This photograph depicts the visit of Sir Rohan Delacombe and Lady Delacombe (on right) to Beechworth in 1965. Also present are Shire Secretary Graham Gray and Mrs Gray (left), and Shire President J McCauley and Mrs McCauley, centre. His Excellency Sir Rohan Delacombe (1906–1991) was appointed Governor of Victoria on 8 May 1963 and served until 1974, when he was replaced by the first Australian-born governor, Sir Henry Winneke. Born on 25 October 1906 at St Julians, Malta, Sir Rohan was the second child and only son of Addis Delacombe, a British army pay officer, and his wife Emma Louise Mary, née Leland. The Delacombe family seat was Shrewton Manor, near Salisbury, Wiltshire, and several generations of Delacombes had served in the armed forces. Sir Rohan took up his role in Australia following long and distinguished military and diplomatic career. He is reported to have taken great interest in local events and politics, and at the time this image was taken, he and Lady Delacombe made several appearances as guests of local government representatives at centres around Victoria. This photograph is historically significant for its record of the visit of Sir Rohan and Lady Delacombe at Beechworth in 1965. The Guiding Light Appeal was first launch in 1968 to raise money for building programs that the Association desperately required. Although the appeal target was reached, in 1974 it became clear that further funds were required to complete the work, and a second Guiding LIght Appeal was launched in May 1974. The Museum was first considered in 1963 when it was felt that Victorian narrow gauge railway history was quickly being destroyed by progress. Originally it was planned to only cater for two locomotives and some rolling stock associated with the Moe and Walhalla Railway. Construction of the site commenced on Labour Day Weekend in March 1964, the area was then fenced. The first exhibit arrived soon after and companies with locomotives and other railway features offered items to the Museum. When interesting exhibits from the "Steam Era " were known to be coming available,discussions were held with the owners in an attempt to obtain the item for preservation. In 1965 an Umbrella style shed was built and by May, the first locomotive ex Erica State Saw Mill (CLIMAX) had arrived. They are having morning tea with the State Governor when he visited Orbost.The accompanying article was titled "TEA WITH THE GOVERNOR". Councillor S. J. Reed was the Orbost Shire President, E.A.Smith was a Shire Councillor and Mr A. Barling was the Orbost Municipal Band Leader. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's.
