The Guiding Light Appeal was first launch in 1968 to raise money for building programs that the Association desperately required. Although the appeal target was reached, in 1974 it became clear that further funds were required to complete the work, and a second Guiding LIght Appeal was launched in May 1974. The Museum was first considered in 1963 when it was felt that Victorian narrow gauge railway history was quickly being destroyed by progress. Originally it was planned to only cater for two locomotives and some rolling stock associated with the Moe and Walhalla Railway. Construction of the site commenced on Labour Day Weekend in March 1964, the area was then fenced. The first exhibit arrived soon after and companies with locomotives and other railway features offered items to the Museum. When interesting exhibits from the "Steam Era " were known to be coming available,discussions were held with the owners in an attempt to obtain the item for preservation. In 1965 an Umbrella style shed was built and by May, the first locomotive ex Erica State Saw Mill (CLIMAX) had arrived. The Premier, Sir Henry Bolte, the Victorian governors wife and daughter, and a retired ambassador to Germany visited the Summerland Peninsula, including the Nobbies and Penguin Parade during the 1960s.The article clearly shows that the government of the day felt the Penguin Parade was of great importance to the Victorian economy. Two photos from the 1970 Annual Demonstration. One is the Governor of Victoria - Sir Rohan Delacombe shaking hands with Ivan Layton (executive officer of Melbourne Legacy) with President Simonson watching. The other is of two Junior Legacy performers in costumes presenting flowers to Lady Delacombe. One of the girls is Carmen Ellul, the other's name is not known. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and Eurythmics. The Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to the 1980's, usually held at Melbourne Town Hall or Olympic Pool Stadium. She received a B.E.M. for services to education in 1971. Mary Isabelle Gilbert was born in 1905 in Orbost, Australia. She was born to John Gilbert and Annie Cameron Gilbert, and had seven sisters and one brother.
