The photograph was taken in the 1920s of the brothers, Peter and Dennis Flocas. The brothers ran the Golden Age Café at the top end of Bourke Street near Spring Street which was opened during the the First World War.They like many young Ithacan men migrated to Melbourne in the early decades of the twentieth century. The Southern Cross Hotel on the corner of Bourke and Exhibition Streets was opened in 1962. It was built on the footprint of the Eastern Market. The hotel was closed in 1995 and demolished in 2003. Ernest 'Nitz' Dorn was a photographer at the hotel with his own studio in the building. The 1886 Irrigation Act in Victoria introduced the first legislation in Australia designed to enable the creation of a detailed scheme for agricultural irrigation. Part of the legislation saw the use of government funds for local irrigation projects. These local projects were managed by local irrigation trusts.
