Caption reads: "This is the Rutherglen police station, which was described as a 'disgrace' at Rutherglen Shire Council's meeting last Friday. Walls of the tiny station are riddled with white ants and the two lock-ups at the rear are primitive. The station is said to be more than 80 years old and entirely out of character with its surroundings -- the pleasant civic square. The condition of the buildings will be brought to the attention of the Victorian Police Commissioner and Public Works Department." Photograph of three Junior Legatees that have joined the Victorian police force. "Penny" (left), Andrew and Sally Graham were once junior legatees after the death of their father. With Legacy's support they all went on the join the police force. Presumably the photo was used to promote the successful work of Legacy. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations.
