Certificate, Ballarat School of Mines Endowment Plantation, Nerrina Covenant, c1958, c1958
Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. It was administered by the Education Department with technical supervision by the Commission. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. The Ballarat School of Mines opened in the former Ballarat Circuit Court House in 1870. The court house was demolished in 1915 to make way for the Ballarat Technical Art School. Legal record - WES HARRY COLLECTION: THREE MINER'S RIGHT / RESIDENCY PERMITS
The Miner’s Right has a long history in Australia. Still in use today, it was first established in Victoria in 1855, as a replacement for the Gold License (which had been introduced in Victoria in 1851). The Miner’s Right was subsequently adopted by other Australian colonies. Unlike the Gold License, the early Miner’s Right, in addition to the right to prospect for gold, also carried with it certain other advantages, such as property rights and voting rights. Document - ALBERT RICHARDSON COLLECTION: CARLISLE UNITED MINE GARDEN GULLY LINE
Eight page handwritten document with details of the Carlisle United Gold Mine at Long Gully. The lease was 76 acres, 660 yards on line of reef. The Kent shaft was the next mine north Havilah Road, Boldt Street's corner. 'The Carlisle United was formed by the amalgamation of ttte companies, the Old Carlisle, the North Garden and the Passby. These mines were situated on the west side of Bennett Street in about a length of a few hundred feet, with the Passby on the Casley Street corner. And the old Carlisle and North Garden only recently being unearthed beneath the Unity, 'Carlisle' sand heap.' Details about the mining plant, the main shaft, the winding engine air compressor, stone crusher, and engine house are given. The Kent shaft and steel poppet legs are described.
