This is a set of nine photographs of medal presentations at the Army Survey Regiment, Fortuna, Bendigo. In photos .1P to .8P, the Defence Force Service Medal was presented to personnel in recognition of 15 years of efficient remunerated service, or the Clasp for each further 5-year period of service. The photos were taken on four separate occasions. Photos .1P to .3P were taken on the parade ground. LTCOL John Nolan was the CO of the Army Headquarters Survey Regiment from 1965 to 1969. He was subsequently promoted to COL and was the Director of Military Survey from 1972 to 1975. MAJ Lionel ‘Bill’ Sprenger MBE, MID was subsequently promoted to LTCOL and was the CO of the unit from 1969 to 1970. The Freedom of Entry to the City on the 26th of October 1990 was an honour first conferred by the Bendigo City Council to the Army Survey Regiment in 1970. This was the fifth time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. Led by the Regiment’s CO – LTCOL Rene van den Tol, the unit marched down View St in the CBD, along Pall Mall and up Gaol Rd to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor James Douglass and military dignitaries. The parade concluded after formal inspections of the troops. Regiment members were treated to a civic reception at the City Hall after the ceremony. Phyllis Catherine Hore (née Kiss) was born in 1918. A Kew resident from 1949, she was elected to Council in 1972, after several attempts, and served for twenty- three years until her death in 1994. A secondary teacher by profession, Cr Hore represented College and Sackville Wards. While a councillor, she was a resident of High and later Pakington Streets. She served on Council committees and was a delegate to the Kew Elder Citizens Association, the Family and Community Services (FACS) Local Consultative Committee, and the Kew Music Centre Board of Management. During her Mayoral year, she was instrumental in memorialising Vance and Nettie Palmer, significant Kew writers and poets, by unveiling a plaque at the Kew Library in the year of the centenary of their births. In May 1994, the Mayor of Kew, Cr Tom Indovino, named a meeting room at Kew Library, the Phyllis Hore Room in recognition of her service to the City. She is buried in the Heidelberg (Warringal) Cemetery. The Tarnagulla and District Cricket Association existed for quite a few years in the 1890 -1920 period, and consisted of 6 to 8 clubs drawn from a radius of about 15 km. Tarnagulla Club finished on top of the ladder in the 1910/1911 season, and the club then won the grand final against Llanelly in April 1911. The trophy was presented to Edward Toole at the Club's annual presentation evening in December 1911. Mr Toole was the publican at the Golden Age Hotel at Tarnagulla for many years, and he was also a long-­time president and strong supporter of the Tarnagulla Cricket Club. Mr Toole was unwell at that time, and the club's supporters decided to present it to him in recognition of his many years of service. N. Butcher resided at Llanelly and was a very keen local cricket lover. He donated this trophy for the 1910/11 season. The hallmark 'SD&Co' probably indicates the cup was made by Stewart Dawson & Co. which had Australian operations in Melbourne, Perth, Sydney and Brisbane. David Gordon Collection. This Australian yesteryear postcard was published by Cobb & Co in circa 1990. It is a sepia toned artwork of the Ann Jones Inn in Glenrowan which was taken prior to 1880. The building at rear in this photograph was the private residence of Ann Jones, a migrant from Tipperary, Ireland. Two years after building her private residence, in 1878/1879, Ann Jones added the Inn to the front of the building which is depicted in the postcard. In 1880 the Inn was burned to the ground during the Kelly Gang siege. After the siege, Ann Jones and her children continued to live on the same location in a makeshift hut. This hut was later replaced with a dwelling using compensation money provided to Ann from the government for the loss of her property and goods; however, she was denied a new trading licence which did not enable her to re-establish her previously successful business. The reverse of this postcard provides a snippet of information into the Glenrowan siege, for which this site is most well-known. It outlines the role and demise of the members of the Kelly Gang but what it does not include is how Ann Jones, owner of the Inn depicted on the postcard, was impacted. Ann’s son of 13 years, Johnny was killed during the siege, and a bullet grazed the forehead of her daughter, Jane Jones. Jane would die two years after this event from tuberculosis, but it was believed by Ann that the cause was grief for the death of her brother and distress at having witnessed the siege. Ann was provided with 100 pounds in compensation money for the loss of her children. Her husband, Owen Jones passed away late 1880 and in 1891 Ann Jones remarried. She died at the age of 80 in 1910. The “last stand” of the Kelly Gang at this location is estimated by Dr Stuart Dawson of Monash University to have taken less than 10 minutes in duration. During and following this time, the life of Ann Jones was turned upside down and everything she had worked for in the preceding years was now in ruins. This postcard has the capacity to reveal information about the popularity of the Kelly story in Australia. It was created in approximately the 1990s which perhaps reveals a resurgence in interest into the Kelly Gang and Australian history when card was made. This image, and others depicting the Ann Jone’s Inn, have the ability to shed light on the Kelly story and the events of the Glenrowan Siege. Additionally, they can reveal information into the life of a female business owner during the 1870-1880 period. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The Freedom of Entry Parade occurred on the 14th of June 1970 led by the Regiment’s CO – LTCOL Bill Sprenger MID, MBE; the unit marched up View St in the CBD to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Jeffrey and military dignitaries. The parade concluded after formal inspections of the troops. A ceremonial scroll was presented to the Bendigo City Council to the AHQ Survey Regiment citing the occasion and was proudly displayed in the entry foyer to Fortuna Villa up to October 2008. The original Weatherly Library was situated in the space immediately on the left of the archway. The fittings and furnishing of the library was a generous gift in 1936 of Mrs H P Mackenzie of Trawalla in honour of her pioneer parents, Mr and Mrs William Weatherly. The library was panelled with blackwood and fitted with shelves intended to eventually house 3000 books. Specially made solid blackwood chairs, upholstered in genuine hide, two long reading tables, an upholstered bench seat under the north window and an ornate carved mantelpiece topped by a classical broken pediment framing a carved head of Minerva were also donated. In 1971 this library was no longer large enought o serve the growing number of boys at the college; it was replaced by a bigger, separate building, also known as the Weatherly Library. This building is currently in use, and recently renovated, as the senior staff room. In 1993 a third library building was opened and named Erindale in recognition of property associated with Clarendon PLC. In 2012 the school opened the Fraser Library on the senior campus in honour of old collegian and school council chair, Darrell J Fraser. The Hamilton-Smith collection was donated by the children of Grace Mary Hamilton-Smith nee Ellwood (1911-2004) and John Hamilton-Smith (1909-1984) who settled in Wodonga in the 1940s. The Ellwood family had lived in north-east Victoria since the late 1800s. Grace’s mother, Rosina Ellwood nee Smale, was the first teacher at Baranduda in 1888, and a foundation member of the C.W.A. Rosina and her husband Mark retired to Wodonga in 1934. The collection contains significant items which reflect the local history of Wodonga, including handmade needlework, books, photographs, a wedding dress, maps, and material relating to the world wars. Grace and John married at St. David’s Church, Albury in 1941. John was a grazier, and actively involved in Agricultural Societies and the Belvoir Wodonga Rotary Club. Grace was an active member of several organisations including the CWA, Red Cross, the Wodonga Show Ladies' Auxiliary and the Victorian Agricultural Societies Association. This uniform was owned by Grace Hamilton-Smith. She achieved recognition for more 20 years of service to the Red Cross.This item has well documented provenance and a known owner. It is part of a significant collection from the Hamilton-Smith family of Wodonga and reflects important aspects of social history including the roles of women and their contribution to the community. An article from the Melbourne Legacy Bulletin about Legatee Jim Gillespie being honoured by RMIT naming a building after him. Date is not known but likely to be 1969 or 1970. The article mentions 'an honour was conferred on Legatee (Past President) Jim Gillespie when the Governor and Lady Delacombe opens a new wing of the Royal Melbourne Institute of Technology and called it 'The Gillespie Wing". The magnificent building of 12 stories accommodates 2490 persons (2290 students and 200 staff). A page of the programme was set out to list Jim's decorations, war service, and professional achievements and awards and his immense contribution to the RMIT extending over more than 30 years. Also that in 1968 in recognition of his proud record of service to the profession he was awarded the Gold Medal of the Institution of Surveyors Australia, and is the only person to be so honoured at the time. The article was written by JHBA (Legatee Brian Armstrong). The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. Handwritten list of Life Governorships awarded to various people from the RVIB during the 1930s until the 1950s. Entries include the name and address or township of recipients, and later a date column was included. No information is included on why a Life Governor was granted however this was usually in recognition for the funds donated to the institution. This amount was dependent upon the time of the contribution. In the Constitution and Rules section of the 1872 Asylum and School for the Blind Annual Report: Membership - Every Subscriber of 10s., and upwards per annum shall be a Member of the Institution, and every donor of 20 pounds and upwards, a Life Member. Auxiliary members who were appointed Life Governors were usually involved in helping organise some of the many fundraising activities, such as the Auxiliaries Annual Three Day Fair. A Life Governorship also meant that the person would have a vote when it came to some decisions made by the Committee of Management. RVIB Life Governors are listed cumulatively in the annual report until 1935 when, due to reasons of space, it was altered so that names appeared only in the year that they were granted. The Freedom of Entry to the City was an honour conferred by the Bendigo City Council to the AHQ Survey Regiment on the 20th of April 1970. The unit was granted for the first time the privilege of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The Freedom of Entry Parade occurred on the 14th of June 1970 led by the Regiment’s CO – LTCOL Bill Sprenger MID, MBE; the unit marched up View St in the CBD to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Clark Jeffrey and military dignitaries. The parade concluded after formal inspections of the troops. A ceremonial scroll was presented to the Bendigo City Council to the AHQ Survey Regiment citing the occasion and was proudly displayed in the entry foyer to Fortuna Villa up to October 2008. The Regiment continued to exercise its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995. The Volunteer Air Observers Corps (VAOC) was a civil defence formed on 31st December 1941 as part of the Royal Australian Air Force (RAAF) support during World War II. The VAOC rapidly developed observation posts manned by men and women all over Australia, the main purpose being to identify and report any aircraft movement to an RAAF regional base. During the early days of 1942 the posts were manned 24 hours a day, gradually relaxing as the threat to Australia lessened. All members were continually trained in aircraft identification and provided an invaluable service to the RAAF. The VAOC was disbanded in April 1946. During its operation over 2,600 observations posts were maintained and approximately 25,000 personnel served. These certificates were presented to Mrs. H (Hazel) Penfold and Mr. A. R. (Alexander Rex) Penfold in recognition of 3 years of service during this period. Hazel was the daughter of Mark Ellwood and Rosina Mary Smale and the older sister of Grace, wife of John Hamilton-Smith. The family of Grace and John Hamilton-Smith have donated many items to the Wodonga & District Historical Society. This item commemorates one of the important roles played by civilians on a local, state and national level during WW2 and is attached to a local Wodonga family.2 coloured certificates on cream paper. The Freedom of Entry to the City was an honour conferred by the Bendigo City Council to the Army Survey Regiment in 1970. 1980 was the third time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. Led by the Regiment’s CO – LTCOL Bob Skitch, the unit marched down View St in the CBD, along Pall Mall and up Gaol Rd to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Paul Tomkinson and military dignitaries. The parade concluded after formal inspections of the troops. The Regiment also exercised its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The Director of the Women's Bureau, Ms Jenni Neary spoke on Federal Initiatives in Occupational Safety and Health at the Newcastle Working Women's Centre. Annie Aurelia Jones was born on 22 November 1903 at Buninyong. She was appointed to the staff of the Ballarat School of Mines in 1921 as a Typist and retrenched on 31 December 1922. She was reappointed to the staff on 25 May 1923 as a junior clerk. She retired from the Ballarat School of Mines on 18 July 1962. Annie Jones died on 05 January 1984 at Melbourne, and is buried in Buninyong Cemetery. . Ruby Helen Lonie was born on 09 July 1895 at Ballarat, the daughter of Hugh Lonie of Rothesay, Scotland and Jan McLean from Ballarat. Ruby Lonie was employed on the administrative staff of the Ballarat School of Mines from 1914 to May 1960. She died on 23 December 1979 at Ballarat. The Ballarat School of Mines Annual Report 1935 reported: " I also desire to make special reference to the splendid work performed by Miss R.H. Lonie and Miss A.A. Jones in carrying on the work of the Office during the late Mr Robinson's illness and since his death. Kees HOS In 1956 Kees and his wife Tina made a new life with their two children in the arts community of New Zealand. In Australia Kees established the art school at Gippsland College of Advanced Education in 1971 with a radical multidisciplinary approach to art education. He generously delivered encouragement and opportunities to many people including lecturers, visiting artists and students. His small team literally built an art school from zero. Temporary accommodation in an old factory and service station in Morwell moved to three student-built studios on the Gippsland Campus. His highest recognition was 1997 when the names of Kees and Albertine Hos were added to the Wall of Honour in the Garden of the Righteous at Yad Vasheem in Jerusalem along with many others who put their lives on the line against the biggest killing machine the world had known. The ‘hiding-place’ in Kees and Tina’s home was discovered but Tina managed to rescue a baby as her own while the Jewish parents were transported to Auschwitz and Dachau. Kees was on the run using his printmaking skills to forge passports but was eventually captured and jailed, the war’s end saving his life.
