Stawell was known as a gold mining town. The Stawell Town Hall clock and tower were erected by Mrs Norman Kelly in memory of her late father Cr George Barnes, a councillor of the Borough of Stawell over a period of 47 years, and also her mother, the late Emma Barnes. 10 May 1939. The animated mining scene on the Stawell Town Hall was incorporated into the tower from a bequest by Emma Kelly. This letter to the editor of an unknown newspaper probably dates from the late 1960s or early 1970s. At that time the Victorian government’s Liberal Party Premier was Sir Henry Bolte. In a reference to the major industrial valley in Germany, he and his government had a vision to make Western Port and Hastings into “the Ruhr of Victoria”, if not Australia. While this letter does not refer to Western Port, but apparently to Wiliamstown, the situation was similar in both bays. Substantial land was zoned in Hastings by the Bolte Government for industrial purposes, where BP built a refinery for oil imported through the Port of Hastings. The large oil tankers entered Western Port Bay via the western channel, which required dredging to accommodate them. It became a common site to see globules or patches of oil washed up on beaches around Western Port, and oil-affected wildlife. It is impossible to know how many wildlife were affected directly by oil spills and other forms of pollution in the Bay during that era. Sufficient numbers of oiled Little Penguins were found to prompt numerous references to the problem in newspapers, including letters, articles and even major features. The refinery eventually closed, with tanker traffic dramatically reducing in Western Port from the late 20th century.Statement of significance: This letter to the editor is significant in making reference to pollution caused in Port Phillip and Western Port bays by tanker traffic and the presence of oil refineries on industrial land in the bays. It is also indicative of the emergence of many conservation-related community groups of volunteers in Australia during the 1960s and 1970s in response to growing concern around conservation issues. In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This is a photocopy of a book, the original is no longer available. It contains lists of guest speakers at Legacy functions, and the date they spoke and some comments about what they spoke on or how good they were. The dates are from 1926 to the 1980s. Guest speakers include Lord Baden Powell, (founder of the boy scouts movement), Sir Henry Bolte (Premier of Victoria), Sir Edward Dunlop (Burma Railway Fame), Patsy Adam - Smith (Author) to name a few. The list also notes the speakers title, honours/awards/qualifications, subject matter, date. Legatees met regularly and had guest speakers to entertain and inform on different subjects at their Tuesday Luncheons. The Shire coat of arms was on the wall on the right of the front entrance to the building directly above the front doors. The Shire President was Cr. James A. Terrill, J.P. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976.
