This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. J. J. Leahy set up his retail electrical business in 1946 selling fridges, stoves and washers after commencing work wiring peoples’ homes in the late 1940’s. He developed the business into a large retail store and electrical contracting business which operated locally and Australia wide... He also ran Beattie and Phillips Funeral directors. The electrical business had several locations along Koroit Street before finally establishing on the south east corner of Fairy and Koroit Street. Jim died in November 26th 2008. The store is still run by his nephew Robert Askew. Jimmy Leahy was involved in the City council for a number of years and served as town mayor. The minutes contained in this book especially the information written in the Managing directors reports, provides an overview not just of a business but of business practice and the changes which occurred in life over the 40 year period. It contains events such as the introduction of television, refrigerated dairies and dates for tenders for major building programs such as WIAE, East Warrnambool School, Town Hall. Warrnambool Cordials was one of a number of cordial and aerated Waters Manufacturers who operated in Warrnambool from about 1859 until the 1980’s. Warrnambool Cordials was commenced in the early 1920’s by two brothers, Joseph and James Lescai. James operated a fruit shop in Fairy Street and Joseph as an industrial chemist made his own cordials which became very popular. Soon a company was formed with four local businessmen, J S Tait, Chas McMeekin, G Cinquegrana and John Gleeson who took over the company around the 1930’s. Warrnambool Cordials was then purchased by the Flett brothers around 1942. It was then sold in the 1960’s to Thomas McKenzie who traded as McKenzie Cordials. Warrnambool Cordials were one of a number of cordial manufacturers who operated in Warrnambool from the late 19th century until late 20th century. Two clear glass cylindrical bottles with 12 lines and indentations within formation of glass. It is topped with plastic spout which has two metal rims at bottom . The Warrnambool Amateur Turf Club was first formed in September 1859, but didn't become a properly constituted club until April 1873, when a meeting was held at the Commercial Hotel, now the Whaler's Inn, and a committee was elected.Part of the present racecourse of 100 acres was set aside as a racing and recreation reserve in August 1855. It is one of the finest racecourses in Australia, ringed by the gentle slopes of a huge basin.The first race meeting was held on the course in August 1858. The Warrnambool Racing Club has managed racing at Warrnambool since it was formed on 5 April 1873.Apart from a number of smaller meetings held throughout the year, the feature of racing in the district is the Grand Annual Steeplechase. The first steeplechase over the now famous cross-country course was run on 13th June 1872 then known as the Grand Annual Steeplechase. The paddocks now know as Brierly and Granters were first used on that date. The course, over four miles, was made up of different kinds of jumps including a stone wall, a log fence, a ditch and parapet, a paling fence and numerous post and rails. The name Grand Annual was first used for this steeplechase in May 1895. It is the longest horse race in Australia, and the thirty three fences of the course, the most of any steeplechase in the world is raced over 5,500 metres. The three day May racing carnival is the major racing event on the horseracing and social calendar. Many of these race booklets relate to those May meetings. The Warrnambool Racecourse has been the home of district racing clubs such as Woodford, Purnim and Koroit over the latter part of the 20th century. The Woodford Racing club holds their annual meeting after Christmas each year. The Winslow races were held from approximately mid-19th century to around 1946. It began as a small picnic race club in Tobin’s paddock to a splendid race course on the property, “Green Hills” owned by Mr. John O’Keefe about one mile north of the Winslow township.. The annual meetings held on New Year’s Day drew crowds of seven to eight thousand people. All of these books contains family names which in some cases are still strongly linked to horse racing in the district.These booklets are a tangible link to a great sporting and social event in the Western District. A collection of programmes for race meetings. They relate to Warrnambool, Woodford, Purnim, Winslow and Victoria Racing Club meetings in the period 1922 to 1931. Four Posts Inn. Glenorchy built about 1841 by John Gleeson on the Wimmera River at Glenorchy. Building no longer exists as burnt down in 1944. Located on the site now known as Glenorchy (Victoria). Glenorchy is approximately 20Km from the former Ashen's pastoral run occupied by Dugald McPherson. The Four post Inn was a "Staging Camp" for the police escort route during the transportation of gold by road from Mount Alexander gold fields (Bendigo) to Adelaide South Australia in 1852-53. The police escort is known to have called in at Ashens homestead to visit Dugald McPherson. The Four Post Inn was the scene on the occasion of and encounter between the police escort and bushrangers. At a later date The Four Post Inn was a staging camp for the horse drawn coach service between Stawell and Horsham.Small weatherboard building with no verandah and tree blocking the view. One girl (wearing the stovepipe hat?) has the same surname as the donor, presumably the donor's daughter. The information regarding the identities of the other children is therefore trustworthy.The photograph shows how Empire Day was celebrated and by implication how it was understood. "Two hundred men of the Holy Name Society made a striking spectacle on March 26 when they marched through the streets of Daylesford to the Town Hall for a Communion breakfast, after Mass at St. Peter's Church, which concluded a tridium for the men of the parish, conducted by Rev. Father Whelan, P.P. There were many "New Australians" present. Among the visitors present were Mr. C. Condon, Mr. F. Frawley and Mr. Hooper, of the Melbourne Diocesan Union executive of the IIolv Name Society, and also eight members of the North Melbourne branch, beaded by their president, Mr. V. Sheahan. The president of the Daylesford branch (Mr. J. A. Gleeson) proposed the toast of "The Hierarchy and Clergy," to which Father Whelan and Father Moynihan, P.P.. responded. Mr. H. Poulson, vice-president, proposed the toast of "The Holy Name Society," and appealed for in increase in membership. Mr. C. Condon responded. The toast of "The Visitors" was proposed by Mr. H. Lilburne, who referred to the unavoidable absence of Father Day, spiritual director of the society. Mr. V. Sheahan and Mr. Hooper responded." Ballarat Teachers' College was opened on may 4th, 1926, at S.S. 33, Dana Street, with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., m.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (Lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued till 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College.\During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own Graduation hymn, the words of which were written by Miss C.M. Canty of the staff. Mr Ellwood, former Principal,delivered the occasional address and presented the Ellwood Prize to the outstading student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointments and cacilities of the new buildign. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period.
