The letters are regarding the Education of American Ex-servicemen at the Ballarat School of Mines and Industries as part of the Servicemen's Readjustment Act of 1944 - Public Law 346, the "G.I. Bill of Rights". The G.I. Bill was created to help rehabilitate American servicemen and re-integrate them into civilian society, focusing on and encouraging the education and training of ex-servicemen. The Act offered the payment of tuition, books, supplies and subsistence. Five letters of correspondence between the Foreign Service of the United States of America Consul General Richard F. Boyce, and the Ballarat School of Mines and Industries heads of staff between 1947 and 1955. Attached are other documents regarding the 'G.I. Bill of Rights' itself, veterans information records, amendments made regarding the payment of book, supplies and equipment charges, and receipts and records specific to student Allan C. Pitzen. The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. The following are the recollections of John Elkins, who started school in February, 1945 at Maryborough in Queensland, Australia. 'I think in Prep 1 that we had some paper to write on with pencils, but my memory of the routine use of slates is much more vivid. Each slate was framed in wood and one side was inscribed with lines to guide the limits for the upper and lower extremities of letters. The slate "pencils" were made of some pale gray mineral softer than slate which had been milled into cylinders some one-eighth of an inch in diameter and inserted into metal holders so that about an inch protruded. Each student was equipped with a small tobacco tin in which was kept a damp sponge or cloth to erase the marks. Sharpening slate pencils was a regular task. We rubbed them on any suitable brick or concrete surface in the school yard. Teachers also kept a good supply of spares, all writing materials and books being provided by the school. It is possible that the retention of slates stemmed from the political imperative that public education should be free. I do recall being given a Copy Book for home practice of letter formation, a typical practice until Grade 6. The tables at which we used to sit in the Infant School were replaced in the primary Grades by long desks seating five or six pupils. These had slots into which the slates could be inserted vertically. When the teacher asked the class to clear their desks, the command issued was "slates away!" This was an occasion for a noisy expression of relief as we dropped the slates producing a sound not unlike a volley of rifle shots, and usually brought a request from the teacher to repeat the process with no noise by holding the frames throughout. Thus, I suspect we may still have used slates in Grade Three, though by then paper, which may have been scarce during the War, seemed to be used more routinely.' Clark, information regarding the events of the time such as Air Force Commemoration Week, writings such as piece regarding self-control while using alcohol. and sheet music for various songs, such as "God save the queen". A history of Port Melbourne is included on page 2. A history of Australia's cattle trade is included on pages 11-12. The short story "The ANZACS at Gallipoli" includes a photograph of James Simpson Kirkpatrick with his donkey, bearing a wounded soldier (Page 33). A piece titled "A good-bye and a welcome" on pages 50-51 details the farewell to Alex McDonell, the director of Education for Victoria from 1960 to 1965, and the welcoming of Frederick H. Brooks as the new Director of Education in Victoria. A supplement is included in regards to "Scholarships and Allowances available for further education" for July 1965. A biography of Rudyard Kipling is on pages 103-105. A monthly series titled "The Seed from which they grew" detailed the history of some of Victoria's historical institutions: Victoria's Government House, The Royal Botanic Gardens, Victorian Railways, School Broadcasts, (Victorian) Public Libraries, The Forests Commission of Victoria, The Correspondence School, The Royal Mint, Her Majesty's Mail, Victoria Police, and Fire brigades. .3)This handbook is a collection of The School Paper for grades V and VI, by the Victorian Education Department for 1966. Alexander Peacock was born in Creswick, Victoria in 1861. Upon leaving school he mined and was legal manager of mining companies in Ballarat. In 1882 he joined the Creswick branch of the Australian Natives' Association (ANA) and became branch secretary. He stood for parlimnet in March 189 and was elected to the Legislative Assembly representing Clunes and Allandale. Peacock assisted in the establishment f the Clunes Branch of the Ballarat School of MInes which opened in 1890. He was one of the Victorian delegates to teh Federal Convention in 1897. He laid the foundation stone of the new SMB Classroom building in 1899 while MInister for Public Instruction. Two sets of student cookery cards, Victorian Dept of Public Instruction 1917, each numbering from 1 to 30, bound together with string between covers from an old exercise book. First set separated, tied at top with cord; second set bound into the 'covers' with string in two places. Exercise book identified as IL? Class, 5th grade Albert Park School and dated 13.3.17. Used by the Scobie girls. Covers had been jointed with linen tape but back one is missing. Light green insert: 'With compliments of J.H.Boyd Girls' High School'First set of cards is labelled 'Daisy Scobie'. Second set stamped on all pages, 'Louis. Scobie'. Many recipes annotated in pencil, other recipes added etc. On front cover in ink:' '13.3.17' 'IL(?) Class' '5th' 'Albert Park'.
