Clothing - Mourning Outfit, skirt, Late 19th to early-20th centuries
This Edwardian-era mourning outfit was worn by a wealthy woman from the rural area of Willaura, southeast of the Grampians. It was inherited by the donor from his mother, who had purchased it from a clearing sale in the 1960s. The jacket has a peplum or flounce below the waistline, a fashion that was seen in the 1860s and is still around in the 1900s. The outfit represents the female mourning fashion and wardrobe from the late 19th to early 20th centuries. Such garments were a necessary inclusion as death often occurred to the young, due to illness, accidents and hard work - it was a regular part of life in rural Victoria. Mourning outfits were part of a person’s wardrobe and often passed from one generation to the next. This particular outfit appears to have been adjusted at some stage to allow for a wider waistline. The original skirt may have been replaced by the one that is now part of this outfit; the skirt is all machine-sewn, unlike the jacket and petticoat. The fabric of the skirt may be silk or it could be a synthetic fibre such as artificial silk or rayon; both were available in the 1800s, but nylon wasn’t invented until the 1930s. This skirt has sunray pleating, which was advertised on skirts for sale in the 1890s, and 1909, and was part of a fashionable bridal gown train in the 1930s. The mourning of death was part of both family and community life, particularly in rural and remote areas. People were bonded through work, religion, disasters, tragedy and social activities, supporting one another. They came together from near and far on such an occasion, giving each other the care that was needed and showing respect for the member who had passed away.This three-piece silk Edwardian mourning outfit is significant historically for its connection with rural Victoria and the social and religious customs surrounding the death of a family or community member. The high-quality outfit is also significant for representing the financial management of the times, being tailored by a dressmaker for a person of means and then adjusted to fit at least one different-sized person. The full-length black silk tailor-made skirt is one of three pieces of a ladies’ Edwardian mourning outfit. The skirt is made from black silky fabric. The garment has only two seams; at the side closure and the centre back. The whole skirt has sunray pleats; narrow pleats at the waist that fan outwards towards the hem. The top of the skirt is finished with a waistband that is shaped as an upward V shape in the centre. The side seam is closed with four self-fabric buttons with silver metal backing. The lining has been reinforced with a heavier-weight hem. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. From around circa 1850 Braybrook was already well established and became a staging point for prospectors on their way to the diggings. Local government for this rural area to the west of Melbourne came when the BRAYBROOK ROAD DISTRICT was proclaimed on 28 May 1860. This authority was superseded on 23 January 1871 with the formation of the SHIRE OF BRAYBROOK. The Shire of Braybrook existed for about 80 years during which time it experienced significant industrial growth. The Shire of Braybrook ceased to exist in 1951 when the CITY OF SUNSHINE was formed.The Coat of Arms informs the observer that the Shire of Braybrook was initially a rural area with its images of a cow, sheep, and hay. The reference to industry however probably does not indicate adequately the large growth in industrial activity that occurred within the Shire. Circular board of Masonite painted by A. H. Walker which is a true depiction of the Coat of Arms for the Shire of Braybrook. Tarilta is a rural locality and former gold-mining town 12 km south of Castlemaine, 4 km north-west of Guildford and 3 km north-east of Vaughan. The last gold mining activity took place around the 1880s. It was originally Kangaroo Flat, being located where the Kangaroo Creek enters the Loddon River. It was surveyed and named in 1864. Gold was discovered at Tarilta in 1853. The Tarilta School was opened in 1860 in a Wesleyan chapel, and closed i n1925. In 1864 a township was surveyed and named Tarilta, the word being derived from an Aboriginal expression thought to mean kangaroo. In 1865 Bailliere’s Victorian gazetteer described Tarilta as being an alluvial and quartz gold-mining town with three quartz-crushing mills, three horse-puddling machines and two hotels. St Patrick's Catholic Church Elaine closed in 2013. Originally known as "Stony Rises" Elaine could once claim the largest Catholic church congregation in the Meredith parish, due to the extensive mining activity in the area. At the time the population of the district supported three hotels and 4 churches and the town was served by a water supply from a reservoir at Lal Lal. Elaine in common with other rural communities has lost many of the services that were once available, but it still retains a well maintained Catholic church and Public Hall as well as a Hotel, Post Office, General Store and Service Station. (http://www.parishofmeredith.org.au/elaine_h.html, accessed 04/03/2014) The St Patrick‘s Church at Elaine was opened on Sunday 28th, November, 1909 and a report appeared in the Advocate on December 4th, 1909. "On Sunday last the Very Rev.Dean Phelan, V.G., blessed a new church at Elaine, in the parish of Meredith. The church, which was built by a local firm, Messrs. Smith Bros, is a weather-board building on brick foundations, and gives a clear seating accommodation of 50 feet by 25 feet, independent of sanctuary, sacristy, and porch. After the ceremony, which commenced at 11 o‘clock, the pastor of the parish, Rev.M.Murphy, celebrated Mass, and the choir from St.Joseph‘s, Meredith, sang in a highly creditable manner portions of Weber‘s Mass, also a hymn to St.Patrick, under whose patronage the church is placed. The financial statement made by Fr.Murphy showed that the entire cost of the building, alter, seats, etc, was $1103.10; that $620 had been subscribed previous to the opening, and over $140 received on Sunday, including $20 from his Grace the Archbishop, and $10 each from the Dean and Fr.Murphy. After Communion the Very Rev.Dean Phelan preached on the necessity of a church as a dwelling place for God in His Eucharist Presence. Taking for his text, “Behold the tabernacle of God with men: He shall dwell with them, and they shall be His people; and He Himself with them shall be their God.” In doing this work, I am pleased to learn that you have not only received material assistance from some who do not kneel at this altar, but that the authorities of the Presbyterian Church have given you their organ for the Mass today. This generous action deserves our special thanks and is in striking contrast with the anti-Catholic prejudice shown in other quarters. It reminds me of the action of Hiram, King of Tyre, when he heard that Solomon was about to build a house to the God of Israel. Not only did he offer cedar-trees from Libanus, but skilled men to carve the wood, and sent his trained sailors to assist in bringing from the mines of Ophir four hundred and twenty talents of gold for internal decoration. According to The Geelong Advertiser on 25 July 1928: One of the largest congregations that has ever been in St.Patrick‘s Church attended on Sunday last, the occasion being the consecration of a memorial window to the memory of James Connell, who died in his 25th year in February last. Deceased was the youngest son of Mr. and Mrs. John Connell, respected residents of Elaine. He was loved and respected by all sections of the community, and was closely connected with all sporting bodies. Friends of the deceased and the family were present from Ararat, Stawell, Ballarat, Melbourne, Geelong and all the surrounding districts, also members of other denominations. A few noticed were Cr.C.C.Austin, Mr.H.Young, Mrs.A.Bowers, Mrs.Gray, Mr.and Mrs.R.Norgate and others. The stained window was made by Brookes Robinson in Melbourne, bearing the image of St.Patrick and the inscription thereon “To the undying memory of James Connell, who died 3.2.28 R.I.P.” The beautiful window was kindly placed in position by Mr.Bill Smith, Meredith. High Mass with full ceremonies was offered by Rev.Fr.F.Conlon,P.P., Meredith, with six alter attendants from St.Josephs School, Meredith. The Meredith choir, with Mrs.R.Grant organist, assisted by Miss K.Johnson (violin) rendered beautiful music, the principal parts of the singing being capably handled by Mrs.Thos Brady, Father Conlon took as his text, “Blessed are the dead who die in the Lord. From henceforth now, said the spirit, that they may rest from their labors, for their works follow them.” With well chosen remarks Fr.Conlon touched feelingly on the many qualities of the late member. First as a good son; secondly as a good citizen and sportsman; thirdly as a good child of the church. Formed in 1885, Victorian Mounted Rifles companies were recruited in rural centres, including Wangaratta. Members of country rifle clubs formed a significant component. They were semi-professional: only a small allowance was paid to members. Mounted Riflemen were required to provide their own mount. Not to be confused with similarly named contingents to the Boer War. Part of the Victorian Colonial Military Forces - the umbrella term for organized Victorian (non-British) pre-colonial military activity. The children in this combined infant class attended Bulla Primary School in 1993. In rural schools it was common practice to combine a number of classes in the one room with the one teacher.The two pre-digital photographs were taken at the same time and feature an infant class in their classroom with their teacher at Bulla Primary School in 1993. The classroom was one of the portable buildings used extensively in government schools from the 1950s to cope with a growing school population. The children in the art class were pupils at Bulla Primary School in the early 1990s. Bulla Primary School was a semi -rural school in the township of Bulla, about 10kms from the Tullamarine Airport. The building is the Glendale Park Primary School situated in Sunshine West and opened in 1976. The multicultural school with 150+ students from thirty different cultural backgrounds runs a very inclusive program. The students from Bulla Primary School visited on the 3rd March 1993 and enjoyed the day learning about the school and participating in a number of activities with the students. Dr Unice (Una) Beatrice Porter, OBE, CBE (1900 - 1996) Una Porter was the youngest daughter of Frederick John Cato and his wife Fanny (née Bethune). She had 3 sisters and 4 brothers. Her father was of course the prominent businessman and co-founder of the Moran & Cato grocery company who was known for his generosity and commitment to the Methodist Church. Given this background it is not surprising that Una inherited a deep and lasting Christian faith that would become the driving force behind her own career and philanthropic activities. Una was educated at Methodist Ladies College and the English boarding school "Farringtons" however her formal education ended at the age of 14 due to ill health. By the outbreak of the First World War her sisters were married and her brothers enlisted. Una became very close to her father and assisted him in establishing hospitals and missions in Arnhem Land, Fiji and India. Una returned to formal study and matriculated at the age of 30. A niece with diabetes was the catalyst which led Una to study medicine. She enrolled at the University of Melbourne in 1933 and subsequently specialised in psychiatry with training at Prince Henry's Hospital, the Royal Park Mental Hospital and the Children's Hospital. In 1946 she took a post at the Ballarat Mental Hospital. Here she was the first female member of staff, overseeing 512 female patients. She later worked in private practice and was instrumental in the establishment of a psychiatric clinic at the Queen Victoria Hospital. Throughout her life, Una maintained a strong link with the Young Women's Christian Association (YWCA) and in 1963 was elected as the World President of this organisation and in 1964 she was elected Woman of the Year. Una's philanthropic work was extensive. In addition to administering the F.J. Cato Charitable and Benevolent Trust and later the James and Una Porter Trust Fund, she made substantial personal donations to hospitals, universities and community organisations including the University of Melbourne, Monash University, Epworth Hospital, Methodist Ladies College, Cato College, Queen Victoria Hospital and the YWCA. It is estimated that she gave over $1 million to various hospitals and institutions. Some of her projects included establishing a scholarship for rural female students to attend university, a Chair in Psychiatry, and extensive research into early childhood development. Una B. Porter was appointed O.B.E. (1961) and C.B.E. (1968) in recognition of her services to the community. At the age of 46 Una married James Roland Porter, an ex-RAAF squadron leader and a lifelong friend. Until this time, Dr Porter had lived at the Cato family home, ‘Kawarau’ at 192-198 Tooronga Road, Hawthorn (later Stephanie’s restaurant). In spite of having qualified as a doctor and with all her philanthropic activities, at age 43 the electoral rolls give her status as ‘home duties’! Dr Porter’s connection with Surrey Hills came after her marriage. In 1948 she and her husband bought 8 Kent Road. ‘Strathmore’ Victoria Crescent (dem.) Joseph Sutton Crow and his wife Jessie (nee Temby) bought this property which had belonged to the Purbrick family in 1924. Sutton was an amateur ‘planner and landscape designer’ and had much pleasure in planning the use of their garden of 100 feet by 400 feet. While part remained rural with sheep, an orchard and vegetable garden, he laid out sweeping designs for the front garden which Jessie enjoyed converting into a garden worthy of display and which did gain prizes in the Herald Garden competitions of the 1930s. They entertained friends and often had as guests University Conservatorium staff and visiting musical personnel. They also opened the garden for local church fund-raising functions. People across the country engaged in similar activities ..."The outbreak of World War I in August 1914 had an immediate impact on communities across Australia, and it was no different in Melton. Young men began enlisting immediately, and Australia’s initial offer of 20,000 troops was soon exceeded by Victorian enlistments alone. Over the four years of the war, approximately 114,000 Victorians enlisted and around 91,000 servicemen and women were sent overseas. They came not just from Melbourne, but from all over the state; from farms, small towns and suburban areas. They included locals, newly arrived migrants and Indigenous people. The Australian home front was a hive of activity throughout the war, and the Melton community played its part. Following the announcement that Australia was joining the war with Great Britain and its allies on 5 August 1914, the Melton community lost no time in launching into action. A meeting ‘to assist the Red Cross fund’ was held in the Melton Mechanics’ Institute hall on 18 August – just days after the outbreak of the war. Collectors were appointed for each corner of the shire and individual donations were made. A Melton branch of the Australian Red Cross Society was formed in June 1915 and focused its energies on raising funds to purchase material that was used to make clothes for sick and wounded soldiers. A depot was established in Melton to collect clothing and other ‘comfort’ items for the soldiers – including reading material, tobacco, linen, canned foods and soap – and to coordinate the branch’s work and activities. Local cab driver Percival Stubbs volunteered to transport all the packages to the Melton railway station, until he enlisted and departed for the front in 1916. Such were the numbers of people getting involved that branches were also established in Toolern Vale and Rockbank. Regular community events were held to farewell soldiers who were leaving on active service and to welcome those who returned home. Gunner Robert (Bob) Wynne, whose uncle’s family ran the general store in Toolern Vale, was presented with a pair of field glasses (binoculars), a gold watch, inscribed locket and autographed letter by the Toolern Vale community before he set sail for the front in 1916. His mother noted that he ‘sailed away in good spirits with a smile till out of sight’. From June 1915 to June 1919, the Melton Red Cross branch donated 2,156 pairs of socks, 1,357 shirts, 425 kit bags, 251 pillowslips, 224 towels and 121 pairs of pajamas. Countless fundraising events were held, including jumble fairs, concerts and gift evenings. Local schools also encouraged students to contribute through fund-raising and making and collecting comforts for the soldiers. People across the country engaged in similar activities, but Victoria’s rural communities found unique ways of contributing. In Melton, people were encouraged to send rabbits and hares ‘in good condition’ to an exporter in Spencer Street, for export to Belgium ‘for the relief of those suffering". The Country Women’s Association of Victoria was formed 12 March 1928 and today has over 5,600 members. Its original aim was to improve conditions by community service, more especially as they affect the welfare of women and children. The Wodonga CWA branch was formed in 1934 and has been an active group in the community until the present day. The CWA provided gathering opportunities for rural women and quickly became renowned for their street stalls, catering at Agricultural Shows and social events including debutante balls, handicraft classes and cooking demonstrations. Today they have become even more than that, participating in and organising a wide range of activities and initiatives in the community, always with the focus of service to others. The CWA is of significance on a local, state and national level as a critical service group. They conduct a range of social, educational and services throughout Australia with an initial focus on the support of rural women and children. In 1994 the Rural City of Wodonga celebrated 21 years of city status. The council of that time commissioned Howard Jones to produce an historical record of the city’s first 25 years. This was to cover not only the municipal affairs from 1973 to 1998, but a range of activities across this vibrant, growing community. As a journalist in Wodonga, Howard Jones had closely observed history in the making, including the local government reforms that created a larger city by 1994. Wodonga is now a splendid city with a diverse industrial, commercial and military base, and excellent educational, health and recreational facilities. Thousands of elderly people at this centre have contributed much. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p161 Thousands of elderly people, who have contributed much to Nillumbik and beyond, have made their home in the treed Eltham Retirement Centre. The centre, which opened in 1956, has housed the disadvantaged in particular, through good times and hard, including floods, fire and even burglaries. As part of the Melbourne Citymission, a non-denominational Christian organisation that cares for people living with disadvantage, the centre was built to celebrate 100 years of the Melbourne Citymission’s work since 1854.1 Standing on a former poultry farm called Willandra (Still Waters), the centre includes independent units, hostel, nursing home accommodation and a Day Therapy Centre, which is available for non-residents as well.2 Despite being metres from the busy Main Road and railway station, the centre provides a quiet oasis on 6.8 hectares bordered by the Diamond Creek to the west, and the railway line to the east. The centre was originally named Judge Book Memorial Village after Judge Clifford Book, Deacon of the Collins Street Baptist Church. Book was also President of the Baptist Union of Victoria and Grand Master of the Masonic Lodge. He was so respected that, at his death, several Pentridge prisoners asked to attend his funeral. In 1993 the centre’s name was changed to clarify that it was part of the Melbourne Citymission. However Judge Book’s name continues in the Judge Book Memorial Garden, opened in 2006. The Diamond Creek has flooded the centre several times, however rarely causing serious damage. Volunteer Alan Field recalls a flood in 1974 when the resident manager Reverend Norman Pearce and his wife, were rescued by boat from their home with their budgerigar. On February 3, 2005, when the creek almost flooded Metzner Hall, 35 ambulances evacuated residents to nearby nursing homes, hostels and local homes. Residents were also evacuated during the 1965 bush fire, but fortunately a change of wind direction saved the centre. Residents have also endured several burglaries. Despite much rebuilding and modernisation over the years, traces of the original farmhouse remain in the administration areas. In 1991 the Willandra Hostel was built and in 2001 the Eltham Lodge Nursing Home with each room having a garden view. Several buildings are named after people who have given special service to the centre including the Norman Pearce Day Hospital after general manager and pastor Rev Pearce. Metzner Hall was named after the Metzner family who had been active in the auxiliary since it began and had donated generously to the Recreation Hall fund.3 A bridge was named after Sister Lila Murray who had worked at the village for 42 years in various capacities including as relieving manager. Field remembers Sister Murray as ‘the Mother Teresa and soul of what the village aspired to, with love and care’. Since 1957 the Eltham Auxiliary, later called the Residents’ Association, has worked to improve the residents’ quality of life by volunteering and raising funds. An outstanding volunteer, Field, who was drawn to the centre in 1971 with his wife Chris, has held positions on the early Eltham boards, auxiliaries and Residents’ Association. Much of his work has been supporting people with no family and those of limited means. He says he and his wife look at their work as having shared ‘our lives with amazing people’. The wealth of experience and wisdom in the Retirement Village has benefited many people, including local school children. Residents have acted as proxy grand-parents at local schools, by assisting small learning groups or telling their life stories. Conversely, students from local schools have visited to perform, or to assist in programs like craft activities. Resident Val Bell, whose mother Rose Bullock lived at the centre before her, sums up the centre’s most important attribute for her: ‘The Christian care. They could not be more caring’.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
