Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. The Old Identities' Association was a forerunner of the Old Colonists' Association Ballarat. John Brooksbank was a very early arrival to Ballarat in September 1851, which was not long after the discovery of gold at Ballarat. J. Brooksbank lost a dog in 1857 "LOST from the Half Way House, Smythe's Creek Road, a black bloodhound and kangaroo dog. Anyone detaining him after this date will be prosecuted. J. BROOKSBANK" (Ballarat Star, 30 December 1857) Another very early identity in Ballarat, James Oddie, advertised the sale of J. Brooksbank's hotel in 1860: "JAMES ODDIE & CO. have received instructions from the Mortgagees, to sell I by auction at their rooms, Dana street, on Thursday, 20th September, at twelve o'clock, All that desirable properly known as the , Halfway House Hotel, Together with all that piece or parcel of ' land situate in the parish of Cardigan and county of Grenville, containing 34 acres 1 rood 26 ½ perches, part of allotment 1, section 6, of said parish, situated on the Ballarat and Smythesdale road, and recently occupied by Mr J. Brooksbank. The property consists of a spacious stone building one story high, strong and substantially built, the internal fittings and arrangements are neat and complete. The house possesses all requisite accommodation for a respectable country hotel. In addition are stockyards, stables &c, all well and securely fenced. Terms at Sale. (Ballarat Star, 20 September 1860) Four years later Brookbank was selling his hotel in Lyons Street Ballarat: "RARE OPPORTUNITY.-FOR SALE the BLACK BULL HOTEL, Lyons street. The proprietor of the above hotel being about entering into another line of business, begs to call the attention of parties looking for a safe and profitable investment, the above having undergone thorough repairs, and is now in good working order and doing a fair share of business. The National Trust (Victoria) citation on the Heritage Victoria Database describes Lalla Rookh as charming and rare example of a substantial domestic building from the depths of the depression of the 1890s. It was Classified by the Trust on 22/04/1971. The first Kew Urban Conservation Study established that the house was built in 1897 for John Duncan, civil servant. By 1910 William Robert Frayne, chemist, had purchased the property. When the building was listed by the National Estate the building was described as: '... Single-storied, the symmetrical, stuccoed house features a central porch with an arched opening and pedimented consoles and a bull-nose verandah which returns down both sides and is constructed with cast iron columns and friezes. A balustraded parapet crowns the main walls of the house. The encaustic tiled verandah is distinctive.'"Lalla Rookh", 41 Fellows Street, Kew, is of architectural interest as a representative example of a villa house of the period and also forms pan of the townscape of Kew. In a late version of Boom Style Classicism, the basically modest and conventionally planned house is proportioned to emphasise the porch and heavy balustrade, contrasting with the verandah and plain wall surfaces. The parapet may have had urns originally. The encaustic tiled verandah is of note. ... The article this photo appeared in noted that Norma Bull had recently (1940) been sketching at the home of John Masefield, Poet Laureate, in Oxford having painted him when he visited Melbourne. Norma Catherine was one of two children of Dr Richard Joseph Bull and his wife Catherine Grace (nee Perrier); she was born in 1906 and died in 1980. Chatham School, located in Weybridge Street Surrey Hills, was opened on 1 August 1927 following pressure from local residents as nearby schools (Balwyn, Mont Albert & Surrey Hills) were all over-crowded. This followed a surge in development following WW1. Land in surrounding streets was sub-divided. This included part of John Butler Maling (Jnr)'s small farm bounded by Banool Road, Wharton Road, Weybridge Street and Whitehorse Road. An area surrounding his home, 'The Willows' was retained and not sold until after he died in 1931. leased by Mr John Butler Maling in 1861. Three acres of his land were purchased by the Education Department. Some of the early students have referred to Chatham’s land as Mr Maling’s bull paddock. Some of the original yellow box trees remain on the property. The most significant of these is now called the Friendship Tree. On 1 August 1927 212 students were enrolled; Ralph Rae was one of these. The school was official opened on 15th February 1928. The school number is 4314. This followed a surge in development following WW1. Land in surrounding streets was sub-divided. This included part of John Butler Maling (Jnr)'s small farm bounded by Banool Road, Wharton Road, Weybridge Street and Whitehorse Road. An area surrounding his home, 'The Willows' was retained and not sold until after he died in 1931. leased by Mr John Butler Maling in 1861. Three acres of his land were purchased by the Education Department. Some of the early students have referred to Chatham’s land as Mr Maling’s bull paddock. Some of the original yellow box trees remain on the property. The most significant of these is now called the Friendship Tree. On 1 August 1927 212 students were enrolled; Ralph Rae was one of these. Schuss was advertised as Victoria’s Official Ski Journal It was issued monthly from 1935 to 1961 except during the war when summer issues covered two months. This continued after the war, but it averaged 10 issues annually over its 25 year life. Schuss was published by the Ski Club of Victoria which had a membership of 38 Ski Clubs and demanded to be recognised as the prime authority on skiing in the state. The other 30 ski clubs with 85% of the members disagreed and the politics of skiing became heated. These clubs formed the Federation of Victorian Ski Clubs with their own journal, Ski Horizon. With the establishment of the Victorian Ski Association, Ski-Horizon published its last issue in Nov - Dec. 1955 and the role of the official journal was fully taken over by “Schuss”. This item is significant because it contains stories, images and information documenting the development of the ski facilities at Falls Creek.The journal features stories and events chronicling developments in Victoria and internationally.
