"Ballarat, Electricity and the State Electricity Commission" photocopied from an original. Has typed under the heading over white out correction fluid "Notes - Draft notes prepared by Robert W. P. Ashley 1989." The paper gives the history of power supply in Ballarat, including street lighting, ESCo, AC and DC power supplies, the takeover by the SEC, Ballarat A and B power stations, a copy of an advertisement for the SEC in Ballarat. (See btm1701i3.jpg) titled "The Power Behind the Switch" 2. Paper by A. D. Senior, titled "Electricity Supply in Ballarat" - see Reg. Item No. 1700. (see btm1700i.pdf) 3. Duncan McDougall was associated with the pioneering X-rays conducted by the Ballarat School of Mines in 1896. He was in the Mendelssohn Choir, and was associated with Professor Ross from University of Western Australia. The Ballarat Courier reported on 20 July 1896:"The Ballarat Courier reported on 20 July 1896 Thanks to the energy of the staff of the School of Mines Ballarat and particularly to Messers F J Martell and Duncan McDougall the assistance of Roentgen xrays will soon be available, for the relief of suffering at this institution. On Wednesday evening 22 July 1896 a number of ladies and gentlemen witnessed a series of experiments with the Roentgen x rays." Duncan McDougall later worked at the Kalgoorlie School of Mines as a lecturer in physics and mathematics. on 19 February 1905 the 'West australian' newspaper announced: " Mr Duncan McDougall, formerly of the Ballarat, and later of the Maryborough Schools of Mines, was appointed to succeed Mr. Hart. Mr. McDougall had also charge of the branch class at Midland Junction. In both cases his work proved thoroughly good. The alterations in the trades class regulations will cause all the students in these classes to take up the study of this subject. I have every confidence that Mr. McDou gall will handle these large classes as successfully as the classes he had last year." By 1925 McDougall is being reported in the Perth Daily News: "Duncan McDougall, lecturer on electrical engineering and physics at the W.A. School of Mines, put forward a scheme for reducing the cost of mining in Kalgoorlie. He contended it was the duty of the State and Federal Governments to establish a central electricity generation plant in Kalgoorlie and supply power to the mines at not more than 1/2d a unit, at 3/4d per unit for winding only, and at 2d per unit for lighting. Functional object - Light Fitting, c. 1878
This light hanging mechanism could have been used for an adjustable chandelier with candle holders. It would likely be attached to the ceiling by its long stem to suspend the light fitting. A chain would have been threaded around each pulley, with one end joined to the top of the light fitting and the other end joined to a counter weight. The four counter weights would allow the light fitting to be raised or lowered to the desired height with little effort, to allow for lighting the candles or change the intensity of the light. This light fitting was once installed on the famous sailing ship, the Loch Ard, which was built in 1873 and tragically wrecked in 1878.The fitting was recovered from the wreck almost 100 years later, at the time it was discovered. LOCH ARD 1873-1878 – The Scottish-built clipper ship Loch Ard was bound for Melbourne in 1878 with 54 people on board. The mixed cargo it carried included items for the 1880 International Exhibition in Melbourne, one of which was the now famous Majorca ware Minton ‘Peacock’ statue. The Loch Ard was wrecked on June 1st when the ship crashed into Mutton Bird Island, east of Port Campbell. The only survivors were Tom Pearce, a crew member, and Eva Carmichael, a young passenger who was rescued by Pearce. The Gibsons, owners of nearby Glenample Homestead, cared for Tom, and for Eva who stayed longer before returning to Ireland. The wreck of the Loch Ard was discovered in 1967, before the introduction of the Victorian historic shipwreck legislation. In 1969 it was decided that all recovered material should be lodged with the Receiver of Wrecks. In 1980 Flagstaff Hill Maritime Museum Divers received a permit to recover artefacts from the wreck to safeguard them from looters. In 1982 the site was listed as a Historic Shipwreck, and the Maritime Archaeology Unit recovered loose artefact material. The light fitting is recognised as being historically significant as an example of lighting either as part of the ship ‘Loch Ard’ or part of the ship’s cargo, imported for use in Colonial Victoria in the 19th to early 20th century. Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. Light fitting; hanging mechanism with simple pulley wheels for pendant light. Metal pipe, closed and hooked at one end, stem has three decorative rings, and open end has a short narrower metal pipe inserted. Narrow pipe has a three tiered, scallop-edged dome attached to the end. The dome encloses remnants of broken chain length and is attached to a set of four pulley wheels arrayed in a circle with their edge sat right angles to each other. Domestic object - Match Safe, after 1830's
This match safe was amongst various items collected from a sea dive in Port Phillip Bay. The diver was the caretaker of the Port Lonsdale Lighthouse, who dived on various wrecks in the bay during the 1960's. After the caretaker's death, his son sold off many of the shipwreck artefacts. The match safe was purchased from the caretaker's son in the 1990's by a previous owner of the Marine Shop, Queenscliff, Victoria. Pocket match safes or match safes were small portable boxes, or containers made in a great variety of forms and shapes, each with lids or covers to contain matches and retain their quality. Matches came into use around the 1830's and were produced extensively between the years 1890 and 1920. During this period everyone carried strike anywhere matches, so they could ignite stoves, lanterns and other devices. Early matches were unreliable and prone to ignite from rubbing on one another or spontaneously. Accordingly, most people carried a match safe to house their matches. Wealthy people had ‘match safes made of gold or silver, while common folk had ones made of tin or brass. They were made throughout the world including the United Kingdom, in the U.S.A., continental Europe and Australia. Significant English makers of cases were, Sampson Mordan and Asprey & Co. Significant American manufacturers of match safes include Wm. B. Kerr, Gorham, Unger Brothers, Battin, Blackington , Whiting, George Scheibler and Shreve & Co. Different patterns and types run into thousands as well as plain and decorative examples. They were also made in a wide range of materials, including pressed brass, pressed tin, gunmetal, nickel silver, gold, bone, ivory, the wood of varying types, early plastics like tortoiseshell and Bakelite, and ceramics. A distinguishing characteristic of match safes is that they have a ribbed surface, usually on the bottom, for lighting the matches. The item gives a snapshot into the social development through it's application in every day use match safes were used at a time when there were no safety matches and the early use of matches was a dangerous affair given they were easily combustive if rubbed together in a pocket for example. The item is also an example of the shipwreck artefacts gathered along the southwest coast of Victoria.Match Safe; hollow brass cylinder with ribbed match striker texture on base and screw thread around top. Article - Grand Union Tramway Junction, Balaclava Road and Hawthorn Road
This file contains three items. 1. A three-page Caulfield Conservation Study of the Balaclava Road/Hawthorn Road Tramway Crossing, undertake by Andrew Ward and dated September 1994. Study includes a brief history of the junction and a statement of significance. Study also includes Four black and white photographs of the junction and of architectural details of the tram tracks. 2. A letter from the Conservation Manager of the National Trust of Australia (Victoria) to the manager of the Planning Section for the City of Glen Eira, dated 15/06/2001 and attached to a six-page Classification Report. The letter informs of the Classification of the Grand Union Junction at the intersection of Balaclava and Hawthorn Road by the national trust, signed by Conservation Manager Ian Pausacker. Classification Report includes details such as the date of construction, a statement of significance, history of the junction, physical description of the junction and the condition of the junction at the time of writing. Report also includes a map of the Melbourne Tram Network drafted by Keith Kings and dated 01/005/1956, with illustration of the layout of fifteen tram depots, and updated aerial illustration of the Grand Union Junction, and a further map of Melbourne Tramways developed by North Melbourne Electric Tramways and Lighting Co. and Prahran and Malvern Tramways Trust, drafted by Keith Kings and dated January 1914 with illustrations of three tram depots. 3. Two articles from the Caulfield Leader written by Aaron Langmaid and dated 13/02/2007 and the Melbourne Bayside Weekly dated 21/02/2007 written by Joanne Sim, both concerning the Grand Union Junction. The article from the Caulfield Leader includes a picture of Executive Officer of the council of Tramway Museum of Australia Craig Tooke in front of the intersection. The article from the Bayside Weekly includes a picture of a tram passing through the junction and a brief history of the junction and tram network in Caulfield. Ruth was designed and carved by Charles Francis Summers, one of five white marble statues housed in the Statuary Pavilion, Ballarat Botanical Gardens. The Pavilion and its statues were unveiled in 1888 by Premier Duncan Gillies, a former colleague of James Russell Thompson whose bequest to the City enabled the purchase, in Italy, of the statues. The Flight from Pompeii and the four accompanying statues are housed in the Statuary Pavilion in the Ballarat Botanical Gardens. The Flight from Pompeii, in the centre, was designed by Professor Carlo Benzoni and carved by Charles Francis Summers while the four accompanying statues were all designed and carved by Charles Francis Summers. The octagonal Pavilion was specially designed by T.E. Molloy in 1887 to house the statuary. The five statues and Pavilion are believed to be unique in Australia. The Flight from Pompeii, Modesty, Rebekah, Ruth and Susannah are aesthetically significant as they are a group of statues, which are a fine example of the design of Professor G.M. Benzoni [Flight from Pompeii] and the design and carving of Charles Francis Summers. The carving of the Flight from Pompeii is both sensitive and finely done and both the design and carving of Modesty, Rebekah, Ruth and Susannah is sensitive and delicate with great attention to detail. The group is historically important as it epitomises the 'beautification' of the city in the 1880s by men who made their money from gold and who wished to give to the city money for projects such the statuary Pavilion and its contents. The Flight from Pompeii group is located in the Botanical Gardens, which were then also being developed in the Victorian style. This also illustrates the social feeling of the time in which the wealthy had made their money and were wanting to develop in a most substantial way, as well as to 'beautify' the city in which they lived. The Pavilion, designed by the major Ballarat architect T.E. Molloy, is unusual for its top-lit central lantern and curved roofs. The statues are seen to their best advantage because of the provision of all-round and top natural lighting. Functional object - Tap, mid-late 19th century
This type of large, brass tap is typical of the plumbing fittings manufactured in the late 19th and early 20th centuries. The tap has encrustations and concretion inside, showing that it had been in the sea for quite some time. The pipe leading to the spout is squashed, nicked and appears to have been sawn or broken off. It could have once been part of the plumbing from a ship, perhaps from one of the boilers used in the kitchen, for bathing or for laundry or cleaning. The name “BEST” on the tap signifies that it could have been made by Robert Best who began his Birmingham brass foundry c. 1840, and even though The information from the donor is that tap was given to her father (1906-1982) who lived in the Warrnambool district. It was likely given by a cray fisherman or diver, who said that the tap came from the Loch Ard shipwreck, wrecked on Mutton Bird Island, east of Port Campbell, Victoria, on 1st June 1878. This could easily be the case but there is no provenance for it. ROBERT BEST, BRASS FOUNDRY Circa 1840 Robert Best founded his brass foundry business and was referred to as a Brass Chandelier of Birmingham”. In 1864 an advertisement in the Journal of Gas Lighting, Water Supply, & Sanitary Improvement announces Best and Hobson, late Robert Best, 100 Charlotte Street Birmingham, manufacturers of Chandeliers, Brass and iron fittings, Steam and Water-cocks etc. gas apparatus of every description, Plumber's brass foundry, with works at Birmingham and Great Bridge, Staffordshire. In 1867 Best & Lloyd was formed, after Best and Hobson went into liquidation, manufacturing at the Cambray Works of Wattville Road, Handsworth. It was a light industrial engineering works and one of the owners was Robert Dudley Best’s father. Robert Dudley Best (1892-1984) later took over the business of Best & Lloyd. The company is still in business at Downing Street, Smethwick, Birmingham. In 1878, brass ship furniture and bell fittings stamped “BEST” was made by William Udal & Co., who advertised as manufacturers of BEST cast and stamped brass foundry goods. This large brass tap is typical of industrial tapware of the mid-late 19th ancenturies 20th century. The location of the tap when found is associated with the Warrnambool district and could have easily been from a shipwreck due to the encrustation found inside the tap. Due to its design and manufacturer, the tap is associated with the mid-late 19th and early 20th-century manufacture of plumbing fittings. Tap, brass, heavy-duty, with butterfly handle. The design and style are typical of the plumbing of the late 1800s. Inscription pressed into the handle, within rectangular border "BEST". Functional object - Gas Fitting, Before 1878
The artefact is a short cross-section of part of a functional part of a brass fitting that suspended a gas lamp, providing structural support, and internally, supplying the gas for its ignition. It combines elegant design with the elements required for safe and efficient delivery of gas. It was recovered from the LOCH ARD shipwreck site. There are similar artefacts in the Flagstaff Hill collection. The LOCH ARD left Gravesend (London) on 2 March 1878, bound for Melbourne, with a crew of 37, 17 passengers, and a diverse and valuable cargo of manufactured goods, luxury items, and refined metal. Some of the cargo was intended for Melbourne’s first International Exhibition to be held in 1880. At 3 am, 1 June 1878, the ship was wrecked against the high limestone cliffs of Mutton Bird Island on Victoria’s south west coast near Port Campbell. Only two people survived the disaster — Tom Pearce, a male crew member, and Eva Carmichael, a female passenger. The cargo proved too difficult to salvage in the vessel’s exposed condition and was largely written off. The manifest of goods in the LOCH ARD’s holds included “Fittings gas (4 cases)”. The gas lighting of streets, public buildings, and the dwellings of wealthier private citizens, was already well advanced in the cities and major towns of the Australian colonies. In 1841 Sydney was the first to be gas lit with 23 street lamps, 106 hotel lamps, and 200 private residences connected to the Darlinghurst “gasometer” by an underground network of metal pipes. “The dim days of oil and tallow are gone by!” pronounced one newspaper, flushed with civic pride. The 1850s Gold Rush promoted a similar attitude of confidence and affluence in the Colony of Victoria. In 1855 Melbourne was connected to its own system of subterranean gas pipes despite the same high rates of 25 shillings per 1000 cubic feet being charged, (reduced to 15 shillings in 1865 with cheaper sources of coal). By1858 Kyneton had its own gasworks to light the town (fuelled by eucalyptus leaves) and Geelong followed suit in 1860. Had the LOCH ARD reached its intended destination in 1878, it is probable that the 4 cases of brass gas light fittings on board would have found a ready market.The gas fitting is significant for its association with the LOCH ARD shipwreck, which is of State significance and is listed on the Victorian Heritage Register S417. The fitting is an example of a late 19th-century plumbing and light fitting.A pressed brass gas light fitting, recovered from the wreck of the LOCH ARD. The elegant and functional fitting extends from an ornate 8cm diameter ceiling flange, and comprises two short lengths of fluted column pipe with a brass joiner that are severed (cut off) at the end. Within this decorative outer layer of 3cm diameter is a full length brass tube liner, which is in turn protecting a narrow 0.75cm copper gas pipe that also runs full length. This artefact is a functional, non-decorative fitting that essentially transports gas from a wall attachment to a lamp. It is a brass and copper gas lamp fitting, designed to direct and control the flow of gas from a flanged wall fitting to an exit nozzle that was lit. It was raised from the LOCH ARD shipwreck site by Flagstaff Hill divers in 1972. Related pieces can be found in the Maritime Village collection. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. This pipe is a gas lamp fitting. This extensively corroded fitting is made of brass and copper alloy. It comprises a 31 cm copper pipe of 1.5cm diameter which is connected to a 6.5cm diameter wall flange (via a flow tap and an adjustable swivel valve) at one end, and to a screw-in square coupling with a nozzle or gas jet at the other end. The copper pipe is dented and corroded and has three holes. The brass attachments are a more robust cast metal but the adjustable mechanisms are concreted into immobility by ocean sediment. No discernible maker’s marks. In unrestored but fair condition. Flagstaff Hill Maritime Museum and Village

In 1984 the Commonwealth Government made available to Flagstaff Hill a collection of lead ingots and copper sheets recovered from the wreck-site of the LOCH ARD. They were presented to the Warrnambool City Council by the Hon. Tom Uren MHR, Minister for Territories and Local Government: “The Commonwealth recognises that shipwrecks like the LOCH ARD are our national heritage with important educational, recreational and tourist applications” (The Standard, Tuesday 8 May 1984). The LOCH ARD was wrecked in 1878. Unsuccessful salvage operations were then undertaken with the 90 ton paddle steamer NAPIER. In sudden bad weather this vessel too was sunk. The precise position of the LOCH ARD in the exposed and dangerous waters off Mutton Bird Island became lost to memory. The underwater location of the LOCH ARD was rediscovered in 1967 by a Warrnambool skindiver, Stan McPhee. In the two years following his find, the vessel was systematically pillaged by unauthorised salvagers. This led to the State and Federal Governments’ intervention in 1969. A roundup and seizure of recovered lead ingots and copper sheets was conducted by Commonwealth and Victorian Police. Offenders were charged and convicted. The “repossessed loot of the Tassie Boys” was placed into secure storage (Jack Loney, 1978, Wrecks & Reputations). The LOCH ARD manifest of cargo lists “Pig lead 50 tons, 994 pig & 37 rolls” and “Copper 33 plates, 53 bolts”. While the lead ingots have been subsequently described as “ballast”, the copper sheets are unlikely to have been associated with the ship’s normal complement in that way. Similar product lines in the cargo manifest are “Bar and rod iron 102 tons”, “Plate iron 3 tons” and “Zinc 12 tons”. These raw materials were used by colonial artisans such as blacksmiths and metal smelters to fashion, and repair, agricultural implements and industrial machinery. Copper was valued for its non-corrosive properties and its malleability, or ease of working. Both these qualities were useful, for example, in laying underground gas pipes that supplied lighting to residences, businesses and streetscapes in the mid-nineteenth century. As the nineteenth century progressed, the metal was also increasingly valued for its conductivity, with copper wiring linking colonial communities to each other, and the wider world, via the Telegraph system. The average weight of the copper sheets is 216 kilograms, calculated by "volume 0.1936m³ X Cu density 8930kgs/m³".The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The collections historically significance is that it is associated unfortunately with the worst and best-known shipwreck in Victoria's history. Large heavy sheets or panels of copper metal raised from the wreck of the LOCH ARD. The 10 sheets are of roughly similar dimensions and rectangular shape. They bear signs of prolonged submersion in seawater, with various degrees of limestone accretion, adhered marine growth, and green oxidisation. Three of the sheets are severely buckled, demonstrating the force of underwater explosives used in their salvage. One sheet appears cut or severed in a diagonal line downwards from its top left hand corner. One sheet has a 10cm X 10cm square cut out of its top right hand corner. All sheets are in sturdy, stable condition. The article shows a photo of the original Hall's Gap Hall and the (then) new Hall, which was built in 1956. The copy has been scanned as two separate images (because it was too large for the scanner). the second image is stored under "Additional Images". HISTORY OF HALL'S GAP HALL: No village, no matter how small, could possibly survive without a public meeting place, and Hall's Gap was no exception, even in 1899-1900. Actually it was the locals of Stony Creek village, as Hall's Gap was known for a short time, who decided to hold a meeting to find out how much interest there was in building a town hall! They soon found out that support was overwhelming, as can be seen by the fact that 14 gentlemen nominated for a position on the committee of four! Several motions were moved at that meeting, mainly with reference to the materials to be used, for instance that no "wattle and daub", but rather slabs of bark and local bush logs be used. The walls were to be constructed of slabs, 6 feet long, 9 inches wide and two inches thick. Uprights were to be 9 feet high and at least 9 inches thick. Sheets of bark, all 32 of them, had to be 8 feet by 8 feet. Tenders for the building materials were called on 9 March 1899 and, 21 days later, McKeon Brothers won the right to supply all the material for the princely sum of 4 pounds 10 shillings. The size of the hall was to be 20 feet by 10 feet. The first hall served the community well for the next thirteen years, being regularly used as a place of entertainment and religious worship. The growing community soon realised the need for a larger venue, with better facilities, so once again the townsfolk rallied to raise funds for a new hall, realising their dream around 1913. In 1921 a schoolteacher was provided by the education department but as there was no school building she was expected to use the hall. Mainly lessons were held in the kitchen as it was much warmer than the hall itself, and it was not unusual for up to twenty children to be taught, ranging in age from 5 to 14 years. It was not until 1928 that an official school was built. 1955-56 were years of great excitement. The Progress Association was in charge of deciding the format for the new hall, and there were many rowdy meetings beforehand. Some members had much more vision than others, and to some the amount of money required seemed astronomical. Two hall committee members resigned over differences of opinion but amazingly it all came together in the end, albeit at a greater cost than had been anticipated. There is only one record of a grant being made for the building,1500 pounds, and it came for the Minister of Public Works. Estimated cost of the building was around 8,000 pounds, and when finally finished it was just slightly over, but bank charges and interest took it to well over 9,000 pounds. An electric light generator was included and lighting installed.
