Lists the rank and file committee - see key associations. Latham’s frustrations were shared by several would-be heroes in Victoria. In 1977 Paul Krutulis gained an exemption from union membership from the Arbitration Commission as a conscientious objector, only to find that tramway workers at Kew planned to stop work as soon as he appeared. Commissioner Cohen then recommended his dismissal, saying she “had to deal with the reality of the situation.” Krutulis later became president of a group called People Against Communism, before being murdered in September. Thus Krutulis departed the scene to be followed in early 1978 by motor mechanic Jack Kane, who had crossed a picket line at a Melbourne City Council depot. The AMWU forced the Council to sack him before it would end the strike. In September of the same year, Barbara Biggs succeeded in provoking a confrontation in the tramways where Krutulis had failed, by refusing to join the union and prompting 100 unionists at Brunswick depot to go on strike. The union executive had arranged token action confined to this depot, but the members wanted more. The strike spread to Preston, then 2,000 trammies at a mass meeting voted for an indefinite strike amidst “rowdy outbursts”. When Biggs complained at being excluded from the meeting a conductress told her, “We should have let you in, love. A souvenir of the opening of the New Studios and Offices of Central Victoria Broadcasters Pty Ltd. March 2nd, 1956. Established 1956, offices in Burke Street, opening coincides with the stations 21st birthday, March 2 for the former celebration, October 26 for the latter. Coverage included Bendigo, Ballarat, Daylesford, Castlemaine and Maryborough. 3CV plays active part in assisting charities and hospitals at Maryborough, Daylesford, Maldon and Dunolly. Active Women's Radio Club with branches in country centres adds strength to station's charitable efforts. Opening 3CV's new premises will widen the scope of the station's charitable efforts, and stronger link with Australian Commercial Broadcasting stations. Coal fields at Wonthaggi. 1917 a public meeting was convened in an effort to stem the tide of adversity. Mayor George Frost, M.L.A., decision to form a Progress Association, a policy of secondary industry was decided upon and committees were appointed, James L Drew much credit is due. Maryborough's move for rejuvenation was revolutionary, because apart from Ballarat, Bendigo and Geelong, it was regarded as so much presumption that industry could be expected to function with success in a country town. Governments were unsympathetic. Maryborough & district people showed determination to succeed and their faith in their town. Employment and economic security provided by the industries outweighed the debt. Maryborough's general position is that it is no longer dependent upon one particular phase of activity. The first of the industries to be formed in 1918 was the Butter Factory. The nearer dairy companies did not take kindly to the prospect of another opposition company taking supplies from their districts, and in the first few years of establishment completion made the going hard for the management. But adopting a conservative policy and placing all profits to reserve I the first six years of operation headway was gradually made. Thus it was a red letter day for the company in 1925 when the first dividend of 5 percent was paid.1955 dividend of 10 per cent. Operating it's own trucks the dairy serviced local dairymen up to 40 miles. Maryborough Knitting mills est. 1923, having transferred from Clunes. Out bid Ballarat and Bendigo to the industry. The mill has what is probably the largest circular underwear plant in the Commonwealth, which is conservatively valued at 198,913 pounds. It produces between four and five million garments each year, worth over one million pounds. The company has established subsidiary mills at Dunolly, Talbot and Avoca. The company also assisted in the establishment of the Interknit Hosiery Co. Ltd., Clunes. The Maryborough Flour Mills is the second oldest of Mayborough's industries. It was built by Mr Cadwallader over 70 years ago. It was later sold to Mr. A Land and then to Jas. Minifie & Co. It had a somewhat 'in-and -out' existence until purchased in 1923 by Messrs. Willersdorf and Forbes, of Eddington. In 1939 the firm began to build silos for the storage of bulk wheat and the present storage capacity is 100,000 bushels. 1944 power was changed from steam to electricity. The mill has an out put of 20 sacks an hour. 1938 a chaff mill was built, and now is regarded as one of the best in Victoria. Its output in one year of approximately 6,800 tons is a State record for a single cutter. During this 30 year period Patience and Nicholson Limited has grown with Maryborough and is now one of the major key industries of Australia. The P&N brand covers precision tools - taps, dies and twist drills - indispensable to the country's economy, and quality is acknowledged equally by an air craft factory in Canada, a dockyard in Thailand, a railway workshop in New Zealand, no less than by our own Australian industries. Maryborough can be proud of the part played by P&N in war when, geared to the needs of the times, it poured countless millions of tools into defence factories and to the armed forces of the Allies, and now in peace when it is providing, hydro-electric undertakings and the manufacture of cars and tractors. From 1858, W Phelan & Sons Pty Ltd has made phenomenal and spectacular growth, becoming incorporated as a private company in 1929. It is without doubt the greatest private development in the history of Maryborough. 1940 joinery manufacture was commenced. Flagstaff Hill Maritime Museum and VillageTool - Wood moulding plane, John Partridge, 1815-1851
Not much is known of John Partridge other than he operated his business of making wood planes and other edged woodworking tools in Birmingham. The Birmingham General Directory of the borough of Birmingham businesses of 1849 has him listed as a "Plane/iron maker" however he was probably making planes from around 1815. Birth and death records indicate he was born in 1797 in West Bromwich, Staffordshire England and that he died in 1851. His wife Sarah Nee Ashton he married at Harborne Staffordshire in 1822 and she also died in 1851, it appears they were survived by three children, John born 1826, Sarah 1835, and William 1838. John Partridge tools are now collector's items and represent a time in history when tools of all kinds were predominately still being made by hand in small family workshops. This was during a time known as the first industrial revolution, a time that was regarded as a transition period in history to new manufacturing processes that were occurring in Europe and the United States. A period of industrial change that began about 1760 and lasted until sometime between 1820 to 1840.Moulding plane Side Bead - Single Box type. Mt Beauty Camp- The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. Bogong Camp - In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Both Bogong Village and Mt Beauty were developed to accommodate workmen on the Kiewa Hydro Electric Scheme but have since become centres for tourism and a range of outdoor activities.1. Eltham District Historical Society IncDocument - Sales Brochure, Dallas Price Homes Pty Ltd, Eltham Hub: A Unique New Entry To Eltham's Town Centre; the facts about this multi purpose development, 1996
Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. On August 12, 1902, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented it is made known that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he was unable to secure at Eltham a suitable house in which to carry on his business, but he was building a place near the railway station which he expected to be done in about three weeks time, at which time he would give up possession of the bakery. Mr Smallman informed the defendant, Luther Haley, that he would have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction refered to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. In June 2024 Annie Hackrath shared a memory of living in the old bakery: "My husband and I lived in the old bakery for 18 months in 1978-9 , husband Geoff used the old bakery out the back as a wood workshop, making turnery and handcrafted furniture. The front shop was operated as a “sometimes” art gallery which we called “Gouge and Grain”. There were old sheds against the back fence which we thought were probably stables from the bakery days. Lovely memories of the old place which had so much character and seemed to attract a multitude of interesting creative people! A River of Life: Eltham Peace Banner 1986 The Hiroshima Day Banner was conceived by Shire of Eltham Artist in Residence, Jacky Talbot and a number of other Eltham women as part of the “As We Are” community banner project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The group promoted it at the new Community Notice Board (Arthur Street and Main Road) on Hiroshima Day (August 6) and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. A River of Life: Eltham Peace Banner 1986 The Hiroshima Day Banner was conceived by Shire of Eltham Artist in Residence, Jacky Talbot and a number of other Eltham women as part of the “As We Are” community banner project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. One of the creators, Joan Maclagan, further gave expression in verse – Banner for Peace The 'River of Life' with about 30 other banners went on display in the “As We Are” exhibition held at the Eltham Community Centre on 9 October 1986, previewed by the Member for Greensborough, Ms Pauline Toner, and Eltham Shire President, Mr Bob Manuell. The full display continued in Woolworths (now Coles) Arcade. Series consists of a large collection (over 1150) of negatives of scenes, activities and staff of the Shire of Eltham. Many of the films were taken for publicity purposes and necessarily cover a broad range of topics. The films or individual strips have been organised into Scenes, Activities and Staff groupings, however there are many overlaps. 1) Scenes includes: Parks and Roads including Alistair Knox Park, Tree Planting, Trees and Flowers, general Shire Scenes. River of Life and Hiroshima Day Banners The River of Life and Hiroshima Day banners were specific peace projects initiated by the CAO and taken up by Eltham Living & Learning Centre and funded by the Victorian Peace Secretariat for IYP. The project was transferred from the Centre to Tracey as part of her artist in the community portfolio. Tracey, as CAO, employed Jacky Talbot, who was not familiar with Eltham but was an experienced community arts worker personally interested in textiles and peace. The project was publicised and a peace banner group formed. Only two of the women knew each other. They had come together from a need to do something for peace, rather than to learn about textiles. Jacky Talbot shared Elizabeth Savage's approach to the banner. She was not 'a peace-expert' and did not want to be seen as such by the group. Like Elizabeth Savage she wanted to encourage an expression of peace as it was perceived by the group. Jacky showed slides of peace images and peace banners. Textile workshops were interspersed with discussions about peace, one of which was led by a local People for Nuclear Disarmament member. The idea for the banner occurred during one of these discussions. One of the women began to talk about feeling like a drop of water lost in the river of life - yet rivers were made of countless droplets which, when joined together, became the powerful force of the river. This group quickly established a commitment, not only to peace, but to the group itself, and this has continued beyond the project. The women, as is the case with many of the groups in the Banner Project, were really surprised at their increasing textile skills and self-confidence. But they were more concerned with their commitment to peace. Each is continuing to find ways in which she can continue to work for peace, and activities are undertaken on a group basis as well. The decision to participate in the group based activities is up to each woman as the time arises. The banner and some members of the group have now participated in the Peace Boogie at the World Trade Centre, the Peace Arts Conference organised by Art Action for Peace, Melbourne City Council's Peace Vigil weekend, Women's Precious Things for Peace Day exhibition and the banner was ' hung at the Footscray Community Arts Centre when the other textile peace mural Jacky co-ordinated was opened. One woman wrote a poem about the project and peace; others have sent telegrams and letters to politicians about peace. A great deal of information about peace and other activities, articles, books, media programs were circulated amongst the group. The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone.
