The Eltham Roads Board was established in 1856. This is a unique significant record of early settlers in the Shire of Eltham. One of 6 early rate books. This is among the oldest items in the EDHS collection. An article in the Eltham and Whittlesea Shires Advertiser Friday 21 Nov 1941 Page 5 titled: District's Early History states: "The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was (pounds)153/14/8. The last such summary appears in the Ballarat School of Mines Calendar 1901-2 (p58), which contains the data for the year 1900. No references have been found re names and job duties/positions of data collectors. The data was recorded by J. Matsen and A. Eight page theatre program of 'This Will Be the Place' Melbourne Legacy Display held at the Garrick Theatre Friday 9th November 1934, 28th - 29th November 1934. The revue was conceived, written and composed by Legacy Club. It related five chapters in Victoria's history from the first 100 years following the career of a family of pioneers from 1835 through various generations. Includes the story of the play, a genealogical tree of the White family, summaries of the program including music, skits and tableau. Proceeds for welfare work among the sons and daughters of deceased soldiers. The performance on the 9th November was performed for delegates that had come to Melbourne for the annual National Conference as well as the public. A second copy was found with autograph signatures on the back cover. The programme shows a mix of the group's financial report, Chairman's report just like an AGM, with the running order and menu of the dinner. This is a report on the 1929 Annual Demonstration from Aaron Beattie to the Junior Legacy Club. It includes a summary of income and expenditure, and a few recommendations for the future demonstrations. The letter is in reply to a request from the Junior Legacy Club for Aaron Beattie to provide more detail in his accounts for services provided. The original letter can be found under record item 00200.A record that Aaron Beattie was key in the production of the annual demonstrations. A document that was part of a folder about the running of the President's Fund that was created in 1932 "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The document summarises the history of a fund that allowed President's to make discretionary payments to worthy causes without need to have it approved. It was written by Legatee Kemsley, a long standing legatee. The second page of the letter was located and added later which shows he wrote it in 1985 (02728). The fund was credited to the late Legatee Walter Berry of the domestic and building supplies firm, Henry Berry and Co. from his late father's estate. This one page document seems incomplete as it doesn't fully explain the fund's creation. From other documents it is shown the Howard and Georgina Berry Trust made annual donations of up to £1,000 to Legacy for use in the Fund. See also item 01527 for another summary of the fund's history. Annual reports produced by the SIBI, informing their subscribers and the general public of the good work undertaken by the Institute and the ongoing need for funding. Information provided included income, expenditure, fund raising, staff, services, etc. Below is a summary of other information contained in the reports. 1902 - Trades at which the blind are employed, extracts from visitors books, balance sheets, supplementary catalogue of books in library, subscription and donation lists by town, constitution of the institution and rules, sick fund rules and balance sheet. Also noted were the impending installment of a printing press for books, the development of blind distributors of tea beverages and that instead of a blind boys home, boys would instead be sent to board with suitable families. 1933 - A list of braille transcribers and the amount of braille produced, a brief report on the Floral Festival organised by the Women's Auxiliary Committee and the donation of a shop in George Street for 12 months for the selling of articles made by the Blind was provided by a SIBI committee member. 1934 - A brief report on the hostels at William Street and Woollahra, a detailed listing of all functions which raised money through the auspics of the auxiliaries, and a visit by Superintendent Hedge and Librarian Mr Thompson to the Croydon Ladies Social Club. 1938 - A radio show called the 'Glow Worm Session' on 2GB with home teacher Roy Kippax, the 150th anniversary of Sydney celebration and a 16 millimetre film that was made to publicise the Institute's work. 1939 - A record amount raised through the sale of goods made by Blind Workers, the refurbishment of "The Haven' at Woollahra and transfer of residents from William Street, and free admission by the Trocadero and Metro-Goldwyn-Mayer to swing concerts and 'Broadway Serenade'. 1940 - Incorporation of the Institute's Women's Magazine into Boomerang Magazine, the enlistment of two Board members Cohen and Meeks for active service, and a brief report from each of the branch auxiliaries. 1941 - The difficulty of obtaining stereotype Braille items from London and the passing of the editoress of the Women's Magazine Miss L.E. Hudson who had just completed the final edition. 1942 - Employment of 60 blind men and women in war related industries, the purchase of an air raid shelter and the small size of the report due to the shortage of paper. 1943 - Closure of the Basket department due to government regulations on cane stock, the provision of a lunch hour news service provided by visitors and individual reports from each of the Ladies Auxiliaries. 1944 - Presentation of a revolving chair to Honorary Librarian Mr H.W. Thompson for 35 years of service, the filling in of air raid trenches due to the improvement of the wartime situation and that SIBI had been supplying the Royal Australian Navy with mats, brushware and other products. 1945 - Continued placement of blind workers in outside industries, the compilation of a register of blind citizens and the election of the Hon. Justice Maxwell as President. 1946 - The successful application for Royal assent and the subsequent name change of the insitution, the intervention of Hon. Member C.R. Evatt Minister for Housing regarding the building of a new hostel for blind women and the establishment of an Honour Roll with a description of inductees Mrs K.L. Barry, Mrs J. Ayre, Mrs E. A document written in 1973 with a summary of the first few years of Legacy. It relates the story of Legatee Stan Savige being inspired by Major General Sir Gellibrand to start a club in Melbourne with the broad objective to help the further the interests of ex-servicemen (by business reciprocity). Stan Savige had 'within a few weeks had gathered a small band of ex-servicemen, mostly from his old Brigade, and on 25th September 1923 a Club of about 50 members was established in Melbourne. It was given the name of 'Legacy' and its members in due course came to be known as 'Legatees'. ' Two years later the focus changed to the families of departed comrades. In September 1925 'a quiet and experienced Legatee pointed to the Families, now two years older, of their comrades who had not come home, the name and destiny of Legacy, hitherto not fully grasped and with its inner significance of Challenge, Trust and Responsibility, flashed for the first time into full and clear focus and Legacy had, in that realisation, found both its goal and its Soul.' The document is not signed but a file reference on the bottom is 'JHBA:WF 16.1.73" and the note from the Public Relations Committee indicates the author as being Legatee JHB Amstrong (Brian). The note from the Public Relations Committee mentions 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. A document written in 1973 with a summary of the first fifty years of Legacy. The note from the Public Relations Committee mentions this document 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. (In the beginning is at 01505). L/ Armstrong mentions the committees and the order they were created in. 1) Comradeship Committee: 'this is the driving force of Legacy. The spirit of Legacy is Service and the body of Legacy is Comradeship, - the comradeship of men who suffered privations and pain, faced death and disaster together, was the inspiration and source of Legacy'. 2) Policy and Programme: Legacy began as a Luncheon club and has remained so ever since. 3) Unemployment. 4) Public Affairs 5) Deceased Soldiers' Children's Welfare: It directed and controlled all the Club's work with and for the Children. The precursor of JLC. 6) Problem cases 7) Advisory 8) Girls Classes: with the success of the boys classes there was a demand for something for the girls. He mentions the fight to build the Shrine. Also the rooms in Market street were rented in 1932 after years of meeting at houses and in restaurants. In 1937 they hired Jack Barnes as Secretary and Employment officer (he had to resign as a legatee to be in a paid role). December 1949 Ivan Layton was appointed as Executive Director. A photo of junior legatee girls with Miss Enez Domec-Carre, who was the teacher of the girls classes at Legacy. The document outlines her career and achievements. She was a former Miss Victoria and was known for her physical education skills and for introducing grace and culture to Melbourne. In 1932 she joined Melbourne Legacy as assistant to Mrs Gilles (wife of a Legatee) later became the chief instructor of girls' physical education until she retired aged 65. In the post World War II baby boom the Legacy evening classes were attended by about 400 girls. She helped organise Legacy Widows and Legatee wives to sew the costumes for performances. Among her proudest moments was a display by 1000 Junior Legatees at the MCG during the 1954 visit of Queen Elizabeth II. As well her work for Legacy she ran physical education, ballroom dancing and debutante preparation classes in Windsor, Elsternwick, Gardenvale and Geelong. She also held a position on the Board of Studies and as director of physical education in Catholic Schools. Recognition of her work included being awarded an MBE in 1971. And in 1997 she received Legacy's highest award, the title of Guest of Honour, for her years of service. See also item at 01300 and her 80th birthday at 01541.
