Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Mr. George Thomas' connection with Collingwood Technical School began as a junior technical student at Collingwood in 1913. He then became an apprentice in the electrical trades during which time he also undertook a Diploma course in Electrical Engineering. Mr Thomas was appointed as a teacher (part-time) of Electrical Wiring at Collingwood in 1922 having had previous experience teaching in Geelong at the Gordon Institute of Technology. In 1930 Mr Thomas became a full-time teacher in Electrical Trades, the year of the commencement of the Apprenticeship Commission in Victoria. In 1937 he was instrumental in introducing electroplating as a trade whereas it had previously only been taught as a section of the Electrical Trades. This was a period of severe economic constraints following the Great Depression and spending on education was limited. Needing the latest knowledge of industrial practices, Mr Thomas canvassed electroplating industries around Melbourne seeking employment opportunities and met with favourable responses. He approached Quinton’s electroplating firm in North Melbourne with the proposal to work for them on Saturday mornings without payment. In return for his labour, he asked to be taught the basics of the trade. During the week he was able to impart his knowledge to his students. Initially, he wanted to develop electroplating as an outlet for the Youth Employment Training Scheme. Once the class was firmly established, he submitted a proposal to the Education Department to establish an Electroplating Department, and this became the first of its kind in the southern hemisphere. He gave up teaching in 1939 to become the Northcote City Electrical Engineer where he served for 26 years. During this time he was also a Consulting Electrical Engineer to Box Hill and Port Melbourne Councils. His association with Collingwood Technical School (and later, College) continued, first as an examiner on the State Electricity Commission (SEC) panel and from 1947 as a member of the School Council. He was president of the Council in 1961 and 1962. He also represented the College on the Northern Regional Council and participated in the selection of Electrical Trades teachers. For four years, 1967-1971, he represented the metropolitan Technical Schools and Colleges on the Council of the Monash University, in which capacity he gave outstanding service to technical education. George H. Thomas attended his first Council meeting on June 12, 1947 and remained on the Council until the secondary and post-secondary sections were separated in 1981 – a period in excess of 34 years. A photo of a class of young legatees in 1951, in a garage, called the East Brighton Group. There are 29 boys, of various ages, in gymnastic gear with the Legacy logo on the chest and 4 men who could be the instructor and a Legacy member. Legacy clubs ran classes for junior legatees for many years, such as gymnastics and swimming classes. It was part of providing for the children of their deceased comrades. The skills they learned were show cased in an annual demonstration usually at the Melbourne Town Hall. It appears to be photo taken professionally, as there are several photos of different classes (see 00862 - 00867) perhaps to record Legacy classes for promotion purposes. The notes on the back mentioned there are 6 other groups of boys (perhaps those in Kew, Fitzroy, Footscray, Malvern and Auburn in the other photos mentioned). The names are: From the left, rear: L/. The monument commemorates those from Avoca who have served in the various conflicts in which Australia has been involved. It was dedicated on18 November 1921. The memorial was later rededicated in 1988 to also remember those who served in the Second World War. During the First World War, 137 men from the Avoca area volunteered for the armed services and of this number 29 were killed. A plaque, unveiled in 1984, commemorates Sergeant Lewis McGee V.C who enlisted from Avoca in World War One. Colour photograph of the Avoca World War One.
