The Shire of Eltham Office was constructed in the late 1960s on the original site of Shillinglaw Cottage. Upon cessation of the Shire as a local government body following dismissal of councils by the Kennett Liberal Government in December 1994, the new Nillumbik Shire offices were located in Civic Drive, Greensborough. The Shire of Eltham office building was demolished and the site has remained vacant ever since. The three pine trees which featured in front of Shillinglaw Cottage and then the Shire of Eltham Offices remain standing on the vacant site as of 2017. Saucer Ceramic, from 1921 to 1961
This item was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electricity Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC(Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants or English and European specialist. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic saucer (tea /coffee). It is made in England and is of strong and durable ceramic. The bottom cup indent is for either tea or coffee cups of a similar ceramic structure. The 5mm thickness of the ceramic suggests this saucer belongs to a commercial kitchen environment and not domestic. The indent bottom of the saucer is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (worker's mess). Medal, King George VI Coronation Medal
The King George VI Coronation Medal was a commemorative medal made to celebrate the coronation of King George VI and Queen Elizabeth. For Coronation and Jubilee medals, the practice up until 1977 was that United Kingdom authorities decided on a total number to be produced, then allocated a proportion to each of the Commonwealth countries and Crown dependencies and possessions. The award of the medals was then at the discretion of the local government authority, who were free to decide who got a medal and why. A total of 90,279 medals were issued, including 6,887 to Australians 10,089 to CanadiansObject is a miniature. Description of full size medal: A circular, silver medal, 1.25 inches in diameter. Featured on the obverse are the conjoined effigies of King George VI and Queen Elizabeth, crowned and robed, facing left. The rim is not raised on this medal and there is no legend. The Royal Cypher GRI appears on the reverse, surmounted by a large crown, with the inscription CROWNED / 12 May 1937 below the Royal Cypher in tow lines. Around the rim of the medal is the inscription: GEORGE VI QVEEN ELIZABETH (a V in Queen rather than a U). The garter-blue ribbon is 1.25 inches (32 mm) wide; with a narrow (0.25 inch) band consisting of three equal widths of white, red, and white, at each edge.nil -

Wingrove Cottage is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was also used as the office of the Eltham District Road Board and Council for many years . One of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. Wingrove Cottage is considered historically significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' This ledger was used by the Shire of Orbost from 1906 to 1910. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. In Australian suburbs and rural towns where the sewer wasn't connected, people usually had an outside toilet. The toilet seat was made of a plank of wood secured at its ends to the walls of the building with a large round hole in the middle. Underneath was the removable sanitary pan and on a regular basis, usually weekly, the full pan was taken away and replaced with an empty one. This was the job of the sanitary carter. the sanitary depot was in Martins Lane, Orbost Development of the Orbost Wastewater Treatment Facility began in the 1960’s with the construction of four treatment lagoons. Shortly after the construction of the lagoons the sewerage system was installed throughout Orbost.This item is a record of accounting for the local government. The collection of sanitary pans was a necessary service before the Orbost township was had its own wastewater treatment facility.A large register of pan fees for the Shire of Orbost. Equipment - Line throwing pistol, 1925-1945
This is a SPRA, or Schermuly’s Pistol Rocket Apparatus. The large firearm type pistol would have been used to throw a line between ships, usually in the event of saving lives. The line throwing pistol consists of a long barrel with handle attached, a pistol grip and trigger, which fires a short blank cartridge. Accessories for the pistol included: flares, 12 gauge adaptor (to shoot 12 gauge flares), a wood plunger, and boxes of faked line. The stamp on the handle, Crown over "NP" is a Birmingham Proof House mark that dates the pistol between 1904 and 1954. However Schermuly's line throwing pistol was invented in the 192s and used on British Naval Ships from 1929. The serial number '22507' is only 806 numbers later than one on sale as a British Military WWII issue SRPA '21701'. This pistol appears to be made 125-1945. The apparatus was used as a life saving device for crew and passengers on vessels in distress that were only a few hundred metres from shore, often eliminating the need to launch a boat and risk lives to go out to the vessel in dangerous conditions. It could also be used from ship to ship rescue. The pistol would launch a line from shore to the vessel. The line would be attached to the vessel, then shore crew would send out equipment, including a breeches buoy, in which the stranded people could be pulled to shore. It has saved many lives at sea. The cartridge is loaded into the breech of the pistol and the rocket is inserted into the muzzle. On pulling the trigger, the gases generated by the fired cartridge eject the rocket on its correct line of flight, and at the same time, burst through the waterproof disc and ignite the propellant mixture, which carries the rocket and line on the remainder of the flight. The rocket consists of a weldless steel case filled with propellant mixture sealed in by a waterproof disc. Fixed to the rocket case is a direction bridle, to the end of which a short length of flexible steel wire is attached, this in turn being connected to the end of the line to be thrown. A complete rocket set, or line throwing kit. would include a wood carrying case, two coils of faked line in separate compartments, three rockets and a can of six cartridges. William Schermuly (1857 – 1929) - Founder of the Schermuly business. In 1897 he invented a trough-fired, line throwing apparatus. In 1920 he and his third son, Alfred James Schermuly, invented the pistol rocket apparatus and promoted this overseas during the 1920s. The system was approved by the British Navy in 1929 through an Act of Parliament, which made it compulsory for ships over 500 tons to carry this equipment. The company, Schermuly Pistol Rocket Apparatus Ltd., grew quickly during and after World War II but business eased off during the 1970s before it eventually closed in the 1990s. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. This line-throwing pistol is part of he Rocket Launching Equipment used to perform life-saving rescue at sea from the 1920s. It is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Equipment - Rocket set, John Dennett, ca. 1860s
This rescue line-throwing rocket set was made for the Dennett rocket system, which was used by the Rocket Rescue crews in South West Victoria from around the 1860s to the 1890s. John Dennett - John Dennett was from Carisbrooke, in the Ilse of Wight, UK. In 1826 he invented, patented and demonstrated an improved method of rocket powered, line firing rescue equipment for saving lives. The rockets had a longer range than the mortars being used, they were lighter, needed less preparation time, only needed one line for repeated shots, and fewer people were needed to move the equipment. Very favourable reports of Dennett’s rockets were received by those in charge of His Majesty’s Naval and Military services. In 1832, Dennett’s rocket-thrown line was sent out to the wreck of the ‘Bainbridge’, and was responsible for nineteen survivors coming ashore in two boatloads, along the fired line. Dennett’s rocket received national fame, and a one-year contract to supply rockets to the Coastguards. He became known as ‘Rocket Man’ and his rockets were used in rescues at least until 1890, when his son Horatio was running the business. A rocket weighing 23 lb would have a range of about 250 yards (228 metres), on average. Rocket Rescue Method - The first use of a lifesaving rocket rescue system is often credited to Captain Manby and his invention of a life mortar, first used in 1808 to fire a line onto a ship to rescue lives. Henry Trengrouse’s invention of 1820 was the first to use a sky rocket’s power to throw a line, and his invention included a chair for carrying the shipwrecked victims to shore. In 1832 John Dennett invented a rocket specifically for shore to ship rescue. It had an iron case and an 8 foot pole attached and could shoot the line as far as 250 yards (about 230 metres). From the 1860s the rocket rescue apparatus was in use. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Schermuly invented the line-throwing pistol around 1920, which used a small cartridge to fire the rocket. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. The British Board of Trade published instructions in 1850 for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. A tally board was then sent out with instructions in four languages. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the buoy to and from the vessel, rescuing the stranded crew one at a time. The rocket system could also be used from one ship to another.The Dennett rocket set is quite rare - there are not many examples in existence and little information is available. This Dennett's rocket set is significant for its connection with local history, maritime history and marine technology. The wooden rocket shafts are octagonal, with a metal sheath at the ends, carved elongated slots towards each end, and a scribed channel above the black foot. The rocket head toting boxes are thick timber, covered in fabric and painted black. They have a hinged wooden lid that slants downwards from back to front, and a metal closure. Small deliberate holes, in groups of four, on the box’s sides, indicate missing attachments, likely to have been handles. Equipment - Rocket Launcher, John Dennett, 1860s
This rocket launching machine is used in conjunction with the Dennett Rocket Set. Both are part of the rocket rescue equipment that launches the line-throwing rescue rockets. A light line is threaded through the carved holes in the 8 foot long shaft and attached to the scribed channel at the base of the shaft. The rocket head is fitted to the shaft and inserted into the machine. The machine is set at an angle determined by the person in charge of the rescue crew, and the legs and base of the machine are adjusted accordingly with the use of the quadrant, or protractor, and plumb-bob on the side of the machine. The rocket is then ignited and fired across the vessel in distress. John Dennett - John Dennett was from Carisbrooke, in the Ilse of Wight, UK. In 1826 he invented, patented and demonstrated an improved method of rocket powered, line firing rescue equipment for saving lives. The rockets had a longer range than the mortars being used, they were lighter, needed less preparation time, only needed one line for repeated shots, and fewer people were needed to move the equipment. Very favourable reports of Dennett’s rockets were received by those in charge of His Majesty’s Naval and Military services. In 1832, Dennett’s rocket-thrown line was sent out to the wreck of the ‘Bainbridge’, and was responsible for nineteen survivors coming ashore in two boatloads, along the fired line. Dennett’s rocket received national fame, and a one-year contract to supply rockets to the Coastguards. He became known as ‘Rocket Man’ and his rockets were used in rescues at least until 1890, when his son Horatio was running the business. A rocket weighing 23 lb would have a range of about 250 yards (228 metres), on average. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. This hand barrow, sometimes called a Welsh hand barrow, was used to transport a load of marine rescue equipment from the beach cart to the rescue site, particularly over hilly, uneven or rough terrain. Hand barrows were in common use in the 19th century. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest them. The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This photograph is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. The horizontal water canteen has been carefully designed to fit snugly on the hip when worn with the straps diagonally across the body. This drawstring canvas bag is amongst the Rocket Rescue equipment. It could have been used to carry equipment, clothing or provisions between the crew on the shore and the victims of a shipwreck or other rescue need. It could be worn on the shoulder or as a backpack or winched out to a vessel on the block and pulley system. The strong canvas could be weatherproof and waterproof to a large extent, provided the drawstring was pulled tight. In the early 1870s Colonel Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a lightweight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part of the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. Beach apparatus equipment - In the mid-1800s the equipment could include a line throwing set, coiled line in a wooden carrying case, rockets, cartridges, breeches buoy, hawser and traveller block, line-throwing pistol, beach cart, hand barrow, sand anchor, crotch pole, and tools such as spade, pick, mallet and hawser cutter. Around the 1860s Warrnambool had a Rocket House installed beside the Harbour. This canvas bag is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. "Edenkillie" was the home of Frederick Jowett, Caulfield's shire secretary and town clerk from 1887 to 1921. The Outer Circle Railway's Oakleigh section opened 1890 and closed 1895. Victorian Heritage database (as of 26/10/2021) HO45 Edenkillie https://vhd.heritagecouncil.vic.gov.au/places/35545 "Edenkillie" at 37 Neerim Road, Glenhuntly, is a substantial two storeyed polychrome brick villa, built for Frederick Jowett, municipal secretary, in 1890. It has aesthetic, historical and social significance. "Edenkillie's" aesthetic value derives from its survival as a substantially intact example of a common villa form expressed in polychrome brickwork. Its historical significance lies in its association with Frederick Jowett, Shire of Caulfield secretary and town clerk for over three decades. Letter - Rosstown Railway
... Local Government Local Officials and Employees Parks ...This file contains two items: 1/A group of eight letters, predominantly between Hon. Secretary of Caulfield Historical Society R. Ballantyne and members of the Caulfield City Council written between 1981 and 1983, regarding the installation of a plaque in commemoration of the centenary of the Rosstown Railway. The first two letters are handwritten from R. Ballantyne to G. Calder and Carol Camy, dated 01/06/1981 and 22/02/1982. The letter to G. Calder supports a suggestion in the May edition of the CAULFIELD CONTACT for the installation of a plaque in celebration of the centenary of the Rosstown Railway, suggesting a potential site for another plaque on Curraweena Road. The letter to Carol Harry discusses the costing of the plague and a possible contribution towards this cost from the Caulfield Historical Society. The letter appears to be incomplete, having no sign off from the author. Attached to the letter is what appears to be a suggestion for the inscription of the plaque. The letters addressed to R. Ballantyne are typed and dated 12/06/1981, 24/06/1981, 14/07/19891, 17/12/1981 and 08/09/1983, from A. Craig and D.B. Hogan on behalf of City Manager G.K. Calder and City Liason Officer Carol Harry. All letters concern the commemorative plaque, with these from Carol Harry including handwritten notes which appear to be in R. Ballantyne’s handwriting. The final letter is from Mayoral Secretary Norma Polglase to Miss B. Snowball, dated 23/08/1983, inviting her to attend the unveiling of the plaque. Also included in the item are Council Committee Meeting minutes, dated 16/05/1981, broaching the subject of installing the plaque in Koornang Road. 2/Four colour photographs and two black and white copies of one of the photographs, all dated 18/09/1983 and showing the opening of the commemorative plaque in Marrara Gardens. Two photographs picture Mayor Brian Rudski and City Manager Graham Calder with a crowd of unidentified people present. One photograph and both copies are of the inscription on the plaque, with the wording identical to that of the handwritten note by R. Six items pertaining to Glen Eira Residents Asssociation Inc. 1/Two copies of the minutes of a Committee Meeting of Glen Eira Residents Association Inc., held on 04/12/2001. The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Details both routine items and more specific matters of discussion, such as inappropriate charges on the part of the Glen Eira City Council and the proposed inception of a questionnaire to evaluate local residents’ opinion of the Council. 5/A booklet announcing the 07/10/2010 Annual General Meeting of Glen Eira Residents’ Association Inc. at St. John’s Uniting Church, Elsternwick. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. Plan, Sulieman Pasha Co Plan Transverse Section
The Sulieman Pasha is possibly named after the most important Sultan of the Ottoman Empire, Suleiman One, or Suleiman the Magnificent, when the Ottoman Empire was at its peak. Or potentially a number of Ottoman governors, statesmen and military commanders with the same name after, however the spelling is slightly different to the mine name. No Turkish connection was found relating to the formation of the company, and remains unconfirmed. The mine operated from two shafts; No. 1 near the corner of Humffray and Mair streets, and also near where the Welcome Nugget (2217 ounces) was found years earlier; and the controversial No. 2 shaft several blocks south bordering the northern side of the main highway through Ballarat. The company produced 62 666 ounces of gold, the twelfth highest quartz reef gold production for any mine on the Ballarat goldfield. Some crushing figure examples are January-June 1881: 3674 tonnes 1085 ounces; January-June 1885: 2949 tonnes 1281 ounces; July-December 1885: 4459 tonnes 1119 ounces; January-June 1887: 1869 tonnes 730 ounces; July-December 1892: 1450 tonnes 771 ounces; July-December 1896: 4365 tonnes 1372 ounces. Like many mines in the area, gold grades were low. John Watson was noted as mine manager in the 1880s, and John Williams 1890s. The company was re-organised twice increasing the number of shares from 4000 to 24 000, and increasing the capital available. The Sulieman Pasha Company was formed in 1878. David Fitzpatrick was given the honour of turning the first sod of both the No.1 and later No. 2 shafts. The first dividend was given to shareholders in July 1881. The company obtained a prospecting vote (government grant) to start, and was very proud to be the first Victorian gold mining company to pay the funds back to the government. The event was marked by a lavish banquet laid out for ministers and government officials by the company. Leases were purchased to the south in 1885 to the Llanberris Mine boundary, after poor results began accumulating from the small No. 1 shaft. To take advantage of this new land the company planned to sink a second shaft. Initially this was to take place on government land, but the uproar from nearby residents caused the company to purchase land along the Main Road (now Western Highway), and the old Yarrowee Hotel which had occupied the site since the alluvial digger days of the 1850's was demolished. The area had since those days become heavily occupied with a number of shops, houses, a post office, church and two schools in the immediate area. The thought of an underground mine next door drew considerable opposition. The company (before the days of public relations departments) wrote 'most people would have thought that progress as vital as mining would be supported by tradesmen whose business rely on the mining industry. It seems when it comes to mining they are bereft of their senses, and considering the low ebb of mining in Ballarat East, the action of our opponents are unaccountable. (Sarcastically) There are certain engineering difficulties in moving the quartz reefs to a new location, but if we could to appease our opponents we would'. The company also wanted to take over 4 acres of the St Paul's school oval for machinery, but accused the St Paul's Church of wanting extortionate amounts of money upfront, and on a yearly basis for the privilege. It stated the church could not be opposed to mining when several years earlier it had formed its own company to mine the land, only for shareholders to lose their money. In 1886, the company approached the Minister for Mines, and attended heated public meetings on the matter. The local residents, shop owners, and church submitted a 60 person petition to the local council and government authorities. They stated the shaft contravened the mining statutes, which stating no mining could take place within 150 yards of a public building or church. A speech by a resident stated 'mining always comes with glorious pictures of the great benefits which would accrue all parties concerned if their request is granted, but if property is destroyed or depreciated in value, no-one then comes forward and compensates them'. The No. 2 shaft was approved including taking over part of the school oval. In 1888, workers at the company's No. 2 shaft went on strike to try and bring their wages in line with other mines in the district (the No. 1 shaft was operated by tributers). William Madden (26) was killed from a fall of earth underground the same year, while a year later his father John Madden (70) was similarly killed in the Madame Berry Mine elsewhere in the district. In 1897 as the amount of gold being found fell away, it came to light part of the deal to purchase the Yarrowee Hotel site was a 5% royalty on gold found. Shareholders could not understand why they were paying a royalty to the former owners of the property. The mine closed in 1898 due to a lack of gold. In 1902 a boy (age unknown) called Charles Lee was killed from a fractured skull while working to dismantle the Sulieman Pasha plant. The fuss over the No. 2 shaft had a sequel. On the company winding up, the land was purchased by J.S. Trethowan who built a house next to the shaft. In 1907, the shaft caved-in creating a sinkhole immediately at the back of the house. A Mr Chamberlain heard a deep rumbling sound at 5am, and looked out the window to see his fowl house and thirteen chickens disappear down an expanding hole. He then went back to bed, and called the police later in the day. The shaft was 1050 feet deep, and the hole at the surface that developed was 20 feet by 17 feet across, and 20 feet depth. In 1930 it is reported a syndicate had been formed to clean out the old shaft, and re-open the mine. It is assumed this was the No. 1 shaft but no more was found. Honour Board, The Pitman Benjamin Prize for Engineering Sustainability Honour Board, c2006
The Pitman Benjamin Prize for Engineering Sustainability is awarded to the Civil Engineering student whose thesis best promotes sustainable engineering. It is awarded in memory of a Heather Pitman, the first woman to graduate in Engineering at Ballarat. The Pitman Benjamin Prize for Engineering Sustainability is sponsored by Benjamin Real Estate, and was first awarded in 2006. Heather was the first female graduate from Ballarat College of Advanced Education and obtained outstanding results. Throughout her career she worked predominantly in local government and for much of that time with the Shire of Ballarat, then the City of Ballarat. During that time she worked as a civil engineer and in planning. Heather was a trail blazer in many respects and was one of the first women to be employed into an engineering position at that time. It was not easy, and she applied for about 200 jobs before being employed by the Shire of Greensborough, north of Melbourne. In 2002 Heather Pitman was Land Development Engineer with the City of Ballarat. The following year she was the City of Ballarat's Manager, Building & Assets.
