of Colleges, 11 April 1969. These minutes mention Ballarat Institute of Advanced Education including the request for approval to purchase recording double beam spectrophotometer, Logic panel for Hitachi 505 analog computer and Nuclear-magneto-resonance gaussmeter system). The also requested approval to appoint L.H. Vernon and Associates and G.J. Harrison as joint campus planners, and outlined how water would be supplied to the Mount Helen site. The minutes outline a request for State.Commonwealth approval to purchase a concrete testing machine and an Hydraulic Flow Channel for Yallourn Technical College. The request was moved by E.J. Barker of the Ballarat School of Mines. .3) 'Colleges of Advanced Education - The Vision and the Reality' an address delivered at the Diploma Conferring Ceremony, Yallourn Technical College by R.E.
