The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. Phyllis Catherine Hore (née Kiss) was born in 1918. A Kew resident from 1949, she was elected to Council in 1972, after several attempts, and served for twenty- three years until her death in 1994. A secondary teacher by profession, Cr Hore represented College and Sackville Wards. While a councillor, she was a resident of High and later Pakington Streets. She served on Council committees and was a delegate to the Kew Elder Citizens Association, the Family and Community Services (FACS) Local Consultative Committee, and the Kew Music Centre Board of Management. During her Mayoral year, she was instrumental in memorialising Vance and Nettie Palmer, significant Kew writers and poets, by unveiling a plaque at the Kew Library in the year of the centenary of their births. In May 1994, the Mayor of Kew, Cr Tom Indovino, named a meeting room at Kew Library, the Phyllis Hore Room in recognition of her service to the City. She is buried in the Heidelberg (Warringal) Cemetery. Sports Clubs in Kew in the final decades of the 19th century and in the early 20th century were often umbrella organisations with facilities for a number of sports. Typically in Kew, this included teams in lawn bowls, tennis and croquet. The Kew Bowling Club was formed in 1880 while the privately owned Auburn Heights Recreation Club was opened in 1904. By 1998, the two Clubs decided to amalgamate at the Auburn Heights site in Barkers Road, forming the Kew Heights Sports Club. The combined club was itself taken over by the Melbourne Cricket Club in 2012 becoming MCC Kew Sports Club. In 2017 MCC Kew closed and its landholding was subsequently sold to Carey Baptist Grammar School. Both the Kew and Auburn Heights Clubs assembled important collections. These historically significant and large collections were donated to the Society in 2020. George Henry Allen (8 February 1900 – 12 October 1972) was an Australian sculptor and teacher, an official war artist in the latter years of the Second World War. He served as an official war artist with the rank of lieutenant from December 1943, working at Port Moresby and the Australian War Memorial, retired February 1945. The plaque by George Allen on the exterior wall of the north side of Kew Library commemorating WW2 was funded by a bequest from the late Mrs Annie Anderson.One of two black and white snapshots (polaroid photos) of George Allen's sculpture at Kew Library. The Federation Markers project, jointly funded by the Commonwealth Government and Stonnington Council, was intended to commemorate the centenary of Federation by means of a series of plaques to be erected around the municipality. Following public consultation, 50 historically significant themes were identified On the 7th April 1928 this playing field was inaugurated as the world's first permanent sports ground for blind cricketers when the first ball was bowled at a competition between the Victorian Blind Cricket Association and interstate teams. The buildings at Kooyong have undergone various re-modelling and redesign over the years. These plaques commemorate the dual activities taking place at the Kooyong Centre, as it strove to adapt to the increasing need for technological support and the changes in information, day centre and supports needed by the blind and vision impaired community. The bronze medal commemorates the centenary of the government of Victoria from 1851 to 1951, as well as the centenary of the discovery of gold and was presented to the Shire of Wodonga in 1951. It was commissioned by the Victorian Government in 1951 to commemorate 100 years of the separation of Victoria from the colony of New South Wales in 1851. The medal was designed by the sculptor Andor Mészáros (1900-1972) and minted by K.G. Luke in Melbourne. The bronze medal has local, state and national significance, as it commemorates the centenary of 100 years of government in Vctoria. It also has aesthetic and social significance as an example of a limited edition bronze medal designed by the prominent sculptor Andor Mészáros, who is known for his work depicting the history, culture and sporting life of Australia.Bronze medal commemorating the centenary of the government of the State of Victoria from 1851 to 1951, and the centenary of the discovery of gold. In February 2001 the National Council for the Centenary of Federation called upon Australians to nominate someone whom they felt had significantly affected their lives, their community or our country. Thousands of these heroes and quiet achievers were selected. Betty Churcher, a member of the National Council, chaired the Peoplescape Selection Panel. Nominators then made life size, cutout figures to represent their "hero". The sculptures were installed in alphabetical order, on the hill at Parliament House and down to the Federation Mall in Canberra, each with a plaque at its base outlining the individual's achievement. This portrait was painted by Betty Barberis to represent her mother "Dolly" Barton. Dolly raised 12 children, lived through 2 World Wars and the depression. She kept the family dairy farm running whilst her husband was serving in World War 2 whilst still supporting the war effort through the Red Cross and CWA and the church guild. Betty’s great body of work included landscapes, banners, millinery, ceramics, and a bronze sculpture of her husband Vern Barberis who was a fellow schoolteacher and represented Australia as a weightlifter, winning a bronze medal at the Helsinki Olympics in 1952. She was also an art teacher of 22 years. Betty passed away at The Grange, Wodonga on 26 November 2013.This portrait was created by a renowned and highly regarded artist from Northeast Victoria for a national celebration of the centenary of Australian Federation in 2001.A large oil painting depicting a portrait of Dolly Barton, mother of the artist Betty L. Barberis. The painting includes representations of her 12 children, her farming way of life, her commitment to the community and to the war effort.
