Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Ann Dale (nee Lees) was given this frame by her younger brother Thomas Chamberlain Lees, who was eighteen at that time. Thomas was the youngest son and seventh child of Lees and Sarah (nee Chamberlain) Lees. Ann loved her little brother’s artistic talents, which are demonstrated in this frame he designed and carefully carved for her. Thomas had cleverly finished the back with timber pieces around the images, and a section of a 1904 calendar. His “GOOD LUCK” is below the image of Ann, her husband Ellis Dale and their five children, c 1900. Sadly, Thomas died in 1911, aged 25. Ellis Dale’s father, William, was a quarryman who sailed from Yorkshire to Australia in 1852. He later bought land for Dale’s Quarries on the edge of Warrnambool in the area of Dale and Aberline roads. From the age of about eleven, Ellis and his brother worked in the quarry beside their father. In 1890 Ellis Dale married Ann Lees. Ann had lived nearby at Wangoom with her parents, Lees and Sarah Lees, who had had her photograph taken when she was a little girl, wearing her black dress. Ellis built a bluestone cottage for himself and Ann on his father’s land in Dales Road. He later added weatherboard rooms, and they named their finished home “Latrigg”. Early in their marriage Ellis recycled some empty dynamite boxes from their quarry to build a cupboard with drawers for Ann’s flat irons and other ironing equipment. The cupboard was used by future generations until recently, when Ann’s granddaughter, Betty Stone, donated it as part of the Chamberlain Dale Lees Collection. Some rough working notes on rear side. 3/A flyer, undated (although presumably published in 1950), printed by Peter Isaacson Pty. Ltd., advertising a concert presented by the Ugly Ugly Man (Frank M. Beard) and the Malvern Tramways’ Harmonica Band to be held at Caulfield Town Hall on 06/06/1950 to assist the Welfare Funds of the Caulfield Central RSL and the Sailors, Soldiers and Airmen’s Mothers’ Association. Also contains an advertisement for a drapery business called Tallents. 4/The annual report of the Caulfield Central RSL, for the period 1952 – 1953. Contains announcements of the annual general meeting and annual elections, the President’s report (in which he principally discusses the club’s charity work and sporting activities), the subcommittee staff roster, the sportsmen’s honour roll, the annual accounts (e.g. balance sheet, income & expenditure statement) and the roster of nominees for office in the committee of management election. 5/A typewritten letter, (1 page) dated 26/11/1982, from Max Brian Blair, Treasurer of the Caulfield Central RSL, to Mr. R.
