When the Commonwealth Post and Telegraph Act was passed in June 1902, and a national Postmaster General's Department (the PMG) was established the responsibility the nation's mail and telephone services fell on local Post Offices. The Bendigo Post Office was designed by Public Works architect George W Watson and constructed between 1883 and 1887. The two story brick structure with basement has unpainted rendered facades and a 43m high clock tower complete with 6 bell carillon. The facades are elaborately decorated with Corinthian pilasters, balustrading, lions' heads and the state mansard roof with cast iron ridging and finials. (VHR #4739). Situated on Pall Mall it has always been called the Bendigo Post Office even though it was not until 1891 that the name Bendigo was given to the town. The Bendigo Post Office housed much more than just postal services and the building contained many early government departments and services needed for a growing district. The building celebrated its centenary on the 30th September 1987 to much fan fare with Ted Rankins, the then Postal Manager planning many of the week long events including tours of the post office, a grand parade with cake and staff in period costume, a ball at the Shamrock and a barbeque in Rosalind Park. The Post Office ceased providing postal services in 1997 after the privitisation Australia Post and Telstra but continues to play a central role for the community, providing important services to visitors and locals alike. Currently it is occupied by Bendigo Tourism and includes two exhibition spaces including the Living Arts Space and Djaa Djuwima a dedicated and permanent First Nations Gallery. Activities at the Post Office are supported by City of Greater Bendigo staff and a dedicated group of volunteers. 20th Eltham Community Festival and last under the auspices of the Shire of Eltham. The Grand Parade focussing on the theme "Echoes of Eltham - Celebrating the visions of Eltrham from the past and into the future" was headed by Jock Read on his horse Lofty who had been filmed in an Anzac Day Parade on an earlier horse which had featured in the television show Matlock. The parade travelled north along Main Street to just past the Post Office then back south to Panther Place. Following the parade is video footage from a helicopter of Alistair Knox Park, displays along Main Road and activities in Alistair Knox Park and the Rugby oval along with stationary engines, helicopter joyrides, Eltham People's Choir, music entertainment. Scenes also from the Diamond Valley Railway at Eltham Lower Park and finishing with the fireworks display. At the end of the video is a promotional video for Dynavision Video Production, a local video production company that produced the video and Diamond Photos (Kodak Express). One of the highlights of the festival was a tree planting ceremony in Alistair Knox Park to celebrate 123 years of the Shire of Eltham led by Shire President Cr. The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. The 1981 Eltham Community Festival was held from 16th to 18th October, with the festival parade being held on Saturday 17th. In recent years the Society had participated in the parade and a display for the festival, winning prizes for the Society’s float in 1979, 1980 and again in 1981 with a prize for the best effort by a local group, donated by Bob Clarke's Menswear. Peter Quirke provided the use of his truck as a float. Peter had formerly operated his fruiterer's business at Research and Diamond Creek and in 1981 opened a shop in the Eltham Village Arcade. Joh Ebeli, with assistance from other members decorated the float. Members of the Victorian Folk Music Club accompanied the Society on the float and their music helped create the appropriate mood. A new feature of the Society’s 1981 parade entry was the inclusion of horse drawn vehicles owned and driven by the Hennel family of Hurstbridge, which added to a highly successful day. The Eighth Eltham Community Festival was held 16-17 October 1982. Although the Society’s parade entry did not win a prize this year, it was considered highly successful from a participation point of view. Despite some uncertainty as to just who was coming, members and friends kept appearing at the assembly area. As in the past years, members from the Victorian Folk Music Club brought their instruments along and really added to the occasion. This year concentrated on a rural theme with a tractor/trailer combination. Peter Bassett-Smith supplied the tractor for towing the float designed and assembled by Joh Ebeli on Dennis McKay’s trailer. The closing stages of the parade were marred by heavy rain. The cold driving rain provided a special problem for Peter Bassett-Smith in driving his tractor home to Kangaroo Ground as he had to choose between standing up to warm his hands on the exhaust and having his tractor seat flooded. The Society again arranged a float for the festival parade. Members dressed appropriately to the theme "Pioneers of Eltham". The parade commenced at 12 noon, participants assembling at 11.30am in Cecil Street. As in past parades, several members of the Victorian Folk Music Club accompanied the Society. The Society also arranged a display at the Eltham Community Centre in association with the activities there over the Festival weekend. he Band was raised in 1969 and wears the Fletcher of Dunans tartan in honour of the Police Commissioner at that time, Mr Phil Fletcher. It celebrated its 40th anniversary in 2009 with a Grand Gaelic Ball attended by more than 300 people. Membership of the Band is voluntary and currently includes three serving police officers (including Drum Major Constable Dean Walker) and one Special Constable.
