Ballarat Tramway Museum
Newspaper, The Courier Ballarat, "Time Running Out for the Trams", 16/09/1970 12:00:00 AM
Newspaper clipping from The Courier, front page, Wednesday Sept. 16, 1970, reporting on the final move made last night in Parliament to abolish the trams in Ballarat and Bendigo. The SEC's notice to abolish the trams was tabled in the Legislative Assembly for the second time in two years. Unless the SEC's notice was opposed in either during the next 24 sitting days, the trams will go. As Government has numbers in both houses, the trams will go, while two years ago, the Country and Labor Parties combined in the upper house to oppose this. Quotes Minister for Fuel and Power, Mr. Balfour about fares, would subsidise private bus operators to give concession fares as is done on the trams, separation or retrenchment payments for tramway employees, and mentions suggestion that trams should be retained as a tourist attraction. Has a continuation of item on page 5. No reference item number as at 29/5/1970.trams, tramways, closure, bus replacement, country party, concession fares, mr. balfour -

Newspaper, Bendigo Advertiser, "Somebody tries to "pinch" a Birney", 24/10/1972
Newspaper report on the issue of the disposal of former SEC Bendigo trams following the closure of the system. The Adelaide-based tramway museum (AETM) was allocated Birney No. 29 by the SEC and agreed to by the Minister for Fuel and Power Mr Balfour. When they tried to collect it, the loading was stopped, with the agreement of the City of Bendigo, quoting Mayor Cr J P Pearce. The newspaper gives the background to the issue of the retention by Bendigo of the former SEC fleet. Following this action, no other tramcars that had been allocated at the time left Bendigo. In 1975, the Government paid the Bendigo Trust to reconstruct a Birney that had been scrapped before the closure of the Bendigo system which was given to the AETM. See the AETM website for further details - tram 303. Story by Barry Cail. See item 8779 for the Herald Sun report of the same date. On the bottom left-hand corner of page 2, (see second image) is an item titled "Question on Tourist Trams", outlining several questions that Mr Floyd (Labour, Williamstown) will ask the Minister of Transport Mr Wilcox about the operation of Tourist trams, safety and insurance, and whether tourist trams will run in Ballarat.Yields information about the Bendigo system following closure and the retention of tramcars.Newspaper - page 1 of The Bendigo Advertiser 24/10/1972 - newsprintbendigo, tramcars, aetm, birney tramcars, tram 29, tram 303, adelaide, tramcar disposals, ballarat, tourist trams, safety -

Carronbank (demolished) in Marshall Avenue, Kew was once the home of the Rev Graham Henty Balfour. It had extensive grounds, including a tennis court at the rear of the property. It remained a private residence until c.1960. The Department of Education purchased Carronbank as a school for partially sighted children, opening in February 1961 as State School No 4483. During the period 1961 to c.1980, the building housed a number of services. From 1969 to 1974, it was the site of Carronbank State School, later renamed Carronbank School for Deaf-Blind Children. In 1973, the Department established the Visiting Teacher Service for the Visually Impaired at the site. Its aim was to support teachers working in Victorian Government, Catholic and Independent Schools. From 1983 the school operated as Statewide Resource Centre for Visiting Teachers of the Vision Impaired. In 1988, the amalgamation of Princess Elizabeth Junior School for Deaf Children, the Monnington Centre and Carronbank School for Deaf Blind Students allowed the Victorian Government to sell each of the sites. Monnington [Adeney Avenue, Kew] reverted to private ownership, while Glendonald and Carronbank in Marshall Avenue were demolished and subdivided. The donor, Mr Murray Osler, was Principal of the Monnington Special Education Centre in Adeney Avenue (Kew) from 1976. This photo, and an accompanying drawing of 'Monnington' are important primary resources for the delivery of education to and for deaf-blind children in Victoria. The photograph, framed under perspex, shows the tennis court of Carronbank which had been converted into a play area for the students of the school. The flat roofed building may have been a toilet block, added for the school. The garage brick wall belongs to No 11. Grass is growing on the original asphalt court and there is equipment and tunnels for play. When sold the property was divided into three separate building blocks.carronbank -- marshall avenue -- kew (vic.), schools -- kew (vic.), carronbank -

Photograph, Eltham District Horse and Pony Club, First Trail Ride, December 1953, Dec 1953
The Pony Club was a dream of Diana Bassett-Smith, which came true, based on the British Horse Society Pony Club formed in 1929; a worldwide organisation. A meeting was called at ‘Lavender Park’, the home of Mrs Mary Grant and her brother George ‘Mel’ Balfour. Invited to the meeting were Baye Skues, Eric Rundle, Ben Taylor, the Barringtons, Smiths, Lou Lewis and Gwen Cascaden. They all supported Diana Bassett-Smith for forming a Pony Club. The first formal meeting was held at ‘Landscape’, which was the home of the Barringtons and the former home of artist Percy Leason. Negotiations with the Lands Department resulted in the club being granted use of the grounds in Eltham Lower Park for a peppercorn rent. Eltham was the 4th Pony Club in Victoria; the other three being Frankston, Templestowe and Western District. Together they formed the Pony Club Association of Victoria at Diana Bassett-Smith’s instigation. Plaque - Opening of Wodonga Municipal Saleyards 1980
This plaque commemorates the opening of the Wodonga Municipal Saleyards, named the W. G. Page Saleyards, in 1980. The last sales at this facility took place in February 2015 before being replaced by the privately-run Barnawartha North's Northern Victoria Livestock Exchange. William George Page was Shire and City Engineer in Wodonga from 1965 until 1989. When he arrived the Shire of Wodonga had a population of 17,000 people. In 1966 Wodonga was selected as a city for special growth assistance. In 1972 Bill Page presented a new Town Plan to the Wodonga Council. Over the ensuing years he dedicated himself to bring this plan to fruition. He often had to argue and campaign with the Albury-Wodonga Corporation to push for the interests of development in Wodonga. This included winning a planning appeal to allow the saleyards to be relocated to Bandiana on the outskirts of Wodonga. Bill Page retired on health grounds in July 1989. The Council honoured him with a farewell dinner and renamed the saleyards at Bandiana the W.G. Page Saleyards in his honour. The Mayor , Cr Valentina Gillard, said "Every development in Wodonga in the past 24 years has a bit of Bill Page in it". William Page died 3 months later at 58 years old. This plaque commemorates an important centre in the development and support of the livestock industry around Wodonga.A bronze plaque bearing the symbol of the Rural City of Wodonga in the upper left corner and an inscription to commemorate the opening of the Wodonga Municipal Saleyards. Image, Rent Day (as it is under coercion) - No Rent, c1864, c1864
Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. E. Kenny, Andrew Kettle, Denis Kilbride, Pat O'Brien, William O'Brien, James O'Kelly, Charles Stewart Parnell, Douglas Pyne, Willie Redmond, Timothy Sullivan. Document, State School 4688 Heathmont, c 1969
S.S, No 4688, Francis Street, Heathmont, 3135 History Two A4 pages of notes on the beginnings of the Heathmont S.S The text is:- STATE SCHOOL No 4698 Frances Street Heathmont, 3135 HISTORY School classes at Heathmont commenced in the original Methodist Church building in Canterbury Road in 1952 with Mr A.J. McKinlay as Head Teacher in charge of a school of 80 pupils. Shortly afterwards both a Parents and Citizens Association and the first School Committee were formed. Mr J.B. Harper was appointed as president of the Association and Mr H. Walker was elected as chairmen of the Committee, while Mr T. Jago acted as secretary to both bodies. Later in that same year the district Inspector, Mr H. Fleigner since retired and still a Heathmont resident, woe instrumental in obtaining a site for the establishment of the present Heathmont School at the corner of Frances Street and Balfour Avenue. The land was purchased from Mr. Handasyde, an orchardist of Wantirna South. In March 1963 a Bristol prefabricated aluminium building comprising four classrooms and an office was occupied. On April 21st, 1953 the school was opened officially by the Minister for Education, the Hon. A.E. Shepherd MLA. By December of that year the attendance had increased to 191 pupils, Mr N. Gillham was Head Teacher at the time. In February 1955 Mr. K. Gerraty succeeded Mr Gillham and by 1957 attendance had risen to 326 pupils necessitating the provision of additional light timber construction classrooms. Meanwhile the subdivision of large areas of local orchard land into housing estates with its resulting rapidly increasing population presented a persistent school accommodation problem that was met temporarily by the hiring of district church halls to accommodate a steadily rising attendance. Fortunately the tradition of voluntarily contributing to school funds and voluntarily providing labour initiated by the original parent bodies in 1952 was maintained. Then Mr V. Milligan commenced as Head Teacher in 1959, much of the steeply contoured playground area had been terraced, a football oval formed and the basketball court and assembly areas were sealed. These improvements were finally completed largely due to the enthusiasm, vigor and work effected by the School Committee under the chairmanship of Ringwood Councillor Mr JM McRae, as is borne out by the following report by Mr R.J. Chapman, District Inspector in 1961. "The local support by parents given to the Head Teacher and his staff is exceptional and I express my appreciation of their outstanding service." Mr Milligan's contribution to progress, however, lay equally in the internal educational development, particularly with regard to the teaching of reading. A course in the mechanics of speed reading, involving the use of the tachistoscope reading rate controllers and programmed comprehension sets was introduced and a start was made in the building up of a library of literature and reference books. As a result the Education Department appointed a Teacher-librarian to ensure continuity and further progress with this Reading scheme. A feature of Heathmont School is the splendid modern Art/Craft room opened while Mr L. Sebire was head teacher in 1966. This building and courtyard, linked to the original building by a covered way was designed by Mr Salvatore who acted as honorary architect, and was completed by Mr John F. Swan at a cost of 10,000 of which 52% was provided by a School Committee Co-operative loan and 42% by Departmental special grant. Materials used were white sandstone brick and oregon pine. The building bears the name of Councillor J.M. McRae Art Centre as a tribute to the man who did so much to enable its construction. An Art/Craft specialist teacher is provided by the Education Department. As attendance continued to increase to 520 children in 1969, additional accommodation became an urgent necessity. Following negotiations conducted by Mr A. Lethbridge School Committee President, Mr JJ Egan, former Principal and the present Principal, Mr A.S. Don the Education Department Assisted by a second Committee Co-operative loan, purchased the adjacent Baptist Church property thus providing much needed extra accommodation and playground area The newly acquired building is at present in use as two temporary classrooms, but will subsequent be used as a utility rope. A smaller room has been converted to a canteen operated daily by the Parents and Citizens Association, thus providing both a service to the pupils and a source of income. +Additional Keywords: McKinlay, Mr.A G Harper, Mr J.B Walker,Mr.H Fleigner, Mr.H Handasyde, Mr. G Shepherd, Hon. Our attention was drawn in the distance to a beautiful flowering rosemary bush beside geraniums . To our surprise they were growing on the grave of Billy Roach-Pierson [Robinson] then [Ricketson] we did not know of her remarriage. Her parents lived at the Crest, Panton Hill where they ran the school. [ Steven Crawford Baes son was there for a while.] Kay, Billies mother lived at the Grey House in Diamond Street, Eltham and was our neighbour at Rath, Eltham. A long time family friend of Peter's mother and us. Barrie, Billies brother married Pam Chevallier a relation of the Chevalliers, they were later divorced, then he married Helen Kohn with whom I nursed, she was in Elizabeth Cottee' s [Exon' s ] group at the Alfred. They now live in Queensland. Barrie sadly wheel chair bound. Sauntering along the freshly mown grassy pathways, we noticed Bill Pellings Grave, marked with a Bronze plaque with pink artificial roses beside the inscription. Marion Erswell who with her husband Ambrose lived in Eltham at Willandra, their poultry farm where the Judge Book Village is now . She had taught Bill at school and said he was one of her brightest students at Dandenong. Bill later became Chairman of Kraft Foods. We were reminded of our wanderings in the cemetery at Worthing, England, where we discovered Pelling graves when hunting for Henty ones.
