The Melbourne and Metropolitan Board of Works (now Melbourne Water) was established in 1891. From that time, as part of their work laying water and sewerage connections, they created detailed plans of houses and other buildings in the Melbourne metropolitan area. In 1956 it acquired powers to construct and maintain highways and bridges, protect and improve the foreshores and create and maintain parks within the metropolitan region. This Interim development order comprises part of the municipalities of Brighton, Moorabbin and Sandringham and was made on 20 October 1959.brighton, moorabbin, sandringham, melbourne and metropolitan board of works, map, town planning, cartographic material, interim development order, bayside -

Clothing - Dress, Afternoon dress, c.1890
This afternoon dress belonged to Clara Johnstone Miller (nee Bell, 1866-1910). Clara was the only daughter of Mr James Bell, a councillor of the Shire of Leigh (today a part of Golden Plains Shire) and owner of Woolbrook Homestead in Teesdale, near Geelong. In 1888, Clara married prominent businessman, racehorse owner, racing identity and pastoralist Septimus Miller (1854-1925). Septimus was the sixth of seven children born to Henry 'Money' Miller and Eliza Miller (nee Mattinson). 'Money' Miller was a well known financier and politician and reputedly one of Australia's wealthiest people in his time. In 1889, Clara and Septimus moved into the house 'Cantala' in Dandenong Road, Caulfield. They had one child, Gwendoline Stewart Miller, who died in 1902 at the age of thirteen of diabetes - a largely untreatable condition at the time (insulin would not be discovered until 1921). Clara died in 1910, aged only 44. Septimus subsequently married Helen (nee Henderson), with whom he had a son, Ronald (1915-1990). The Millers were buried in the Brighton General Cemetery in a large Gothic-style vault. Upon Clara's death, Septimus sent much of her clothing and Gwendoline's to her mother Mary Bell. Some of these items were passed down to two of Clara's nieces, Miss Mary Bell and Mrs Lois Lillies, who donated them to BHS around 1973.A salmon (pale orange pink) corded silk afternoon dress with orange beaded embellishments, consisting of a bodice (.1) and skirt (.2) from c.1890. The bodice features a high standing collar with triple pleated bone silk chiffon trim along the top line, under the chin. This same chiffon is also secured in two pieces gathered and secured under the collar and and at the waist adding volume over the bust line and partially obscuring the jacket closing. The chiffon is secured at the side into the main fabric of the bodice by the beaded embellishment. The pink seed beads are sewn in lines of five beads one after the other creating a diagonal design that tapers from the shoulder to the waist. The bodice is boned around the front and back and secured down the centre font by nineteen hook and eyes and additional cotton tapes. Further beading details the bottom centre front and base line of the bodice. The shoulders have been repaired with replacement fabric to match, from our records it appears that the repair work was performed in circa 1974 but no record exists of the original shoulder design and if the repair was an exact copy of the original. The repaired shoulders feature a small frill around the shoulder yoke and top of the arm. The sleeve is fitted and three quarter finishing just below the elbow. The base of the sleeve is also trimmed with the pink bead design and bone three pleat chiffon trim. The back of the bodice features shaped panels contouring the jacket neatly in at the waist and then splitting and splaying out over the fullness of the skirt. The skirt appears to have been floor or ankle length held at the waist by a wide waistband. The skirt openings have been altered from the original currently featuring two openings secured by press studs. The skirt is gathered to the waistband at front and back creating fullness. The lower part of the skirt features the same pink bead embellishment and additional beaded flowers and diagonal point edge detail.clara miller, woolbrook, septimus miller, henry 'money' miller, gwendoline miller, cantala, 1890s fashion, caulfield, brighton general cemetery -

The bodice is constructed of a golden silk satin with an over bodice of a very soft gold net with soft gold and lime green embroidery decorated with flower and bow motif's. The neckline is bateau like in shape with the edge following the flowers of the lace design. The bodice is sleeveless with a loose detached cap that hangs down over the top of the arm with a lace covering. The under fabric of the bodice is shaped and lightly boned but the over lace is looser, nipping in at the waist where it joins the skirt. At the back, the bodice neckline scoops lower than the front with the lace overlay creating a v shape at the centre back. The bodice is secured with hooks and eyes and waist tapes. The skirt is flat fronted and floor length consisting of the same golden yellow silk with soft gold and lime green embroidered net over skirt. The lace net over skirt features larger motifs and greater embellishment towards the bottom of the skirt. The lace over lay also has an edge that follows the design of the lace rather than a straight edge. At the back the underskirt is flat and shaped but the over skirt is lightly gathered and loose hanging. The skirt finishes in a full skirt and a rounded, small train.woolbrook, septimus miller, cantala, henry 'money' miller, gwendoline miller, clara miller, 1900s fashion, caulfield, brighton general cemetery -

Album - Album page, Bureel (Kooyong Road), Circa 1972
This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. From: Glen Eira Heritage Management Plan 1996 by Andrew Ward In 1856, John Allee, a builder from Brighton, purchased C.A. 37 on the south-west corner of Glenhuntly and Kooyong Roads. The land comprised just over 45 acres. By 1863, Francis John Sidney Stephen, a lawyer and cousin of J. Wilberforce Stephen, owned most of lot 37. By 1866, Stephen had a built a "small mansion" named ''Burreel". It was a brick house and Stephen lived there until 1882. By 1884, Mrs Buxton of Hillside Terrace, East Melbourne, had purchased the property. Richard Buxton, a gentleman was listed as occupant and the house described as "brick, eight rooms". NAV was £300. Richard Buxton continued residency in 1887 however in 1888, George Allen, music seller, became occupant. At that time the house had thirteen rooms on twenty-three acres of land. Twelve people lived there and NAV was £920. In 1900, Daniel Luxton, stock and sharebroker and the Honourable John Taverner, M.H.A. leased the property. Fourteen people lived there. Mrs Buxton continued as owner. By 1910, ownership had passed to Mrs Mary Neate, who converted the house to a nursing home. The land had been subdivided by 1913 and sold by ''Buxtons Estate". Burreel Avenue, Baxter, Buxton and Hoddle Streets were created. "Burreel" was rated to Burreel Avenue and stood on lot 13 with frontages to Burreel Avenue and Kooyong Road of 198' and 214'. The house had ten rooms. NAV was £60. Mary Neate, a nurse, continued as owner/ operator of ''Burreel" nursing home in 1927. At that time there were sixteen rooms and fourteen residents. NAV was £100. Mrs Neat remained there until 1947. In 1948, the house was turned into apartments. In the 1980's, the Alexander family purchased it and restored it to a private residence.Burreel 331 Kooyong Road, ELSTERNWICK VIC 3185 - Property No B4950 National Trust https://vhd.heritagecouncil.vic.gov.au/places/65648 This is a large and substantially intact example of the grand villas of nineteenth century Melbourne. The bulk of the house most probably was built in 1866-1868 for Francis John Sidney Stephen, a prominent and highly regarded Melbourne solicitor and a member of an illustrious legal family. Stephen conducted a lucrative private practice and in 1845 was appointed first solicitor to the City of Melbourne; a position he held until his death in 1895. He took an active part in the development of Caulfield and was Shire President in 1874 and 1877. He was a resident at Burreel from 1868 to 1882. The house has evolved in stages, the rear wings possibly remaining from a house built during the 1850s. The existing ornate cast iron verandah was probably built between 1882 and 1888 during the residence of Richard Buckhurst Buxted, a notable boom period auctioneer and real estate agent. George Allan, the founder of Allan's music store, was another important occupier from 1888 to 1991. Bureel's essentially residential quality has been retained and the interior has been well preserved. The significance of this building does not rest in any single unusual outstanding architectural feature, or in its association with a particularly prominent member of society in the past, but rather in the consistent integrity of both the interior and exterior, which results in the survival of an outstanding example of this type of residential building and its associations with two notable citizens. The Highett Gas Works were a landmark along the Nepean Highway for many years. With the cessation of the gasification of coal and the introduction of natural gas to Victoria, the gas holders were demolished and the Sir William Fry Reserve was developed on the southern end of the site. The Gas and Fuel redeveloped the northern end of the site with modern offices and laboratories for the organisation's scientific services. At this time, the chimney and retort house were retained. The Highett Gasworks had its beginning in 1939 operated by the Central Brighton and Moorabbin Gas Co Ltd. The company had expanded its gas production facilities to Highett where it had purchased 45 acres of land adjacent to the Melbourne-Frankston railway line. The first gasholder was erected on the Highett site in 1927 and connected with high pressure mains to the Brighton Gas Works. In 1939 the building program including gasometers, the vertical retort house and coal store was completed and gas making commenced. Its area of supply covered approximately 70 square miles and included the municipalities of Brighton, Sandringham, Moorabbin, Mordialloc, Chelsea and part of Dandenong. The Gas and Fuel Corporation eventually took over operations and with the disaggregation and privatisation of the organisation, the site was eventually closed c. 2002.Black and white aerial photograph featuring the Highett Gas Works with gasholders and retort house. City of Kingston
Photograph - Black and white, 1962
Local government for Moorabbin began in 1862 when the area was separated from Brighton with the creation of the Moorabbin Roads Board. This meeting commemorated the centenary of local government in 1962.1862 saw the beginnings of local government in the Moorabbin district when the area was separated from Brighton with the creation of the Moorabbin Roads Board. Moorabbin was declared a shire in 1871 and a city in 1934. While tinkering with boundaries occurred over time, the first major severance from Moorabbin was when the Borough of Sandringham was created in 1917. Three years later, after persistent agitation, on May 27, 1920 Mordialloc, Parkdale and Mentone became part of the new Borough of Mordialloc. With this change the Shire of Moorabbin no longer had authority for land with a frontage to Port Phillip Bay. In 1994 councils across Victoria were amalgamated and the City of Moorabbin was divided between the cities of Kingston and Glen Eira. The City of Kingston is made up the former cities of Chelsea, Mordialloc, Moorabbin, Oakleigh and Springvale.Black and white image of inside of Moorabbin Council Chambers, with a meeting (possibly staged) in progress. Council members are seated behind a bench which connects to a horseshoe shaped table. All in attendance are in formal attire. Men are wearing black tie and the women in the audience (with backs to camera) are wearing fur coats or stoles.Black printed text of white round sticker adhered to reverse: 191 Handwritten in red ink: 80%moorabbin, council, chambers, council meeting, centenary -
