Morgan Bevan John was a president of the Ballarat School of Mines for many years. In 2014 the building was used for Ceramics and 3D Art, other former uses now being carried out in the Skills Centre. The M.B. John Trade–Art building (Albert Street front) of SMB was officially opened by the Hon. John Cain, Premier of Victoria, in the presence of Morgan B. John. The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. These images were hung in the corridor of the University of Ballarat School of Education (Mount Helen). It most probably dates from around the time of the transfer of the College. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. This Japanese journal features a photographic article on Boyd's Walsh Street home. It was written by a Japanese architecture student who visited Walsh Street with a group of 6 such students in 1961. A translation of the text follows. ________________________________________________________ "An Architect’s House in Melbourne, Australia Author: Tamon Okubo This house was built by architect Robin Boyd as an experimental work. Although in a residential area of Melbourne, the site is a 40 x 126 ft rectangle in a corner of a former park with high rise buildings on either side. Due to its location, the design focuses on protecting the privacy of the house from the outside and on the composition of the interior space, creating a somehow introverted plan. However, the interior is not completely closed from the outside; it is cleverly designed to provide both views of the rooves of nearby houses as well as the mountains in the distance. Firstly, the couple’s room and the children’s rooms are in separate buildings. These two independent structures are connected by a courtyard. The ceiling of the courtyard is partly open, so one can look out from the second-floor terrace of the couple’s room. The walls on both sides of the courtyard are of opaque glass to ensure privacy from outside. In both buildings brick walls with three-inch steel pipe inserted into the brick cavities form the structure and separate each room. The roof is connected to pairs of 3/4-inch thick cables, spaced four feet apart, attached to the brick walls of both buildings and supported by wooden posts that separate the glass panels in the rooms. The cables are not tightly strung together but are loosely suspended from the front structure, where the entrance is, to the rear one. The upper cable in the courtyard is covered with vine. The materials used are insulation board for the roof, raw timber for the structural materials, native jarrah for the timber sections of the interior walls and white eucalyptus for the joints. Robin Boyd – A Brief Personal History 1919 Born in Melbourne, Australia 1947 As an architect, was the first director of the Small Homes Service, a public housing research institute established to provide homes for needy Australians. 1960 Wins the American Institute Architects Prize (the Japanese architect, Kenzo Tange, was awarded the same prize in 1959). In the same year he was elected an honorary member of the Institute. Mr Robin Boyd is currently writing a book on the history of Australian architecture, The Walls Around Us, as well as a book on Kenzo Tange. He is a frequent visitor to Japan to exchange ideas with Japanese architects and is quite a Japanophile. " This is a photocopy of the article from Japan Interior Design No 17. "A plan to turn the Gregory Street silos into apartments is no more.Developers Eleveno Pty Ltd have abandoned plans to transform the Lake Wendouree silos into a giant apartment complex, despite previously being given the green light from the Victorian Civil and Administrative Tribunal.Director Richard Sykes yesterday confirmed the silos would be demolished."The plans are not proceeding. The plan now is to create residential houses," he said.The planning permit for an 18-lot subdivision was approved by Ballarat City Council on July 22, despite objections lodged against the application.Mr Sykes said it wasn't feasible to turn the silos into 27 units and there were many factors behind the decision."They're being demolished for various reasons, there were just better solutions," he said.Bold plans to transform the former Joe White Maltings silos into apartments were first submitted to Ballarat City Council in January 2007.However, developers took the proposal to VCAT in September 2008 after council failed to make a decision in the required 60-day timeframe.A hearing was held in early 2009 and the development was approved in March last year.Mr Sykes said it was found that the building would most likely be out of place in the region."We found the market didn't really want that sort of development," he said."They're probably more suited for inner-city development, rather than regional areas."Mr Sykes did not put a price on either the proposed development or the demolition, but said it would "cost a fair amount of money".He said once the demolition permit has been passed, works were expected to begin in November." Subdivision plans and real estate flyers/brochures reveal a number of aspects of urban development and history. The Kew Historical Society's collection of these plans, as well as advertisements extracted from magazines, cover key aspects of community development and architectural history of Kew and Kew Eat as well as surrounding suburbs. While most of the plans in the collection were gifted to the Society by the former City of Kew, a number of other plans and advertisements have been donated by individuals, of which this is an example.Original 4-page bifold brochure advertising the Burke Road Junction Estate in Kew East. Advertised for sale in 1940, the estate comprised 16 'Central Allotments' fronting High Street, Kilby Road, and Glass Street. Pages 1 & 4, the front and back covers, includes a panoramic photograph of the junction which features a number of shops still extant, but also with buildings long demolished and redeveloped. These include the petrol station and the dairy on the southeast and southwest corners of Burke Road and High Street/Doncaster Road. The dairy includes a statue of a cow on its roof.
