Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The letters of the completed banner were made by different churches within in the presbytery of Gippsland and spell a sentence, presumably, "BUILD YOUR CHURCH LORD!" Orbost was one of the churches that had the finished banner on display. 24 small banners with tabs at the top of each for hanging on a rod. 19 have large blue letters appliqued on them. Twenty two of the banners are roughly square and two are smaller and oblong. Three have no letters and are used as spacers in the four word sentence that the letters make. This is a set of 25 photographs taken at the combined Officer, Warrant Officer and Sergeant’s Mess Summer Ball held at the Army Survey Regiment (ASR), Fortuna Villa on the 25th of February, 1995. The Summer Ball was one of the last large scale formal functions held at Fortuna Villa before ASR’s closure the following year. Photos of personnel and their guests was taken on their arrival near the Pompeii Fountain in the gardens at the front of the main building. The Ball and Dinner was held at the rear of Fortuna Villa in temporary 20’ x 30’ Army tents set up on the roadway in front of the transport compound. SERCO contract staff provided the catering and the ASR’s Other Ranks performed stewarding and kitchen hand duties. This is a set of 32 photographs of the Army Survey Regiment personnel undertaking military skills revision at Fortuna Villa, Bendigo (photos .29P to .32P) and most likely the Wellsford Forest in 1986. It is evident in the photo set they participated in lessons on the handling of the M30 Grenade and SLR Rifle at Fortuna before the field exercise. HISTORICAL INFORMATION In an article dated 26 March 1963, the Warrnambool Standard reported: “A cannon which has lain on the ocean floor since the barque, Children, was wrecked at Childer’s Cove on January 15, 1839, was raised by three Warrnambool skindivers at the week-end…The cannon, weighing about 750 lb. and 4-ft. 6-in. in length…is in excellent order considering the length of time it has remained under-water”. No conservation measures were taken at that time, other than chipping off the marine growth with hammers and cold chisels. The minutes for the 4 February 1974 meeting of the Flagstaff Hill Planning Board recorded that “a cannon recovered some time ago was lying in the garden of [one of the three original divers] and that it could be picked up at any time”. Peter Ronald, past Manager and Diver for Flagstaff Hill, notes that the CHILDREN cannon would have been recovered by the other divers around 1964. When the cannon came into care of Flagstaff Hill it was given basic conservation relevant to the time. (At the same meeting the Board was advised of the recovery of an anchor from the wreck of the CHILDREN by Flagstaff Hill divers (Peter Ronald, Colin Goodall and Gary Hayden, and Hank Howey and Andrew Coffee), and its interim relocation in the sea at the end of the Warrnambool Breakwater while awaiting conservation). The CHILDREN was owned by the pioneering Henty family of Portland. She was en route from Launceston to Adelaide, when she foundered in rough conditions at Childers Cove on 14 January 1839. The CHILDREN was a small three-masted barque, only 29 metres long and 254 tons weight, with 14 crew members and 24 passengers (including 9 children) on board. The ship was also carrying an awkwardly ballasted cargo of 1500 sheep, 8 bullocks, 7 horses, 5000 London house bricks, 6 whaling boats, and general trade goods. When the CHILDREN was driven into the limestone stack at the entrance to the cove, the seas smashed her into pieces within half an hour, and 16 lives were lost. The CHILDREN was an all-wooden ship, built in 1825 at Liverpool, and her shipwreck in 1839 is one of colonial Victoria’s earliest and most significant maritime disasters. There is little left to mark the tragedy on the seabed now, apart from some of the house bricks intended for the Henty’s Portland Bay settlement. Despite its poor condition, the CHILDREN’s signal cannon remains an important and interpretable record of her demise, (along with her anchor, the bottom half of her ship’s bell, and portions of a brass porthole - artefacts that are also in the Flagstaff Hill collection). In 2015 the CHILDREN cannon will undergo further conservation. (Conservation Management Plan for Victorian Guns and Cannon, South Western Victoria, May 2008, ref W/F/06) The shipwreck of the CHILDREN is of state significance — Victorian Heritage Register No. S116.A 1.3 metre iron 6pdr cannon recovered from the wreck of the CHILDREN. The shape of the cannon tapers from a thick round breech to a flared muzzle, with an 8 centimetre bore, and two side trunnions for pivoting on a wooden gun carriage. It was recovered from the shipwreck site of the CHILDREN by local divers in 1963. This small muzzle-loading signal cannon is in poor and unrestored condition. The cannon’s upper profile of smooth grey metal casing has corroded off, leaving an extensively oxidised rough red surface of crumbling iron. The bottom half of the cannon remains intact although the outer smooth casing also appears to be separating from the iron core of the barrel. Original grey casting is also missing from the breech and muzzle ends of the cannon. The 2nd Light Horse Regiment was raised at Enoggera in Queensland on 18 August 1914. Its recruits came mainly from Queensland but some hailed from the northern rivers district of New South Wales. The 2nd was one of three regiments of the 1st Light Horse Brigade – the first Australian mounted formation raised by Australia during the First World War. The regiment sailed from Brisbane on 25 September and disembarked in Egypt on 9 December. The 2nd Light Horse Regiment deployed to Gallipoli without its horses and landed there on 12 May 1915, joining the New Zealand and Australian Division. It played a defensive role for most of the campaign but did attack the Turkish trenches opposite Quinn’s Post, one of the most contested positions along the ANZAC Line. The first assault wave was mown down and fortunately the officer commanding the attack had the wisdom and courage to call it off. The 2nd was withdrawn from the front line in September and left the peninsula on 18 December. Back in Egypt, the 2nd Light Horse joined the ANZAC Mounted Division. Between January and May 1916, the regiment was deployed to protect the Nile valley from bands of pro-Turkish Senussi Arabs. On 18 May, as part of its parent brigade, it joined the forces defending the Suez Canal. The 1st Light Horse Brigade played a significant role in turning back the Turkish advance on the canal at the battle of Romani on 4 August. In ensuing days the regiments of the brigade participated in the immediate follow-up of the defeated Turks, but were soon withdrawn to rest. The 2nd Light Horse Regiment rejoined the Allied advance across the Sinai in November and was subsequently involved in the fighting to secure the Turkish outposts on the Palestine frontier – Maghdaba on 23 December 1916 and Rafa on 9 January 1917. A stint of protective duty along the line of communications through the Sinai followed. The 2nd’s next major engagement was the abortive second battle of Gaza on 19 April. Gaza finally fell on 7 November, after a wide outflanking move via Beersheba, in which the 1st Light Horse Brigade played a part. With the capture of Gaza, the Turkish position in southern Palestine collapsed. The 2nd Light Horse Regiment participated in the advance to Jaffa that followed, and was then committed to operations to clear and occupy the west bank of the Jordan River. It was involved in the Amman (24–27 February) and Es Salt (30 April–4 May) raids and the repulse of a major German and Turkish attack on 14 July 1918. The final British offensive of the campaign was launched along the Mediterranean coast on 19 September 1918, with the ANZAC Mounted Division taking part in a subsidiary effort east of the Jordan aimed at Amman. Turkey surrendered on 30 October 1918. The 2nd Light Horse Regiment sailed for Australia on 13 March 1919 without their horses, which were either shot or transferred to Indian cavalry units. Events in the daily routine of the soldier were signalled by bugle and trumpet calls. This trumpet is signicant because historically, it was issued to the 2nd Australian Light Horse Regiment in 1912. This Regiment served with distinction in Gallipoli and Palestine in World War 1. It is probable, but not confirmed, that tthe trumpet was used by the Regiment during these operations. Each light horse regiment was divided into four squadrons. Each squadron had a trumpeter sergeant, equipped with a cavalry trumpet, who was employed at the Squadron Headquarters Technically called a cavalry trumpet, this brass instrument can be described as a "simple trumpet" ie. the direct forerunner of the modern valve trumpet. It is in E flat not B flat as is the bugle. Both were carried slung over the player's body by means of green tasselled cords.Crest with inscription: "Exposition Universelle De Paris" with circular logo with inscribed "1900". In the words of Donor, Betty Stone, "Owned by my aunt Mrs Elsie Mary (nee Dale) Towers, born 24 December 1895, daughter of Ellis and Ann Dale, of Latrigg, Wangoom, Warrnambool. This beaded bag was a personal gift from Miss Lake to Elsie Dale sometime in the early 1930s. Miss Lake was a member of a leading Warrnambool family whose property Lyndoch was situated by the banks of the Hopkins River. After completing her nursing course at Warrnambool Hospital and working there for a time, Elsie Dale was appointed Sister-in-Charge of the newly formed Baby Health Centre, which initially operated in temporary accommodation at or near the Council Chambers. In 1928 the Centre moved into new brick premises on Liebig Street. The building comprised of five rooms, a back yard and a front veranda where mothers parked their prams. The Warrnambool Standard reported in February 1928. The purpose of the Clinic is to the saving of infant's life. Many mothers attended the Clinic in the former location. They were able to acquire valuable knowledge from Sister Dale who is in charge of the Clinic and also have their infants weighed and measured each week. During the early days of the Centre Miss Lake, as a patron, took a keen interest in all aspects of the Centre and co-operated very closely with Sister Dale. Miss Lake would often call in at the centre while her uniformed chauffeur would wait beside her limousine parked in the street outside the Baby Heath Centre. I also recall my aunt driving to Lyndoch to discuss matters concerning the Centre with Miss Lake. Miss Lake purchased this evening bag in England, and upon her return from her overseas tour in the early 1930s, presented it to Sister Dale as a token of appreciation. Dedicated to her vocation, Sister Dale gave unstintingly of her effort, time and resources to create an attractive venue for mothers to visit. Her contribution to the welfare of all mothers and babies in the Warrnambool area, particularly during the Depression years, was considerable. Sister Dale, who drove a Dodge Tourer car, visited mothers in their homes when necessary and regularly visited the indigenous settlement at Framlingham. Amongst my early childhood memories are those of accompanying my aunt when she drove to the Nestles factory at Dennington to purchase large tins of dried milk baby food which she then delivered to the mothers who lived at the Framlingham settlement. Sister Elsie Dale retired in 1949 and moved to Mooroopna after her marriage to Solomon Towers. Karl Duldig carved this marble sculpture of a mask in the Vienna Kunstgewerbeschule (School of Applied Arts) in 1921. His teacher, Anton Hanak, the Professor of Sculpture at the School, encouraged him to carve directly into the stone. It was an accomplished work for the 19 year-old student and was selected by Hanak to represent the students of the School at the Deutschen Gewerbeschau (German Applied Art exhibition) in Munich in 1922, an early accolade for the young artist. The sculpture and another Kneeling Nude were reproduced in the journal Deustche Kunst and Dekoration in 1923-24 in an article on the Hanak-Klasse. In 2011 Mask was exhibited in the National Gallery of Victoria exhibition Vienna: Art and Design. The sculpture is one of ten substantial sculptures in marble and stone, and a larger group terracotta sculptures and masks, portrait busts and small stone sculptures created by Karl Duldig in Vienna that are held in the Museum collection. These art works are complemented by an archive of contemporary documents including letters, photographs, documents and ephemera. In 1938 Duldig’s Viennese sculptures were sent to Paris in 1938 for a proposed exhibition, and were hidden in Paris by Slawa Duldig’s sister Rella, throughout the Second World War, and arrived in Australia post-war over 5 decades. Karl Duldig was a student of the Kunstgewerbeschule from 1921 until 1925, and then attended the Akademie Der Bildenden Künste (Academy of Fine Arts) from 1929 until 1933. He was accepted into the Professor Josef Mullner’s “Meisterschule” at the Academy of Fine Arts from 1929 until 1933. His teacher at the Kunstgwerebeschule was Austria’s foremost contemporary sculptor Anton Hanak, and he was a formative influence on Duldig’s work. Hanak had been a member of Viennese Secession, and worked with Josef Hoffman on architectural commissions prior to the First World War. Hanak shared both his love of the expressive quality of materials and a humanist vision with his students. Various writers have written about Duldig’s interest in masks. His interest may have been stimulated by his classical education, the Greek and Roman antiquities in the Kunsthistoriches Museum in Vienna, or the ethnological collections in Vienna’s Museum of Ethnology (now known as the Weltmuseum). The mask was a motif explored by expressionist and cubist artists whose work was exhibited at the Vienna Secession. Duldig would have been familiar with the psychological investigations of the neurologist and founder of psychoanalysis Sigmund Freud, who established his practice in Vienna. In the Duldig Studio library, Duldig’s keen interest in the arts of a myriad of visual cultures is apparent. Of particular note are two well-thumbed copies Rudolf Utzinger’s, Masken, published by Ernst Wasmuth in Berlin in 1923, depicting masks from around the world. It is likely that a multitude of influences were at play. Slawa Duldig also worked with this motif, and also carved a smaller mask in Salzburg marble as well as a remarkable mask in clay, and these are held in the collection. Ann Carew 2016The Mask has national and international aesthetic significance. It is one of the earliest works by Karl Duldig in the Studio collection, and is a subject that he would continue to explore throughout his working life. The sculpture demonstrates a high degree of technical skill and mastery at an early age. It is evidence of Duldig’s engagement with the art of his peers during this period – the mask is a motif that inspired contemporary expressionist and cubist artists. It also demonstrates his interests in portraiture, human psychology, and the creation of identity and transformation of personalities. The Mask also provides an important link to the studio practice in the Vienna Kunstgwerbeschule, the teaching of Anton Hanak, and the program of international art exhibitions in Europe during the period. It is also of historical significance: the story of its survival and eventual recovery provides a counterpoint to the story of the Nazis’ confiscation of art during the Second World War. This former King's Colour was originally authorised by King George V in 1919 in recognition of services of 28th Battalion (AIF) during the Great War. Presented by HE the Governor General Sir Ronald Munro-Ferguson, PC, CGMG at a parade in King's Park on 2 October 1920 and handed over to 2nd Battalion, 28th Infantry Regiment of the Citizen Forces. This colour was passed on to 28th Battalion, which was created, from other units in 1921. The colour was subsequently consecrated by the Chaplain General, Archbishop COL Riley, OBE, VD,DD at a parade on the Esplanade, Perth, 15 November 1924. At the time of presentation this colour was a plain union flag with no central devices or other distinctions included on it. Following Military Board approval given in 1925 the centre circle and Crown were later added, in accordance with the approved design for a King's Colour. With the re-activation of the Citizen Military Forces (CMF) following the Second World War, the 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) was raised as a linked battalion in 1948 to carry on the identity and traditions of the pre-war 16th and 28th Battalions respectively. The King's and Regimental Colours formerly held by these two battalions were passed on to the new battalion who paraded them in rotation on ceremonial occasions. The above battalion became unlinked in March 1952 and 28th Infantry Battalion (The Swan Regiment) became an independent battalion within its own right. The former colours of 28th Battalion were handed back at a parade at Northam Camp on 24 August 1952. With the accession of HM Queen Elizabeth II to the throne in 1953, all Colours that had originally been presented as King's Colours, and were still carried by units on the current Order of Battle, were automatically deemed to be Queen's Colours. Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. Battle Honours for the Second World War were promulgated under Australian Army Order 135/1961 and the 10 selected honours approved for emblazoning on the Queen's Colour were subsequently added in 1962 These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. Union flag with gold fringes. The Australian Navy's first flagship, the battle cruiser HMAS Australia (I) was the centrepiece of the 'Fleet Unit', whose acquisition signalled the RAN's arrival as a credible ocean-going force. The Commonwealth Government decided upon the name Australia, and it proved a popular choice, carefully avoiding any suggestion of favouritism towards any one Australian State. Notwithstanding some construction delays, John Brown delivered Australia £295 000 under budget. Following successful gun, torpedo and machinery trials she commissioned as an Australian unit at Portsmouth, England, on 21 June 1913 under the command of Captain Stephen H. Radcliffe, RN. Two days later the ship hoisted the flag of Rear Admiral George Edwin Patey, MVO (later Vice Admiral Sir George Patey, KCMG, KCVO), who had been selected to command the Australian Fleet. In company with the new light cruiser HMAS Sydney (I), Australia sailed from Portsmouth on 21 July 1913, and their voyage home was seen as a further opportunity to stimulate public awareness and naval sentiment around the British Empire. Arrangements were made at the first opportunity for the flagship to visit many of the principal Australian ports. On the outbreak of World War I Australia (I) operated (with other ships of the Australian Fleet) as a counter to the German East Asiatic Cruiser Squadron under Admiral Graf von Spee. On 11 November 1918, the signing of the Armistice brought the fighting in Europe to an end. On 21 November, the Grand Fleet came out from the Firth-of-Forth in two divisions to meet the German High Seas Fleet steaming across the North Sea to be interned at Scapa Flow. Australia (I) had the honour of leading the port line at the head of her squadron. After returning home Australia (I) resumed the role of RAN flagship. A year later she played the leading part in the naval activities associated with the visit of the Prince of Wales in HMS Renown, but her time was rapidly running out. In November 1921 she returned to Sydney and the following month was paid off into reserve on 12 December 1921. Less than three years later she was prepared for scuttling to comply with the terms of the Washington Naval Treaty of 1922, which provided for a reduction in naval strengths. The RAN had already removed some of the ship's equipment for use in other warships, and now began the deliberate scrapping of Australia (I) by extracting piping and other small fittings. She was towed to sea by tugs and sunk along with her main armament in position 095 degrees, 24 miles from Inner South Head, Sydney, on 12 April 1924. Ernest Lance Young was born 24 March 1915 in Surrey Hills, the son of Ernest Augustus Young and Ruby Nichell Whitty. He married Beryl Mair in 1939 and died on 5 October 1999 at Mont Albert. Electoral rolls list him as a manufacturer. His address after marriage was 11 York Street, Mont Albert. He is buried in Box Hill Cemetery (M-*-0867) along with his father. He served in WW2 (Service Number - VX104733 enlisting at St Kilda) and after returning took over his father's business. Young's Motor Products have manufactured products for the automotive and other related industries, including chemical trades, since 1920. Business history: Young's commenced trading in 1917 when Mr Ernest Augustus Young started selling paint brushes. At this time the company was known as E.A.Young & Co. with business premises in Queen Street Melbourne. Ernest soon expanded into paints and other products for the rapidly growing automotive trade and by 1920 was well recognised as a leading supplier. At this time canvas hoods were the norm and Ernest produced a "Canvas Hood Dressing" which gained acceptance as 'the one to buy'. This product was exported throughout the world. By 1930 Young's range had expanded and the product range included items like distilled water, gasket cement, vulcanising heat patches, rust prevention and many more diverse products. Young's name then, was so well known in Australia and the world, that a letter could be addressed just "Young's Melbourne" and it would reach the company. Young's survived the great depression, but in 1939 the Australian government commandeered the factory with all plant and equipment, thus closing Young's for the duration of the WW2. Ernest continued to make products at home for the war effort. When his son, Lance, returned home from overseas war service in Singapore, the Young's factory was re-established at 405 Canterbury Road, Canterbury near Chatham Station and worked to regain markets lost in the 1940s. By 1980 Lance Young wished to retire, his immediate family didn't want to continue the business and Lance believed Australia would lose a great asset if he just closed the company. He sought to find someone within the motor trade who would uphold the Young's principles of product and service and in 1981 Allan Kennedy & Sons bought the business.Lance Young was retained as an active consultant until his death in October 1999, aged 84. Products: Superseal for radiators, tyre dressing (tyre black), car shampoo, hood dressing, leather and vinyl cleaner. The factory was later elased to B&D Rollerdoors.
