The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Rev Dr Djiniyini Gondarra OAM, was born in Milingimbi, eastern Arnhemland in 1945. He was educated at Milingimbi Mission School and pursued his theological education as a youth leader and Sunday School teacher through the Methodist Church, before attending college in Brisbane. In 1969 he trained as a Minister in Papua New Guinea and the Solomon Islands under the Uniting Church, before returning to Arnhemland to minister his own people at the Galiwin’ku parish, firstly as a lay pastor (1971-1972) and then as a Minister from 1976-1982. In 1983-84, Rev Djiniyini worked as a Lecturer in Theology at Nungalinya College, Darwin. He was honoured with a Diploma of Theology (Honorary) from there in 1984, and in 1991 received a Cultural Doctorate in Literature (Honorary) from the World University, Roundtable, Arizona USA. Rev Djiniyini was awarded the Order of Australia Medal (OAM) in 1995. As well as being the Chairman of ALPA since 1993, Rev Djiniyini is currently the Director of Duduy’ngu Pty Ltd, which provides consultancy and cross-cultural services. He is also Director of Yirrkala Business Enterprises. Over the years, Rev Djiniyini has served on many committees and councils including: Member of the Steering Committee of the Australian Indigenous Cultural Network (1998-2001), CEO of Aboriginal Resource and Development Services Inc (1998-2001), CEO of the Northern Regional Council of the Uniting Aboriginal and Islander Christian Congress (1998-2001), Director of Reconciliation Australia Limited (2000-2001), Member of Council for Aboriginal Reconciliation (1998-2000), Chairman of Uniting Aboriginal and Islander Christian Congress (1995-2000 & 1990-1993), Member of Central Committee of the World Council of Churches (1991-1994), Moderator of Northern Synod, Uniting Church in Australia (1985-1987), Secretary of newly formed Aboriginal Presbytery, Northern Synod, Uniting Church in Australia (1985), and Vice-President of Uniting Aboriginal and Islander Christian Congress Uniting Church in Australia (1983-1987). This item is from a collection donated by descendants of John Francis Turner of Wodonga. Mr. Turner was born on 6 June 1885. He completed all of his schooling at Scotts Boarding School in Albury, New South Wales. On leaving school, he was employed at Dalgety’s, Albury as an auctioneer. In 1924 John was promoted to Manager of the Wodonga Branch of Dalgety’s. On 15/03/1900 he married Beatrice Neal (born 7/12/1887 and died 7/2/1953) from Collingwood, Victoria. They had 4 daughters – Francis (Nancy), Heather, Jessie and Mary. In 1920, the family moved From Albury to Wodonga, purchasing their family home “Locherbie” at 169 High Street, Wodonga. "Locherbie" still stands in Wodonga in 2022. The collection contains items used by the Turner family during their life in Wodonga. A wide range of small china pieces carrying scenic views of holiday destinations or key locations were a popular kind of souvenir during much of the 20th century. Several different items have been produced to commemorate Wodonga and its landmarks over time. These items document key changes in Wodonga and its heritage. This plate depicts three key landmarks in Wodonga. THE SOLDIERS' MEMORIAL in Wodonga was unveiled on Tuesday 18th November 1924. It was designed by Messrs. Hosken & Co., of Hawthorn, Victoria. The monument is all of Australian workmanship. The pedestal is made of Harcourt granite, 9ft x 9ft at the base, and rising in seven courses to a height of 10ft 2in. The emblems (rising sun and wreath) are of bronze, and the lettering of the inscription and names of fallen soldiers are in raised lead letters. Originally the Memorial was completed with a full life size, 6ft in height, sculpture of an Australian soldier in Sicilian marble. The memorial bore the inscriptions: ERECTED BY THE RESIDENTS OF WODONGA AND DISTRICT IN MEMORY of the Men of this Town and District who fell in the Great War, 1914-1919, Also in grateful recognition of the men who served and returned. “Lest We Forget.” In 1982, due to frequent vandalism and high cost of materials to repair, the soldier statue was removed and later installed at the RSL Rooms. THE WATER TOWER is a major landmark of High Street, Wodonga. It began operation from January 1924 until it ceased operation in 1959. It stood unused for a decade until the lower section was modified and put to use as “ The Tower’s Cobbler’s Inn” in 1962. In 1972 Wodonga City Council proposed to demolish the Tower. Their suggestion received an unfavorable response from the city’s citizens, so the Tower still stands today. THE BAND ROTUNDA was officially opened on Sunday 5th September 1920 at the naming of the triangular reserve at the corner of High and Hovell Streets as Woodland Grove. The Wodonga Band gave a public performance on this occasion. The tri-coloured ribbon, which stretched across the entrance to the Rotunda was cut by Mrs R.H Murphy, daughter of Mr. John Woodland, secretary of the Wodonga Shire Council for 35 years, after whom the area was named. The rotunda has since been moved to Martin Park, Wodonga. This item comes from a collection used by a prominent citizen of Wodonga. It is also representative of a domestic item common in the 1940s and features significant landmarks used in many forms to represent the city of Wodonga.This bone china cup and saucer set features an image of Woodland Grove. As written by a member of Red Cliffs R.S.L. in consultation with the family.Born in Wangaratta in 1891, was a drover and boundary rider in Queensland when enlisted.Sgt. Carroll was one of the original members of the 21st Battalion, 6th Brigade, 1st AIF, which was formed at Broadmeadows early 1915. The battalion embarked from Melbourne on the Uylsses on the 8th May 1915 enroute to the Middle East. Saw action Middle East> Gallipoli>Middle East to reform and reorganise > Western Front> Somme> Bullecourt> Ypres> Somme> Mont St. Quentin> Villiers Bretonneux> Hamel Mutiny./ Sgt. Carroll was twice wounded in action (at Fluers and Broondseinde)and was recommended for the Distinguished Conduct Medal, with a Sgt Cozens (No 825 also original member, on the 15th September 1916, for exceptional zeal in the performance of their duties and coolness in action, which had a great affect on the moral of their mem. He was discharged medically unfit with gun wounds to his left knee and back. Of the full Battalion strength of the original Officers and men, there were 16 Officers and 24 Or's left. 21st Battalion left buried on foreign soil 47 Officers and 827 Or's. It was the highest decorated Battalion of the 6th Brigade. Listed are some of the Battles and Misfortunes that Sgt. Carrol survived to return to Australia. Mr Charles Ansell Smith of 3 Vincent Street with his family – Roy, Stan and Frank Smith and Dorothy (Mrs Cromwell). Helen Malvira Mackenzie (1865-1956) married Charles Ansell Smith (c1861-1934) in 1891. He was baptised 23 April 1861 in Tintinhull, Somerset - son of William Maxwell & Louisa Claudina Smith (nee Ansell). His father was curate of the church at the time. Helen Malvira (or Malvena) MacKenzie, known as Nellie, was the second daughter of the John Mackenzie J.P., of Westernport, and Wilcannia, N.S.W., and great granddaughter of the late Admiral Pasco, R.N. By 1899 the land for the current church was purchased after mining speculator and Mt Lyell 'Copper King' James Crotty donated 3,000.00 pounds. The foundation stone was laid on 15 December 1918 by Archbishop Danial Mannix. The cost of constructing the domed church was 15,000.00 pounds. NEW PRESBYTERY AT KEW. Plans have been prepared by Mr. R. Harper, architect and builder, for the erection of a new presbytery for the Rev. P. Rafferty, adjoining the Sacred Heart Church, Cotham-road, Kew. The new building, which will be in brick and of two stories, will be behind the present priests' residence, which will continue to be used until the new presbytery is completed. The cost will be £6000, and the work will be begun almost immediately. The old presbytery was purchased many years ago by the late Rev. Fr. P. O'Donohue from the late Mr. Smart for £3000, and the full amount of the purchase money was donated by the late Mr. James Crotty. At different times additions were made to the building, but the small rooms made it altogether unsuitable as a residence for three priests, and made remodelling impracticable. The new presbytery will be in keeping with the Church of the Sacred Heart and the surroundings on the elevated site. At one time the old Sacred Heart Church was in Walpole-street, Kew. On present values the Mount Lyell shares. are worth a total of £37,000, and at the present rate of dividends the return represents an income of about £2000 per annum. Over and above this there is a sum of between £20,000 and £30,000 available for investment, and this, together with the dividends brings the income of the estate up to about £3000 per annum. A sum of £1100 per annum will be absorbed in annuities under the terms of the will. Whatever amount is realised beyond the sum necessary to pay the annuities goes to Archbishop Carr for the church and charitable purposes until the death of the last annuitant, when the residuary estate will be divided between the Little Sisters of the Poor (North cote) and St. Joseph's Home (Surrey Hills). On present values the Mount Lyell shares. are worth a total of £37,000, and at the present rate of dividends the return represents an income of about £2000 per annum. Over and above this there is a sum of between £20,000 and £30,000 available for investment, and this, together with the dividends brings the income of the estate up to about £3000 per annum. A sum of £1100 per annum will be absorbed in annuities under the terms of the will. Whatever amount is realised beyond the sum necessary to pay the annuities goes to Archbishop Carr for the church and charitable purposes until the death of the last annuitant, when the resi duary estate will be divided between the Little Sisters of the Poor (North cote) and St. Joseph's Home (Surrey Hills). In 1872 membes of the Jesuits purchased land in Walpole Street. Three years later, on 14 Februrary 1875, Archbishop Gould laid a foundation stone for a school. By 1899 the land for the current church was purchased after mining speculator and Mt Lyell 'Copper King' James Crotty donated 3,000.00 pounds. The foundation stone was laid on 15 December 1918 by Archbishop Mannix. The cost of constructing the domed church was 15,000.00 pounds. William George Carter of Grandview Grove Ringwood, Nurseryman, is now the proprietor - three acres or thereabouts shown on map (12202a) - 14th March, 1947. Transfer B284834 Registered 21 September, 1961 - 1 acre shown on map (12202c) north of Plymouth Road. NOTES ON GRANDVIEW GROVE PROPERTY (Carter Family Tree extract) The Grandview Grove property was purchased by William (Bill) and Doreen Carter in 1947 as three acres of uncleared bushland. They had a 2 bedroom fibro-cement house built on the land which they informally called "Willoreen". With Doreen looking after sons Peter (born in 1940) and Robin (born in 1950), Bill worked locally at Croydon Dairy. The family spent much of their spare time clearing the land, where Bill then grew and sold fruit, flowers and berries, particularly strawberries, as a hobby and to supplement their income. Bill continued to do so while Peter and Robin were growing up, and after Doreen died in 1958. In 1961 Bill sold one of the three acres to one of his seven sisters, Grace, who lived in Kew but later moved to Rosebud and sold the land without ever building on it. During the 1960s, Grandview Grove was renamed Bemboka Road. After retiring as a milkman, Bill moved to Rosebud, Vic, and in 1977, sold the property to the Anglican Church, who were looking to invest in the site in anticipation of proposed future residential development in the area. As nearby properties were subdivided during the 1980s, the house, which the Church had initially utilised as low-cost family accommodation, was modified internaly to become a church/Sunday school. By the early 2000s, construction of a contemporary-design church and carparking area between the house and street alignment had been completed but the house remained as a detatched meeting room until falling into disrepair and was eventually demolished around 2010.

THE AUSTRALIAN TRUST OF CONSERVATION VOLUNTEERS, ONE OF 14 INDIVIDUALS AND ORGANIZATIONS, TO RECEIVE UNITED NATIONS ENVIRONMENT AWARD NAIROBI, 1 June 2000 - The United Nations Environment Programme (UNEP) announced today that the Australian Trust of Conservation Volunteers of Australia (ATCV), has been elected to the prestigious ranks of its Global 500 Roll of Honour for outstanding contributions to the protection of the environment. ATCV is one of 14 individuals and organizations to receive this honour in 2000. Founded in 1982, ATCV is a national, not-for-profit community organization, whose mission is to attract and manage a force of volunteers in practical conservation projects for the betterment of the Australian environment. ATCV completes more than 4000 week-long conservation projects in urban, regional and remote areas of Australia each year. Activities range from bush regeneration, tree planting, seed collection, endangered species protection, weed control, flora and fauna surveys, walking trail construction, fencing, environmental monitoring and the protection of world heritage areas. ATCV community participation has resulted in more than 1.8 million trees being planted in 1999, and in more than 7.3 million trees planted over the past 10 years. Community involvement totalled 200,000 project days in 1999 and more than 700,000 days since 1989. To encourage the involvement of young people, ATCV developed and manages the federal government-funded programme Green Corps. Green Corps is a six-month traineeship for 17 to 20 year-olds, which incorporates conservation projects and accredited training. Since 1997, more than 4,000 trainees have completed the Green Corps programme. ATCV is a founding member of the International Conservation Alliance, which brings together organizations working in conservation volunteering, and is a member of the World Conservation Union (IUCN). " The award will be presented in Adelaide, Australia, at the World Environment Day ceremonies on 4 June 2000. Nicholes, Photographer was first listed on the north side of Heidelberg Road, Alphington in 1904 and again in 1905. By 1906 he was still listed but with no profession. From 1907 on he was listed as a bicycle agent. On July 23, 1878, George Bird married Janet Kilpatrick (born Ayrshire) at Northcote by Presbyterian minister, Duncan Fraser. The witnesses were daughters of the minister. George gave his profession as farmer. Around 1880 or possibly earlier he acquired the property known as View Hill at the top of Pitt Street, Eltham between Pitt Street and Mount Pleasant Road and what is now Eucalyptus Road. George and Janet developed an orchard and farm around the View Hill home and had 10 children, three of whom died young. George Bird is listed in the 1977 history of the Eltham Methodist Church as Steward and trustee in the early years. In the 1950 history he is mentioned as Sunday School Superintendent. In the early 1900s, Janet regularly went to the church by horse and jinker. Janet died September 2, 1915, age 60 of endocarditis and bronchial pneumonia. At about this time, three children had married (Sarah, George and Ada) and four were living at home. However, Edwin joined the AIF in August 1915 and Ellen married in 1916 leaving two sons, Arthur and Reg, to look after their father and the property although some of the married children may have lived at View Hill for some time. From Edwin's letters, Hilda Pepper, a cousin on their mother's side) stayed with the family for some time to help. In later years, George developed glaucoma and became blind. He died December 6, 1920, aged 75 years, of diabetes mellites. Both Janet and George are buried at Eltham Cemetery, but the gravestone incorrectly gives 1921 for the death of George. The estate was divided into equal portions and distributed to the surviving members with Arthur and Ted Pepper being Executors. Ada Janet Lowe received a portion above what is now Rockliffe Street and Sis Pepper (Sarah Ann nee Bird) the portion below Rockliffe Street. Ernest Pepper built in the 1930s on the Pepper block at the Pitt Street end. George's share was along Wattle Grove and Arthur received the portion at the eastern end. Presumably the other two received portions including the top of the hill and slopes down to Pitt Street, Mount Pleasant Road and Wattle Grove. Read's (at the corner of Pitt Street and View Hill Crescent) was the first additional house brought in on wheels by a Mr Walkenden.
