Originally known as Caulfield Shire Hall, the original 1884 building was designed by Shire surveyor Sydney Smith. In 1931 the Caulfield Town Hall, as it was then known, was remodelled to include the main hall and foyer and a Neo-Grecian portico with Corinthian Order columns. Major works completed since 1945 include Caulfield Arts Complex (opened 20 August 1988), Caulfield Library (opened 4 December 1993) and the award-winning Caulfield Municipal Offices extension which opened on 24 February 1991. The building is listed as No. H0106 in the GECC Heritage Overlay Schedule. The site also includes a Significant Tree (H&H Register No. 034). Brick exterior of two storey building painted white and featuring pillared portico entrance and solid glass doors on Glen Eira road facing north. On the eastern side of the portico is a two storey clock tower with clock surmounted by a flagpole and flag. Some of the eastern section of the building is original with various alterations over the years. The Victorian Bands' League was officially founded on the 10th of April, 1931. This new organisation quickly gained the affliations of all brass bands in Victoria and took over the control of bands from the Victorian Bands' Association. The new VBL started presenting massed bands events at the MCG and ran competitions around Victoria. This program pamphlet is a unique example of the style of massed bands events that were held at the MCG with 24 brass bands all marching into the ground and performing a number of items individually or in groups. This would have been quite a spectacle! This small program is very significant to the banding history in Victoria. It provides a wealth of information as to the bands that existed in 1933 as well as what they played, and how the VBL organised events. Local government for Moorabbin began in 1862 when the area was separated from Brighton with the creation of the Moorabbin Roads Board. This meeting commemorated the centenary of local government in 1962.1862 saw the beginnings of local government in the Moorabbin district when the area was separated from Brighton with the creation of the Moorabbin Roads Board. Moorabbin was declared a shire in 1871 and a city in 1934. While tinkering with boundaries occurred over time, the first major severance from Moorabbin was when the Borough of Sandringham was created in 1917. Three years later, after persistent agitation, on May 27, 1920 Mordialloc, Parkdale and Mentone became part of the new Borough of Mordialloc. With this change the Shire of Moorabbin no longer had authority for land with a frontage to Port Phillip Bay. In 1994 councils across Victoria were amalgamated and the City of Moorabbin was divided between the cities of Kingston and Glen Eira. Francis (Frank) Wilbur Le Page was mayor of Moorabbin between 1980 - 1981, and again in 1984 - 1985. He was a lifelong resident of the region and also a third generation market gardener.In approximately 1854, Nicholas Le Page moved his family from Prahran to Cheltenham. Two years earlier, they had arrived in Melbourne from Guernsey Island. Nicholas Le Page was a tailor and his wife was a dressmaker. They decided to move into market gardening instead. Their son, Everest, married Lynda and Francis Wilbur Le Page was born in 1919. He attended Cheltenham State School where he completed his Merit Certificate in grade eight before studying bookkeeping, shorthand and typing at Bradshaw and Everett Business College in South Melbourne. Both Frank’s grandfather and father were active in local government. Francis Thomas Le Page was a councillor for 25 years and served a term as shire president in 1902. Everest, his son, was a councillor for the City of Moorabbin for 28 years and was mayor on two occasions. Frank also served two terms as mayor, first in 1980 and again in 1984. Photographic portrait of Francis (Frank) Thomas Le Page. Frank is the oldest child of Nicholas and Rachel (nee Addy), who arrived in Melbourne in 1852 from Guernsey in the Channel Islands. Nicholas was a tailor and Rachel was a dressmaker. They originally made their home in Prahran and set up a business but about two years later decided to take up market gardening. The Le Page family bought property in the Two Acre Village, Cheltenham. They had nine other children. At 14 years of age Frank was driving his father’s horse and dray to Melbourne with the vegetables they grew - standing backed in to the footpath in Little Collins Street, at the old Eastern Market. At 18 years of age, and the other members of the family growing up, Francis decided to seek work outside, and was employed as a gardener by Mr Budd, who conducted the Brighton Grammar School. It was whilst employed there that the late Sir Thomas Bent and he became friends, a friendship which lasted throughout their lives. Sir Thomas was then on the land also. Frank was an active member of social and sporting groups in the region. In 1876 Frank married Mary Geraghty and they made Cheltenham their home. He became a councillor for the then Shire of Moorabbin, a position he held for 25 years, and in 1902 was elected President of the Shire of Moorabbin. He was also a Justice of the Peace and occupied the bench at the Cheltenham Court. The next generation of Le Pages continued to be heavily involved in the civic life of the region with Frank and Mary's son Everest being elected mayor twice.Black and white image of Francis (Frank) Thomas Le Page.
