The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Following a Royal Commission in 1854, the building of a new Asylum at Kew began in 1864. It was built to replace the Yarra Bend Asylum on the Fairfield side of the Yarra River. Work started in 1864 and was completed in 1872 at a cost of ₤198,334. Operating over a period of 116 years, and often renamed to take account of public sensitivities, the ‘Kew Lunatic Asylum’ was one of the largest asylums built in Australia. ‘Willsmere’ was finally closed in December 1988 and sold by the Government of Victoria in the late 1980s.A rare and historically significant photograph of female staff of the Kew Hospital for the Insane, in front of the central wing. The photograph is one of a pair donated to the Kew Historical Society by Frances Dorothea Van Brummelen (1931-2011) in 1994. Following her graduation as a social worker, Fran Van Brummelen joined the staff of Kew Cottages in 1969, and became senior social worker there in 1971. She remained at the cottages until she retired in 1994. Earlier, In 1987, with psychiatrist Cliff Judge, she founded the Kew Cottages Historical Society becoming its president. In 2002, the pair collaborated on the book Kew Cottages: the World of Dolly Stainer, which was later commended in the Victorian Community History Awards. Following a Royal Commission in 1855, the Gold License was changed to the Miner’s Right, which reduced the fee and required annual payment, rather than monthly or quarterly.The fourth Goldfields Act, passed in early 1858, gave increased privileges to holders of Miner's Rights. These included the right to make residential claims, allowing the cutting of timber on claims and giving the right to build races and dams on any crown lands for mining purposes. This certificate is in the name of Samuel Richardson who brought it to Orbost.This item is of historical significance as it is associated with positive outcomes for gold miners brought about by the Eureka Stockade rebellion and its subsequent democrat changes. It is also associated with the Richardsonfamily who were early settlers in Orbost.A certificate for a miner's right printed on paper. It cost one pound. It was Not Transferable. The 19th of May marks the anniversary of the turning of the first sod of the outfall sewer. In 1888, a Royal Commission into Melbourne’s public health led to an ambitious plan to construct a sewerage system of underground pipes, sewers and drains to carry sewage from homes and factories to a sewage treatment farm. The commission also supported the establishment of the Melbourne Metropolitan Board of Works (MMBW), the authority that would build the sewerage system and manage Melbourne’s water supply. The Victorian School of Forestry (VSF) was established in October 1910 at Creswick. It was located at the former Creswick Hospital, built in 1863 during the gold rush. The creation of VSF was one of the many recommendations of a Royal Commission held between 1897 and 1901 into forest degradation. The first tertiary forestry school in Australia, VSF was administered by the Forests Commission Victoria (FCV) until 1980, when VSF amalgamated with the University of Melbourne to become that institution's School of Ecosystem and Forest Sciences. The portrait was commissioned after Higinbotham's death in 1893. A committee was appointed to investigate the making of a portrait and they appointed Mr L Bernard Hall, instructor and later director of the National Gallery of Victoria. George Higinbotham (1826-1892) had a distinguished career as a newspaper editor and politican before becoming a Judge of the Supreme Court in 1880 and the third Chief Justice in 1886. Higinbotham was a long serving attorney-general in the 1860s colonial administration. Higinbotham was active in the education, land and constitutional debates of his time. He played a prominent role through his chairmanship of the of the Royal Commission into Public Instruction with regard to the introduction of the free and secular primary school education.The portrait of George Higinbotham is of historic significance as the depiction of an important public figure in 19th Century Victoria. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. HMAS Melbourne never fired a shot in anger during her career, having only peripheral, non-combat roles in relation to the Indonesia-Malaysia confrontation and the Vietnam War. She was, however, involved in two major collisions with allied vessels; though Melbourne was found not to be the primary cause of either incident. The first occurred on the evening of 10 February 1964, in which Melbourne rammed and sank the RAN destroyer HMAS Voyager when the latter altered course across her bow. Eighty-two of Voyager's personnel were killed, and two Royal Commissions were held to investigate the incident. The second collision occurred in the early morning of 3 June 1969, when Melbourne also rammed the United States Navy (USN) destroyer USS Frank E. Evans in similar circumstances. Seventy-four American personnel died, and a joint USN–RAN Board of Inquiry was held. These incidents, along with several minor collisions, shipboard accidents, and aircraft losses, led to the reputation that Melbourne was jinxed. HMAS Melbourne was a Majestic-class light aircraft carrier of the Royal Australian Navy (RAN). Operating from 1955 until 1982, she was the third and final conventional aircraft carrier to serve in the RAN. The spraying units were manufactured in Australia by REGA Products. Ltd. in 1926. They established themselves as leaders in the production of agricultural and horticultural spraying machines, including smaller knapsacks. Knapsacks were quickly adapted to a range of applications and were widely used by the C.F.A (Country Fire Authority). They were also widely used for defence during World War II. REGA was later purchased by the Garrard family and still operate as part of Garrads Pty Ltd. This sprayer was one of the units used by the C.F. A. in Wodonga. The Country FIre Authority was established in 1945 following a Royal Commission into the 1939 Black Friday fires which recommended a single firefighting authority for country Victoria, bringing together the Bush Fire Brigades, Country Fire Brigades and Forest Commission. The first fire brigade, the Wodonga Urban Fire Brigade was formed in 1891 and registered in May 1893. Since that time its volunteers have provided ongoing support to the Wodonga and District communities through events such as urban fires, bushfires and other emergency situations. This item is representative of the Wodonga Country Fire Authority and its many volunteers.A knapsack sprayer designed to be used for spraying insects.
