The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The donor identified this as having been taken in the orchard area of 'Edgeware', the property on the corner of Montrose Street and Union Road in Surrey Hills where the Blakie family lived and from which Dr Blakie practiced. The gate opened to Union Road and the orchard was the area later developed as the shops at 157-165 Union Road. The property was rented from the Zeplin family. This would have been taken shortly before Dr Blakie moved across the road to 174 Union Road - the Surrey Hills Medical Centre. He purchased the land and has architect Arthur Plaisted design a home and surgery for him. Family details: James Blakie was born in New Zealand to a farming family of Scottish origin. He trained at Otago University with additional study at Cambridge. He married Catherine Miller Martin in 1906. The photograph shows Mrs James Cameron cutting the ribbon at the opening of the Orbost Pile Bridge in 1922. The first bridge was officially opened in August, 1893 (ref. S.R.M. 12.8.1893) by Mrs W. Watt, the mother of Councillor Watt, who presided over the opening of the 1922 bridge. This bridge was extensively damaged when a herd of cattle allegedly stampeded over it causing the cable to snap. Even after repairs it became obvious that a new bridge was needed. This second bridge, was built by the Victorian Railways and the Country Roads Board. Constructed at a cost of 35,000 pounds and used second-hand girders from the Flinders Street- Spencer Street viaduct. On July 4 1922 it was officially opened by Mrs James Cameron. Unfortunately, her husband, who had long championed the building of the bridge so that it would be ready for the railway to continue to the border, was too ill to attend the ceremony. In fact, James Cameron died on July 13 after a long and severe illness (ref. S.R.M. 20.7.1922). James Leonard Foley’s family lived at ‘Warringal’, 3 Foley Street, Kew. Like many other soldiers from Kew, he was educated at the Kew State School. He enlisted at the age of 19 in March 1915. His previous occupation is recorded as 'Blacksmith'. James sent a postcard to his mother in 1915 saying that he was ‘quite well’. He was to be killed in action on the Western Front on 24 August 1916 and is buried in the Villers-Bretonneux cemetery. This photograph of the Warrnambool Lighthouse Keeper's Quarters was donated together with an accompanying letter written by John Lindsay on October 21st, 1997. The letter was addressed to Howard Nicholl, the Director of Flagstaff Hill at that time. The following information was gleaned from the contents of the letter and the labels attached to the photograph:- The photograph of the Cottage was taken in about 1917. The woman is Gertrude Shade, married to James Shade, who was the Warrnambool Town Council's Officer responsible for keeping records of Shipping activity entering and leaving the busy Port of Warrnambool. The couple and their children, Janet and William, were residents of the Assistant Lighthouse Keeper's Quarters at that time. The family is pictured in the garden on the west side of the building. A washhouse, these days referred to as a laundry, is behind the building and had already been removed when the Flagstaff Hill Planning Board had access to the site in 1972. The corrugated iron veranda was replaced in the 1980s with a smaller covered entry. Janet Shade married the man who lived across the road, Stewart Lindsay, in 1935. Stewart was employed by Nestle at the age of sixteen, working in the export department. He was acting Manager when the Manager became ill, supervising the loading of dairy products and biscuits into the holds of the waiting ships, where they were then exported to Indonesia. Many of the ships were registered in Liberia and the seamen were called 'lascar seamen, or Indian Sailors. Janet and Stewart had a son, John Stewart Lindsay, who was a Pharmacist, a member of the Warrnambool City Council, the Mayor of the City of Warrnambool, a former Director of Flagstaff Hill, and Chairman of the Flagstaff Hill Advisory Committee.This photograph has significance as a historical record of the Warrnambool Lighthouse Kerr'er's Quarters in 1917. The photograph connects the cottage to local families, to local industry, to the Port of Warrnambool, and to overseas exports from Warrnambool. Photograph from c. 1917 depicts the western side of the Warrnambool's Lighthouse keeper's Quarters constructed in bluestone, which was where the Assistant Lighthouse Keeper resided. The image shows the corrugated iron lean-to, and other rooms that were added to the original building after 1872, which were removed in the 1970s due to their poor condition. The members of the family pictured were residents at the time; Gertrude Shade (Mrs James Shade), her daughter Janet and her son William. Inscriptions are on the reverse and the accompanying envelope. Campden Ladies College was located at 16 Windsor Crescent from 1887-1898 and then at 44 Windsor Crescent from 1899-1901 under the direction of Mrs Philippa James and one of her daughters, also Philippa. Philippa Bridges was born in Pentonville, Middlesex in 1820. She was engaged to John Frederic James before she left England and they were married soon after he arrived in Melbourne in 1853. He was the second registrar at the University of Melbourne (1856-1864) and died suddenly in 1864. The couple had 4 daughters (3 surviving - Mary, Philippa and Elizabeth) and one son, John Frederic Chase James, who lived at 'St Helena', Norfolk Road, Surrey Hills. Their 2nd daughter, Philippa Sophia assisted in the school; she pre-deceased her mother and died at 'Campden' on 18 March 1900. Mrs James' obituary in the Box Hill Reporter on 5 May 1911 states that she opened an earlier school called Grantown House in Nicholson Street, Fitzroy opposite the Exhibition Building after her husband's death. Grantown House is extant and has a National Estate Register Listing. The citation for it states that Mrs Philippa James leased it from owner William Ross and operated a ladies school from here from 1872 until 1878. She had other schools, both before her marriage and one in Balaclava named 'Westbourne'. The correspondent of the Argus on 10 May 1901 wrote: "The Parliament of the Commonwealth was opened yesterday by the Duke, of Cornwall and York, under a Commission signed by Queen Victoria and subsequently endorsed by King Edward VII. The ceremony was marked by the splendour and solemn impressiveness which befitted its historic importance. An immense assemblage of spectators, drawn mainly, of course, from this state, but in part also from each of the other federated states, and including representatives of other portions of the British Empire and of foreign powers, thronged the spacious, stately, and joyously decorated edifice. The picture was magnificent. It must have printed itself indelibly on the sensitive minds of the thousands of Australians who were privileged to behold it. We may assume that artists will reproduce it in worthy and imperishable forms, and that from generation to generation it will be familiar in the households of the Commonwealth. Our children's children, we may gladly say to-day, will not be ashamed of the function which inaugurated the self-governing rights of the southern British Nation. Nothing was omitted which could add to the grandeur and significance of the occasion. In a broad sense the proceedings were perfectly intelligible to the vast and sympathetic gathering, though the natural limits of a single human voice had to be accepted. The King's son, with his consort and the Governor-General and Lady Hopetoun by his side, and supported by the Governors of the states and other eminent personages, fulfilled his doubly-attested Commission with a simple dignity and a modest manliness altogether admirable. The ceremony was a brilliant spectacle, and, in its sentiment and suggestiveness, an inspiration to a loyal and patriotic people."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). Campbell was three times mayor of Kew in the second half of the 19th Century and the owner of Ramornie in Pakington Street, one of the significant extant mansions in Kew.An invitation, mounted on card for Mr & Mrs James Maitland Campbell to an evening reception at the Exhibition Building, Melbourne, on 9 May 1901, to meet the Duke and Duchess of Cornwall as part of the celebrations of the opening of the first Federal Parliament. A figure of Britannia, in red dress and mailed vest holding a shield like the Union Jack, is on the left of the invitation; she reaches out her hand towards a younger female figure, representing Australia, who is dressed in blue and holds a shield which is white with a blue cross decorated with stars. The writing is on a scroll in the centre of the certificate, and there is a border of vines and vine leaves. The royal crest is at the base of the certificate. Built c1920 - Home of Mr and Mrs William James Donaldson. William James Donaldson married Kate Amelia Larard in 1901. He died in 1933 and the property passed to his wife and thereafter to their only son Allan Larard Donaldson, born 1917. The house was known as "Goodwood". Kate Amelia Donaldson was a music teacher. A report in the Ballarat Star on 8 May 1901 recorded that: "THE CONVERSAZIONE. A GREAT SUCCESS. The conversazion given by the Government of Victoria at the Exhibition was very largely patronised. the guests includ ing the Prime Minister and a goodly proportion of the distinguished personages now in Melbourne. A programme of high-class music was gone through, and refreshments were served during the evening. Australian wines were very prominent."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). Campbell was three times mayor of Kew in the second half of the 19th Century and the owner of Ramornie in Pakington Street, one of the significant extant mansions in Kew.Colour lithograph mounted on card to an evening event, a conversazione, held in the Exhibition Building on the evening of Tuesday 7th May 1901, as part of the Australian Commonwealth Celebrations. The recipients of the invitation were Mr and Mrs James Maitland Campbell of Kew. The Government of Victoria hosted the event. The invitation shows an etching of the Exhibition Building, surrounded by an ornate border of heraldic shields, portraits of the Duke and Duchess, views of Perth, Adelaide, Melbourne, Sydney, Brisbane and Hobart, and native flora (including wattle, waratah, pink heath, Sturt’s desert pea, and flannel flower), and native fauna (kookaburra, possum, lyre bird, cockatoo and koala).
