This honour roll was found in poor condition in a district antique shop. It was fully restored by an enthusiastic local lady, It was presented to the Soldiers Memorial Military Museum on 20 April 2022. The Museum is now known as the Bendigo Military Museum. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and it's Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute, the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. Note the prominent house on upper right where Robert Whatmough lived in the mid 19th century and later sold to Partington family. It was located on the Plenty River across from Partington's Flat. The derelict Willis Vale house was destroyed in 1964 when a fire originating from North Plenty Gorge - Kurrak Road - was lit by two teenage boys and made its way several kilometres down to Partington's Flat Greensborough. Red Ensign 1801 design. - The British red ensign was altered in 1801 to include the change to the design of the Union Jack. British legislation required, with a few exceptions, that all merchant shipping throughout the British Empire fly the British Red Ensign, without any defacement or modification. The ensign is sometimes referred to as the red duster. The Royal Navy stopped using the Red Ensign in 1864. This red ensign was used by the Surgeons of the Kyneton District Mounted Rifles to indicate their location. The Banner is a large red ensign mounted on a 10 foot long polished wooden pike. The Banner was used by the Kyneton District Mounted Rifles, later The Royal Volunteer Cavalry Regiment (Prince of Wales Hussars), then Prince of Wales Victorian Light Horse, ancestor units of the modern day 4th /19th Prince of Wales’s Light Horse Regiment. In the binding is the inscription ‘Kyneton Prince of Wales Light Horse’ and three names: Surg-Major S Smith MRSLE, Dr McMillan, and Maj Thirkettle. These surgeons played a significant role in the military and civil affairs of Kyneton. He also had a notable collection of stuffed native birds and animals of which he had great knowledge. Major Thirkettle 1855 Major Thirkettle arrived in Kyneton Established a timber merchant and ironmongery business in Kyneton with Robert Burton. 1857 By 1857 he was practising as an architect. His house is still standing in Yaldwin St, West Kyneton. 1860 Joined the Prince of Wales Light Horse 1863 Joined Rifle Volunteers and appointed Captain. On their disbandment he was made Honorary Major. 1864 Won Queen’s prize for rifle shooting. Major Thirkettle was noted for his skill with woodwork. He won many prizes and orders of merit for his models of yachts It is believed likely that he made the wooden pike with its metal head (now missing). He was Tyler of the Zetland Lodge, also Secretary of the MUIOOF and Bowling Club. 1904 Died in Kyneton, aged 75 years Protection for medical services The Surgeons’ Banner indicated the location of the Regimental Aid Post. The use of this device in the 1860’s overlapped the adoption of the Red Cross which became the symbol for the protection of sick and wounded soldiers. In 1864 twelve European nations signed a treaty stating that in future wars they would care for all sick and wounded military personnel, regardless of nationality. They would also recognise the neutrality of medical personnel, hospitals and ambulances identified by the emblem of a red cross on a white background. The treaty was called the Geneva Convention. This Convention was concerned only with soldiers wounded on the battlefield. Over the years, however, it has been expanded to cover everyone caught up in conflicts but not actually taking an active part in the fighting. The Surgeons’ Banner complements the Colours of the Kyneton District Mounted Rifles, also held by the Unit History Room, in presenting the colonial period of the Regiment’s history. Provenance It is believed that the Banner was manufactured in Britain and brought to Australia by Samuel Smith. After the disbanding of Colonial units, the Banner was in the care of the Shire of Kyneton until presented to the 4/19 Prince of Wales’s Light Horse Regiment on 14 September 1986 on the occasion of the Regiment exercising its right of freedom of entry to the city. There are many examples of Regimental and King’s/Queen’s Colours held by various organisations. However A Surgeons’ Banner such as this is rare, if not unique, in Australia. A large red ensign, post 1801 design. - The British red ensign was altered in 1801 to include the change to the design of the Union Jack. British legislation required, with a few exceptions, that all merchant shipping throughout the British Empire fly the British Red Ensign, without any defacement or modification. The ensign is sometimes referred to as the red duster. The Royal Navy stopped using the Red Ensign in 1864. Stevenson screens were first introduced in Australia in the 1880s and were widely installed by 1910. The screens have been used to shelter and protect thermometers and other meteorological instruments from rain and direct heat while the holes and double-louvre walls allowed air to flow around them. Sometimes other meteorological instruments were included in the weather stations, so there were different Stevenson Screen sizes. This authentic, original Stevenson screen was previously owned by the Australian Bureau of Meteorology and was used for many years for weather readings at the Cape Otway Light Station in southwest Victoria. The Lighthouse Keepers recorded the readings for minimum and maximum temperatures at 9 a.m. every day from January 1865 until April 1994. The equipment was sheltered in a Stevenson Screen from 1902 until April 15 1994, when the mercury thermometer was replaced by a platinum resistance probe within an Automatic Weather Station (AWS). This Stevenson screen is one of the two screens that then became redundant. The other Stevenson screen was kept to display to visitors. Lightkeepers were no longer required at the Cape Otway Light station either, due to the automated system. The meteorological instruments donated with the screen were used for measuring temperature and humidity. They are mounted on a metal bracket that fits across the screw holes on the screen’s internal frame. The glass-covered Relative Humidity (RH) sensor was made by the renowned precision instrument maker, Rotronic AG of Switzerland, which was founded in 1965. The firm made its first electronic temperature and humidity instrument in 1967. Meteorological records have been collected in Australia from the 1800s. The records were collated, published and used as a basis for weather forecasts. Many sectors, such as maritime and agriculture industries, have relied on these figures for making important decisions. The quality and placement of the meteorological instruments used to measure temperature and humidity are of utmost importance for accuracy. In early colonial times, there were no national standards for meteorological instruments that would allow for accurate figures and comparisons. Once the Bureau of Meteorology was established (around 1908 to 1910) the department installed Stevenson screens throughout Australia, many at lighthouses and light stations, and the measuring instruments were standardised. The Stevenson Screen was named after its inventor, Scottish Civil Engineer Thomas Stevenson (1818-1887) who was also the father of Robert Louis Stevenson, author. Stevenson developed the small thermometer screen around 1867. It had double-louvred walls around the sides and a top of two asbestos sheets with an air space between them and was thickly painted with a white coating that reflected the sun’s rays. This design was modified in 1884 by Edward Mawley of the Royal Meteorological Society. Standards were set for the locations of the screens and instruments, including their distance above ground level and the direction the door faced.Stevenson screens played a significant part in providing a standardised shelter for all meteorological instruments used by the Australian Bureau of Meteorology from about 1910 until 1994. The readings from the instruments gave the meteorological statistics on which weather forecasts throughout Australia were based. This Stevenson screen was used locally at Cape Otway, along the Great Ocean Road in southwest Victoria, so contributed towards our local forecasts and weather warnings.Stevenson screen, original, from the Australian Bureau of Meteorology’s weather station at the Cape Otway Lighthouse. The screen is a white wooden cupboard with a slanted cover raised above the top. The top has ten drilled ventilation holes, and the sides and door are made of downward-slanting double louvres. Two brass hinges join the door to the lower edge of the screen and a metal fitting at the top edge allows for a padlock closure. The screen is supported on four short legs, each with a hole drilled from side to side for fitting to a frame. Inside the screen are two wooden frames fitted with hooks and screws. The floor has three boards; one across the back and one across the front at the same level, and a board wider than the space between these boards is fitted higher, overlapping them slightly. Inside the screen, a pair of electronic instruments with short electric cables is mounted on a metal bracket with drilled holes in it. One of the instruments is a Relative Humidity (RH) probe. It is 26 cm long and is a glass tube with a filter on one end and an electrical connection on the other. It has inscriptions on its label, showing that was made by Rotronic AG, Switzerland. The other instrument is a Resistance Temperature Device (RTD) thermometer. It is 22.5 cm long and has a narrow metal probe joined to a hexagonal metal fitting. A brass plate on the front of the screen has impressed inscriptions. The screen is Serial Number 01/C0032, Catalogue Number 235862.Stamped into brass plate "CAT.
