During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. A sixteen-page pamphlet which has chronological dating of events in school from 1908 to 1982. Includes poliomyelitis epidemic in late 1930’s and 1949, and the need for slit trenches in 1942. When Lilian Maud Pearson was 12 on 16 June 1933, her mother, Amelia (Millie), died; her sister Thelma had died a year earlier. Lilian worked at Sutherland Homes and later at the Diamond Creek pub to help support the family. She enjoyed the dances held by the Diamond Creek Fire Brigade and Panton Hill Cricket Club. Her best friend was Alice Grandy and her dance partners included Ken Stevenson, Jeff Brock (father of Peter Brock) who eventually opened Hurstbridge Garage service station, and Mick Rumney. Both of the architects involved in the 2.4-hectare Kinloch Gardens parkland development in Arthur Street, Eltham, are now living on the estate. The project was conceived by Eltham architect Ian Jelbart, whose family has owned the land for more than 100 years, and fellow architect Graeme Gunn, who in the 1960s was one of the creators of the Merchants Builders concept that set new trends in Melbourne housing. The $5 million project is based around two of the original buildings, on what was once a 100-hectare farm owned by the Jelbart family. Ian Jelbart always intended to continue living in the original homestead building, and now Graeme Gunn has moved into the big residence that once was the barn. Kinloch Gardens is designed to combine the more manageable land sizes increasingly demanded by buyers with ample "internal space, flexible floorplans, privacy and individuality of designs. Individual houses are placed on small separate allotments around an area of private parkland. The aim is to ensure total privacy, offer virtually unlimited views and parkland vistas, and remain aesthetically compatible with the local environment. Homes in four basic designs over either two or three levels are being sold off the plan, with prices ranging from the high $200,000s to the high $300,000s. Two have already been sold. Indication of land-only values The prices being asked for some vacant blocks offered for private sale provides an enlightening comparison of the relative "land only" values for homes sites in various areas. A 751 sq metre block on a new residential estate in Bentleigh/Carnegie is offered at $235,000, equivalent to $312/square metre; while in Merrett Drive, Williamstown, a 561 sq metre allotment offered for $169,000 carries a rate of $301/sq metre. This bowl was turned by Mr Bob Harris from the fallen Claret Ash which grew on the north side of the Mair Street (CPLC) oval. Bob was a groundsman at Mair Street 1980 - 1989. His profile was published in Ringaroo March 1986. He passed away in June 2013. The bowl was presented to College 24 August 1989. In 1860, Charles Herold of Ballarat, a gold miner applied to be naturalized. He was born in Kitzinger Bavaria and at the age of thirty-five arrived by the ship "Mary Ross" in Tasmania in 1854 from Hamburg. He then came to the Colony of Victoria by the SS "Queen" in 1857. He wished to purchase land and settle in the Colony for life. This was granted but he first needed to swear an Oath before one of the Judges of the Supreme Court. The Certificate was signed by Henry Barkly. Charles Herold took the Oath before Robert Molesworth, Judge of the Supreme Court on 18 July 1860.Thick cream paper, hand written in ink. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Year Book produced by the students of the first Intake for Graduate Diploma in Occupational Hazard Management. This was at the Ballarat College of Advanced Education, Mount Helen Campus in 1979-1980. Functional object - Tap, mid-late 19th century

This type of large, brass tap is typical of the plumbing fittings manufactured in the late 19th and early 20th centuries. The tap has encrustations and concretion inside, showing that it had been in the sea for quite some time. The pipe leading to the spout is squashed, nicked and appears to have been sawn or broken off. It could have once been part of the plumbing from a ship, perhaps from one of the boilers used in the kitchen, for bathing or for laundry or cleaning. The name “BEST” on the tap signifies that it could have been made by Robert Best who began his Birmingham brass foundry c. 1840, and even though The information from the donor is that tap was given to her father (1906-1982) who lived in the Warrnambool district. It was likely given by a cray fisherman or diver, who said that the tap came from the Loch Ard shipwreck, wrecked on Mutton Bird Island, east of Port Campbell, Victoria, on 1st June 1878. This could easily be the case but there is no provenance for it. ROBERT BEST, BRASS FOUNDRY Circa 1840 Robert Best founded his brass foundry business and was referred to as a Brass Chandelier of Birmingham”. In 1864 an advertisement in the Journal of Gas Lighting, Water Supply, & Sanitary Improvement announces Best and Hobson, late Robert Best, 100 Charlotte Street Birmingham, manufacturers of Chandeliers, Brass and iron fittings, Steam and Water-cocks etc. gas apparatus of every description, Plumber's brass foundry, with works at Birmingham and Great Bridge, Staffordshire. In 1867 Best & Lloyd was formed, after Best and Hobson went into liquidation, manufacturing at the Cambray Works of Wattville Road, Handsworth. It was a light industrial engineering works and one of the owners was Robert Dudley Best’s father. Robert Dudley Best (1892-1984) later took over the business of Best & Lloyd. The company is still in business at Downing Street, Smethwick, Birmingham. In 1878, brass ship furniture and bell fittings stamped “BEST” was made by William Udal & Co., who advertised as manufacturers of BEST cast and stamped brass foundry goods. This large brass tap is typical of industrial tapware of the mid-late 19th ancenturies 20th century. The location of the tap when found is associated with the Warrnambool district and could have easily been from a shipwreck due to the encrustation found inside the tap. Due to its design and manufacturer, the tap is associated with the mid-late 19th and early 20th-century manufacture of plumbing fittings. Tap, brass, heavy-duty, with butterfly handle. The design and style are typical of the plumbing of the late 1800s. Inscription pressed into the handle, within rectangular border "BEST". Sir Charles Edward Kingsford Smith is a famous Australian, well known in civil aviation history for his courageous endeavours in flight. He broken many flight records for long distance and time travelled and he was also a war hero in World War 1. He has been referred to as being “known to millions of Australians as “Smithy” … he was one of Australia’s true twentieth-century legends”. In honour of his place amongst the world’s famous pioneers his image is featured on Australia’s $20 note, Sydney airport is named after him, there is a memorial to Kingsford Smith, Taylor and Ulm at the Anderson Park, also in Sydney and his plane “Southern Cross” is on view at Brisbane Airport. Kingsford Smith wrote ‘The Old Bus’ (1932) and he and Ulm were co-authors of ‘Story of 'Southern Cross' Trans-Pacific Flight’ (1928). His also wrote a book about his own life ‘My Flying Life’ which was published after his death in 1937. and the story of his life was filmed in Australia in 1946. A BRIEF HISTORY OF SIR CHARLES EDWARD KINGSFORD SMITH (1897 – 1935) … Kingsford Smith was born 9th February 1897 in Brisbane, Queensland, Australia. His parents were William Charles Smith and Catherine Mary, nee Kingsford. His mother’s maiden name of “Kingsford” was added to the family name when they spent time in Canada from around 1903 to 1907, after which they returned to Sydney, Australia. In 1915 Kingsford Smith enlisted in Australian Imperial Force. He served in 4th Signal Troop, 2nd Division Signal Company at Gallipoli Peninsular as a ‘sapper’ or combat engineer and later in Egypt and in France as a dispatch rider. In 1916 Kingsford Smith was transferred to the Australian Flying Corps as a sergeant. He was discharged after training in England and commissioned as a second lieutenant in the Royal Flying Corps. He was appointed fling officer and soon joined the 23rd Squadron in France. He brought down four machines in his first month there and also did invaluable work attacking enemy targets. He was wounded and shot down and later awarded the Military Cross ‘for conspicuous gallantry and devotion to duty’. He was promoted to lieutenant in 1918 and served as a Flying Instructor with the R.F.C. Kingsford Smith was not allowed to participate in the 1919 England to Australia air race because of assumed lack of navigational experience. He and his pilot friend Cyril Maddocks formed a business and flew joy-flights in both England and America. In America he did some stunt flying with a Flying Circus. Kingsford Smith returned to Australia in 1921 and found employment as a pilot. He soon realised the value of air transport in such a vast country. He formed a partnership with pilot Keith Anderson in 1924 and they purchased two Bristol Tourer biplanes. Their business broadened to include Charles Ulm and became the Interstate Flying services in Sydney. Together they performed important ‘demonstration’ flights including a flight around Australia in 10 days and 5 hours using very limited navigational equipment. Kingsford Smith immediately started to search for support to do a trans-Pacific flight. This support came from the New South Wales government, Sidney Myer and G. Allan Hancock, an American oil magnate. On 31st May 1928 Kingsford Smith, Charles Ulm and two American crewmen, Harry Lyan and Jim Warner, took off from Oakland, California and flew to Brisbane via Hawaii and Suva. This historic flight took 83 hours and 38 minutes. Their Fokker plane had three engines and was named the “Southern Cross”. This amazing achievement resulted in huge financial subscriptions. Kingsford Smith was awarded the Air Force Cross and appointed as honorary squadron leader, Royal Australian Air Force. Kingsford Smith flew his Southern Cross plane from Point Cook in Victoria to Perth nonstop. Then in September – October 1928, with Charles Ulm and an Australian crew, he piloted the Southern Cross from Sidney to Christchurch New Zealand. This flight showed that was possible for regular passenger and mail services across the Tasman Sea. Kingsford Smith flew his plane to England to an order for four aircraft, planning to use them for an inter-capital air service in Australia. Sadly on 1st April 1929 he was forced to land, having lost radio contact with the ground and having run into bad weather over north – west Australia. Keith Anderson and Robert Hitchcock both perished before the search party reached them. Once official enquiries were completed the flight to England continued in June and was completed in record time of 12 days and 18 hours. In January 1930 Kingsford Smith piloted the “Southern Cloud”, one of the new Avro Ten planes, on the first flight of his airline, the Australian National Airways, from Sydney to Melbourne. The “Southern Cross” was overhauled in Holland by the Fokker Aircraft Co. and in June 1930 Kingsford Smith achieved an east-west crossing of the Atlantic from Ireland to Newfoundland in 31.5 hours. Kingsford Smith returned to England and took delivery of an Avro Avian biplane that he named the “Southern Cross Junior” and flew solo from England to Darwin, Australia. This record breaking flight took less than 10 days. He beat four other planes that had left England before him and he was 5.5 days faster than Hinkler. Sadly Kingsford Smith’s “Southern Cloud” was lost during a flight from Sydney to Melbourne in 1931 with no surviving crew or passengers; in 1958 the wreckage was discovered in the Snowy Mountains. Later that year Kingsford Smith flew his “Southern Cloud” from Australia to Timor, collecting mail from a damaged Imperial Airways plane in Timor. Other flights followed. Kingsford Smith was knighted in 1932 for his services in Aviation. He returned to selling joy flights then established the Kingsford Smith Air Service, a flying training school in Sydney. In 1933 Kingsford Smith flew the amazing record flight in “Miss Southern Cross” – a Percival Gull - from London to Wyndham in Western Australia in just over ten days. The Australian Commonwealth then gave Kingsford Smith a large grant and he was also appointed as aviation consultant to Vacuum Oil Co. Another flying record was made when Kingsford Smith and Sir P.G. Taylor flow “Lady Southern Cross” from Brisbane to San Francisco in order to sell her there; the west-east-trans-Pacific flight made aviation history. They returned to Australia to make an attempt at the trans-Tasman flight but their attempt failed due to engine failure; they managed to get back to Sydney safely, minus most of their cargo. Kingsford Smith had his unsold “Lady Southern Cross” shipped back to England, from where he and J. T.
