This uniform type was developed in 2014 and replaced camouflage as the uniform worn during general base duties and in non-warlike environments. Although a camouflage pattern, this design is not intended for use as camouflage. This jumper is part of a Disruptive Pattern Combat Uniform issued by the Australian Airforce to Bernard Farley during service. This uniform type was used in base and field activities and was replaced in 2014 by the General Purpose Uniform as the uniform worn during general base duties and in non-warlike environments.This woolen jumper was presumably a winter addition to the DPCU.This item has social significance, as an item of uniform worn by Warrnambool RSL community member and Secretary (2019), Bernard Farley during service with the Australian Airforce. The item is a representative example of previously standard issue Airforce uniform and is in excellent condition. As a set, the uniform has aesthetic significance in it’s design, incorporating the Disruptive Pattern style of camouflage which has its roots in the 1980s and continues to be adapted into uniform design by the Defence Force.Khaki ribbed knitted jumper with stitched Disruptive Pattern cotton elbow patches, rectangular in shape running the length of the forearm. Similar rectangular shaped patches on the left and right shoulder, bearing two epaulettes, stiched at one end and fastened with velcro and the other. The left upper arm carries a rectangular Disruptive Pattern patch with a seam down the centre, creating two long narrow pockets. Arm cuffs have external seam for approximately 100 mm from the end, indicating that the jumper may have been worn with cuffs folded over. Joseph Fowler (1888-1972), businessman and municipal councillor, was born on 28 February 1888 at Bagworth, Leicestershire, England, one of thirteen children of John Fowler, groom, and his wife Mary, née Ash. With his brother Sydney, in the early 1900s Joseph worked in a fruit-preserving business run by an uncle at Maidstone, Kent, and continued with the firm after 1908 when it was relocated at Reading. At St Andrew's parish church, Leicester, on 7 September 1910 he married a nurse, Elizabeth Harris (d.1965); they emigrated in 1913 and settled at Camberwell, Melbourne. Encouraged by his commercial experience, and by the variety and quality of fruit in Australia, Fowler set up a fruit-bottling business in the rear of his small house in Burke Road. Trading as J. Fowler & Co., by 1915 the company had begun producing home-bottling kits which contained a sterilizer, bottles, lids, rings and a thermometer. To acquire the capital to establish a factory, Fowler travelled the district, selling his kits door-to-door from the back of a cart. In 1920 he bought a shop at the corner of Power Street and Burwood Road, Hawthorn, and registered his business as a private company. During the Depression his kits became a household name. In 1934 Fowlers Vacola Manufacturing Co. Ltd was registered as a public company. Housewives, nationwide, were urged to bottle their own fruits and jams by 'Mrs B Thrifty', the dainty cartoon character who graced the firm's advertisements. Numerous recipes and instruction books, such as From Orchard to Bottle the Fowlers Way, advertised the necessary preserving equipment, extending to jelly bags and juice extractors. Australian-made glass and imported steel and rubber were used in the production of Fowlers Vacola Bottling Outfits. Determined to put something back into the community which had supported him so well, in 1933-60 Fowler represented Yarra Ward on the Hawthorn City Council (mayor 1938-39 and 1945-46). He served as vice-president of Swinburne Technical College (1942) and of the Hawthorn branch of the Australian Defence League (1943); he was also a Rotarian, and a warden and vestryman of St John's Anglican Church, Camberwell. Changed demands in World War II encouraged Fowlers Vacola to diversify their product. Canned goods were manufactured for allied troops in the South Pacific. In 1953 new buildings and plant, including a giant pressure-cooker, were installed to increase productivity: from that time Fowlers Vacola sold canned and bottled food throughout Australia and abroad. By 1960 the factory occupied more than 122,000 sq. ft (11,330 m²) and further expansion was to occur when the firm moved to Nunawading. Fowler retired in 1961, but remained chairman of directors; his son Ronald succeeded him as managing director. Variously described as a generous, jovial man with a sense of humour, and as a strict and astute manager whose company was his life, Fowler was renowned for his straight business dealings and his 'no-nonsense' attitude. Survived by his son and daughter, he died on 24 April 1972 at Camberwell and was cremated. His estate was sworn for probate at $204,424. On Ronald Fowler's death in 1978, the company was bought out by the Sydney firm, Hooper Baillie Industries Ltd; it in turn sold to Sabco Ltd of South Australia; in 1994, when Sabco went into receivership, Australian Resource Recovery Technologies re-established Fowlers Vacola Australia Pty Ltd's headquarters in Melbourne. The Porton resuscitator was devised in 1951 at the British Chemical Defence Experimental Establishment in Porton, Sailsbury, as a bellows-valve-mask resuscitator. Air Raid Precautions Organisations were formed in each State in Australia during the Second World War. In Victoria they were organised by the State Emergency Council (Victoria) for Civil Defence. In Melbourne, the organisations were locally based in municipalities. In 1988, as part of a Defence of Mainland Australian policy, defence of facilities of strategic importance in northern Australia were allocated to Army Reserve units. ‘A’ Squadron was allocated the defence of Tindal Air Force base located 15 KM outside Katherine in Northern Territory. The Hamilton-Smith collection was donated by the children of Grace Mary Hamilton-Smith nee Ellwood (1911-2004) and John Hamilton-Smith (1909-1984) who settled in Wodonga in the 1940s. The Ellwood family had lived in north-east Victoria since the late 1800s. Grace’s mother, Rosina Ellwood nee Smale, was the first teacher at Baranduda in 1888, and a foundation member of the C.W.A. Rosina and her husband Mark retired to Wodonga in 1934. Grace and John married at St. David’s Church, Albury in 1941. John was a grazier, and actively involved in Agricultural Societies. The collection contains significant items which reflect the local history of Wodonga, including handmade needlework, books, photographs, a wedding dress, maps, and material relating to the world wars. This Air Raid Precautions booklet was one of thousands distributed to households across Australia during WW2. They provided instructions on what to do during an air raid and were based on emergency response protocols established in Britain. Other measures adopted by State Governments during this period included the installation of air raid sirens and bomb shelters, and the training of volunteers in firefighting and first aid. This item has well documented provenance and a known owner. It forms part of a significant and representative historical collection which reflects the local history of Wodonga. It contributes to our understanding of life in Australia during WW2. A small booklet containing illustrations and text instructing people what to do during an air raid. .1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation.
