... . In a report on 17 February 1994, the Local Government Board.... In a report on 17 February 1994, the Local Government Board ...Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. On 29 April 1994, the Minister confirmed the Bill was not being proceeded with. https://en.wikipedia.org/wiki/Rural_City_of_MarongEight page newspaper style council newsletter providing community updates, news and information. shire of marong, city of greater bendigo amalgamation, councillor phillip eddy, rural city of marong -

... of the Moorabbin District Roads Board , the region’s first local government... of the Moorabbin District Roads Board , the region’s first local government ...Beaumaris includes two early estates in the parish of Moorabbin developed by Josiah Holloway from 1852. Named Beaumaris Town and Beaumaris Estate (after the pastoral run in the area and ultimately after Beaumaris in Wales), the lots comprising them were marketed by Mr Holloway's suggesting that the railway was imminent and a canal would be built. The township developed slowly, a Post Office opened on 1 March 1868, but was replaced next month by Gipsy Village office (now Sandringham) In 1862 Beaumaris was one of the early settler communities within the boundaries of the Moorabbin District Roads Board , the region’s first local government authority. Beaumaris is a suburb in Melbourne, Victoria, Australia, 19 km south-east from Melbourne's central business district. .Since the Amalgamation of Councils 1994 the local government area is the City of Bayside which includes Brighton. Pamphlet - Centenary of the City of Moorabbin 1862 - 1962, Programme April28 - May16, 1962
In 1962 the City of Moorabbin celebrated one hundred years of self local-government. The celebrations commemorated those who helped form the City of Moorabbin and to recognise their achievements. In May 1862 the Moorabbin district, which included Sandringham, Mentone and Mordialloc was made a Road Board District, on 27 January 1871 it was made a shire and then on 29 November 1934 Moorabbin was proclaimed a City. On 15 December 1994, the City of Moorabbin was abolished, and was split three ways; Bentleigh was transferred into the newly created City of Glen Eira along with the City of Caulfield; Cheltenham was transferred to the newly created City of Bayside, along with the Cities of Brighton and Sandringham; while the bulk of the city merged with the Cities of Mordialloc, Chelsea and parts of Springvale, to become the newly created City of Kingston.A souvenir of the celebration of 100 years of self government by theearly settlers from Moorabbin Roads Board 1862 until City of Moorabbin 1934-62 A tri-fold pamphlet colour print on outside and black and white inside. Photograph - Photograph: Horse-drawn Plough at Work, 1969 Geoff Marriott ploughing in his Market Garden, 1969
Members of the Marriott family arrived in Port Phillip in 1857. However it was John and Jane Marriott who in 1876, (after toiling hard since their arrival in1871, for very little gain), first leased, then purchased in 1882, 30 acres with a four-roomed house in East Boundary Road, in the area then called East Brighton. (Now known as East Bentleigh). The land they purchased had previously been a part of the 1841 Dendy Survey. Over the following years, John and his four sons with hard work and determination became prosperous vegetable growers and purchased further land in the area. Following John's retirement and subsequent death in 1903, the land was passed to his sons, and then onto the Marriott grandchildren. The family continued to remain very prosperous and successful vegetable growers. This lovely photo of Geoff Marriott bears testament to just one of the many families steeped in the tradition of vegetable growing which significantly contributed to the prosperity of the Shire, and its subsequent development into the City of Moorabbin. The photograph of Geoff Marriott of the Marriott family represents a typical example of the MANY early market gardening families, some names less prominent, but who with their labours contributed to the prosperity and the development of the community of the Shire of Moorabbin. This group of early pioneers, over many years, were a singularly important group responsible for the growth of schools, churches, the Mechanic's Hall, and were active in local government. Photograph - Map of Dendy's Special Survey, 1852 Map of Henry Dendy's Special Survey of 1841, 19th Century
... becoming the first Local Government Authority. Col. William Mair ...A Map drawn in 1852 that shows the 5,120 acres that formed Dendy's Special Survey of 1841. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne. This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. The City of Moorabbin was the largest Municipality in Melbourne before the Amalgamation of Councils in 1994 when it was divided in the south to City of Kingston and in the north to City of Glen Eira A Photo-lithographed 1852 Map showing the 5,120 acres that formed Dendy's Special Survey of 1841. Honour Board, The Pitman Benjamin Prize for Engineering Sustainability Honour Board, c2006
The Pitman Benjamin Prize for Engineering Sustainability is awarded to the Civil Engineering student whose thesis best promotes sustainable engineering. It is awarded in memory of a Heather Pitman, the first woman to graduate in Engineering at Ballarat. The Pitman Benjamin Prize for Engineering Sustainability is sponsored by Benjamin Real Estate, and was first awarded in 2006. Heather was the first female graduate from Ballarat College of Advanced Education and obtained outstanding results. Throughout her career she worked predominantly in local government and for much of that time with the Shire of Ballarat, then the City of Ballarat. During that time she worked as a civil engineer and in planning. Heather was a trail blazer in many respects and was one of the first women to be employed into an engineering position at that time. It was not easy, and she applied for about 200 jobs before being employed by the Shire of Greensborough, north of Melbourne. In 2002 Heather Pitman was Land Development Engineer with the City of Ballarat. The following year she was the City of Ballarat's Manager, Building & Assets. Award sponsor Terry Benjamin was a great mentor of Heather’s sponsoring the award in her memory when she died suddenly at the age of 48. Honour Board, gold lettering University of Ballarat. Photographs- Kiewa Valley House (before and after extensions) & Tawonga District General Hospital- Set of 6 colour photographs
The establishment of Kiewa Valley House, was a significant victory for residents and senior citizens in the Kiewa Valley district. Plans were laid in the mid 1970’s and a proposal was formulated for a 12 bed unit nursing home to be attached to the Tawonga District General Hospital. The need for an aged care facility in Mount Beauty was prompted by recognition of the high ratio of senior citizens residing in the area. At the time residents had to travel to Beechworth, Wangaratta or Wodonga for care. On June 6th, 1980, an appeal to finance a 12 bed nursing wing was launched at a public meeting in Mount Beauty The Hospital and Charities Commission’s development board finally approved the application for government funds to build the 12 bed nursing home in early 1981. The official opening of the nursing home was on March 6th, 1985. Opening of the lounge extensions occurred in May, 1993 Many local residents have taken advantage of facilities at Kiewa Valley House when they became unable to manage independently in their own homes. This has meant they did not have to face the stress of leaving the area and being separated from their local family and friends. Many SEC workers and their families have been residents of Kiewa Valley House over the years.Set of 6 colour photographs of Kiewa Valley House and original Tawonga District General Hospital in Mt Beauty 1 Kiewa Valley House, before extensions, with old weatherboard hospital in background 2 & 3 Official opening of Kiewa Valley House. 4 & 5 Gardens between Kiewa Valley House and Hospital 5. Orbost & District Historical Society
black / white photograph, first half 20th century
This is a photograph of some of the Orbost Shire councillors standing outside their council chambers. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council. A black / white photograph of a group of men standing in front of an open door of a brick building. Local government for the area began on 28th May 1860 when the BRAYBROOK ROAD BOARD DISTRICT was proclaimed, however this authority was soon superseded on 23rd January 1871 when the SHIRE OF BRAYBROOK came into existence. The Shire of Braybrook continued as the local government authority for the district until the CITY OF SUNSHINE was proclaimed in 1951. This Honour Board was unveiled on Monday 18th March 1940 at 8:30 p.m., and was hung in the Council Chamber, at the Shire of Braybrook Hall, Sunshine. The Honour Board is a historical record of the people who served as heads of local government in the district from 1860 to 1950.Large brown stained wooden structure comprised of two board sections positioned side by side to make one display board. Plaque, A. H. Walker, COAT OF ARMS - Shire of Braybrook Victoria, Unknown date of manufacture
From around circa 1850 Braybrook was already well established and became a staging point for prospectors on their way to the diggings. Local government for this rural area to the west of Melbourne came when the BRAYBROOK ROAD DISTRICT was proclaimed on 28 May 1860. This authority was superseded on 23 January 1871 with the formation of the SHIRE OF BRAYBROOK. The Shire of Braybrook existed for about 80 years during which time it experienced significant industrial growth. The Shire of Braybrook ceased to exist in 1951 when the CITY OF SUNSHINE was formed. The Coat of Arms informs the observer that the Shire of Braybrook was initially a rural area with its images of a cow, sheep, and hay. The reference to industry however probably does not indicate adequately the large growth in industrial activity that occurred within the Shire. Circular board of Masonite painted by A. H. Walker which is a true depiction of the Coat of Arms for the Shire of Braybrook. It is mainly blue, yellow and red coloured with black writing, and has images of a cow, sheep, and hay, and also indicates a reference to industry.Shire of Braybrook Victoria / Dieu Et Mon Droit / By Industry / A. Parliament of Victoria
Portrait of Sir James Patterson, Coutts, Gordon 1865-1938, Premier James Patterson, 1893
Premier 23rd January 1893 – 27th September 1894. Born in Alnwick, England, Sir James Patterson (1833-1895) migrated to Victoria in 1852 to try his luck on the goldfields. After little success he turned his hand to farming, and later operated a slaughter yard at Chewton. Patterson served on the Chewton local council, being elected mayor four times before moving with his wife Anna and family to Melbourne in 1870. Patterson established a real estate business, and after two unsuccessful attempts to enter parliament in 1866 and 1868, he won the by election for Castlemaine in the Legislative Assembly in December 1870. He would hold this seat until his death 25 years later. Patterson served in Sir Graham Berry’s brief August to October 1875 government as Commissioner of Public Works and Vice-President of Board and Land Works. He repeated these roles two years later in Berry’s second government and additionally served as Postmaster-General, and in Berry’s third government was Commissioner of Railways and again Vice-President of the Board of Land and Works. In April 1889 after a time in Opposition, Patterson became Commissioner for Trade and Customs in Duncan Gillies’ Government. The following year he returned to the familiar positions of Public Works, Board of Land and Words and Postmaster-General. By 1891 Patterson was leader of the opposition, and when William Shiels’ government succumbed to a motion of no confidence, led by Patterson, he became premier on the 23rd of January 1893. During his premiership, James Patterson was also Chief Secretary and Minister for Railways. His term as premier coincided with a period of severe economic depression, and his enforced economies earned Patterson few public admirers. In May 1893 his government attempted to prevent a run on bank withdrawals and stabilise the sector, by declaring a 5 day 'bank holiday'. Patterson was awarded a knighthood in May 1894, however this did not increase public confidence in his government who were not returned to power in the August 1894 election. Again leader of the opposition, James Patterson died suddenly of influenza on the 30 of October 1895.This portrait was presented to Sir James Patterson by 'grateful citizens of Victoria' in appreciation of his services during the land boom depression. In 1929 the painting was donated to the Victorian Parliamentary Library by H. Lavinia Patterson, the wife of Sir James Patterson's nephew Colonel George Patterson.Oil on canvas, framed. Frame: ornate wood, gesso mouldings, unglazed. Signed on bottom right corner "G. Coutts" Stamped inscription along inner edge of canvas: "WINSOR AND NEWTON". Boyd argues that the Australian cultural split between what he perceives to be cultured tastes and artistic achievements and the tastes of ordinary Australians is wider and more polarised than in other countries. He derides commercial radio, popular women's magazines, public commercial streets etc - elements of the Australian ugliness. He praises the growth of local contemporary art, literary magazines and architecture, whilst calling for the development of community pride amongst leaders of commerce and industry, and government control of the ugliness of popular culture. Document (item) - Invitation to the Official Opening of the Upper Yarra Reservoir, Melbourne and Metropolitan Board of Works, 1957
The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. As a continuous record, ranging across most decades of the Twentieth Century, they reveal changing tastes in design, values and relationships in the history of local government in Victoria.THE CHAIRMEN AND COMMISSIONERS / OF THE MELBOURNE AND METROPOLITAN BOARD OF WORKS / REQUEST THE / PLEASURE OF THE COMPANY OF / Mr W D Birrell / AT THE / OPENING OF THE UPPER YARRA RESERVOIR / BY HIS EXCELLENCY THE GOVERNOR OF VICTORIA / GENERAL SIR DALLAS BROOKS KCB KCMG KCVO DSO KStJ / ON TUESDAY, 26TH NOVEMBER, 1957, AT 2 O'CLOCK P.M. / RSVP TO THE SECRETARY, 110 SPENCER STREET, MELBOURNE, C1, BEFORE 8TH NOVEMBER, 1957civic invitations -- kew (vic), melbourne & metropolitan board of works, upper yarra reservoir
