This particular specimen was recovered from the Lal Lal Coal and Iron Mine in Victoria, 19km from Ballarat. Brown Coal was discovered here in 1857, just alongside the Geelong to Ballarat Railway line. This discovery of lignite (brown coal) was the first in Victoria, which would bring important benefits to the region and state, both of which had previously been reliant on coal imports. In the 1860s, iron ore was found just 5km from Lal Lal, and the area was converted into an Iron Ore Mine. The Lal Lal Iron Mining Company took over operations in 1874, who then peaked iron production in 1884. This mine continued operations until June 1884, when the blast furnace was extinguished and never recommenced. The blast furnace at Lal Lal is considered one of the most important and highly significant sites ion early industrial history in Australia, as it is the only remaining best furnace from the nineteenth century in the Southern Hemisphere. The furnace ruins are 17 metres high, and are clearly visible today on Iron Mine Road, Lal Lal, near the Bungal Dam. This specimen of Lignite (brown coal) is significant, as it was mined from the area where brown coal was first discovered in Victoria, leading to an important and controversial future of the mining and use of brown coal in this State. The Victorian Heritage Database has listed the Lal Lal Coal Mine with local significance, with their Statement of Significance stating: "The Lal Lal coal mine is historically significant as the site of the first discovery of lignite (brown coal) in Victoria, and one that promised important benefits to regional and state industries that were reliant on coal imports at the time. The significance of the stie is reduced by the poor state of preservation of the coal mining and processing fabric". This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. Many of these specimens were sent to research and collecting organisations across Australia, including the Burke Museum, to educate and encourage further study.A hand-sized light-weight, soft and combustable sedimentary rock specimen, that is dark brown in colour. The specimen has jagged edges, as though parts of the rock have crumbled away. Brown coal, or Lignite, is formed naturally from compressed peat, and is typically found in natural basins. The stages to the formation of coal ('coalification') begin with plant material and wood, which will decay if it is not subjected to deep burial or heating, and turn into Peat. Peat, when sufficiently compressed naturally, will turn into Brown Coal (Lignite), and finally into Black Coal (sub-bituminous, bituminous and anthracite). Each successive stage has a higher energy content and lower water content. It is brownish-black in colour. Brown Coal has a high moisture content, between 50 and 75 percent, and a low carbon content. Some Brown Coals may be stratified, with layers of plant matter, which means little coalification has occurred beyond the peat natural processing stage. When Brown Coal is submerged in dilute nitric acid or boiling potassium hydroxide solution, it reacts to produce a reddish solution, of which higher-ranked coals do not. When brown coal is pulverised and burned in boilers, the steam is used to drive turbines, which generates electricity. The temporary answer was Miss Lonie, who was the senior clerk on the Registrar's staff. The permanent position was looked upon as an exclusively male preserve. At Miss Lonie's retirement function SMB President, M.B. John, noted that Miss Lonie had joined the staff in 1914 and had 'done a tremendous job since that time, and for many years had been the Registrar's "Right Hand Man". Twenty Four years after having acted as Registrar the current SMB Registrar, F.F.Ferguson recognised Miss Lonie's assistance and her extensive knowledge of the history and the administrative procedures of the School. He added 'I have noted on many occasions Miss Lonie's kindly interest in people in times of sickness or difficulty and her willingness to help.' Current and former staff members were keen to acknowledge Miss Lonie. Former Principal Dick Richards said 'That Miss Lonie had been in this one job all her life is a great tribute to the school, and the Council is conscious of her devoted service.' Reserve Forces Day Council Boer War Commemorative Medallion 2012 Descendant Medallion with ribbon suitable medallion has been struck to allow descendants and supporters to honour those who served in this all-but forgotten conflict 100 years ago. The Reserve Forces Day Council recognises it was a War fought in the main by Reservists. Permanent forces were small in number with only a Permanent Force Artillery unit and a number of staff officers and soldiers serving in the war. The Reserve Forces Day Council’s objective is to "Raise the profile of the Reserve Forces and to thank serving and former members for their service, and their families and employers for their essential support." This medallion has been struck for descendants and in memory of those Soldiers who fought in the War. The "In Memory" medallion is oval 50mm high by 40 mm wide and bears the inscription "BOER WAR 1899-1902" bordering the face within a colour infill and a clear cover of epoxy. The central image is of an Australian soldier in a uniform of the era. The attractive medallion is 'gold', appearing as surrounds for the inscription. The neck ribbon is in the colours of the Queen’s official service medal, all enclosed in a presentation pouch. A space on the reverse side of the Medallion provides for a personal message to be engraved at a later time. The films feature artist interviews from three finalists from We the Makers, providing insights into their personal influences, the motivations behind their material choices and the impact of culture on artistic practice. This film features designer Max Bell and his work 'Transfiguration'. Artist Statement: This collection, ‘Transfiguration’, originally stems from the way Brutalist architecture spaces, commonly cold and geometric, have been transformed with plants and organic matter to create an interesting dichotomy. Max translates this to his collection through viewing it as a growing canvas with the collection beginning as geometric and technological based looks to then morphing into an ethereal and organic look with the garments being taken over by moss slowly growing on the collection. Max has depicted this moss through the rug making process of tufting, highlighting the differing greens and levels throughout through a mastery of these skills. These processes are then depicted onto silhouettes commonly within the gorpcore aesthetic further promoting the outdoor element of the collection. Max utilises a series of ripstop fabrics and technical style nylons commonly associated with the outdoors which is juxtaposed by the wool yarn of the tufting promoting themes of renewability and nature. This works represents his design aesthetic through common use of functional fabrics, a fascination with textures and use of uncommon fabrics to try and create an innovative design or to explore an untapped idea. This item was inherited from the donor's father, René Dupuche. John Dupuche, writes: This magnifying glass was used to remove the burrs and thorns that wool-buyers tended to get in their fingers when examining bales of wool. The open end was placed on the finger since the thorn was sometimes buried under the skin. The buyer looked through the magnifying glass and with tweezers or a pin removed the thorn which had rendered the finger inoperative. The wool-buyers needed the sensitivity of their fingers to appraise the suitability of the wool, as buyers had for centuries past, measuring the length of the staple, feeling and counting the crimps in the fibre, its finesse, softness, elasticity and strength, assessing the colour, watching for extraneous matter such as dust or seeds which would not be welcome by manufacturers half-way across the world. Their skills took years to acquire. Knowledgeable buyers were invaluable to their employers, since they were able to evaluate to the last percentage the yield of a bale. My father, René Dupuche, was the ‘principal buyer’ from 1927-1966 in Victoria, South Australia and Tasmania for the international wool company ‘Masurel Fils’ which was one of the largest wool businesses in Europe. It was based in the north of France, in Tourcoing, one of the major wool centres of the world. He was sent to Australia as a young man at the age of 23 and took part in the ‘golden era’ of wool in Australia, and the eventual replacement of hands-on appraisal by ‘core-testing’. Masurel Fils was one of the dozens of French and Belgian firms operating in Australia. The lead line or hand lead is a simple navigational instrument used as a depth finder to measure the depth of water under the ship’s keel and to take samples of the sea bed. The long line may be marked at regular intervals with tags of different coloured and textured fabric, such as rope, leather and cloth. Each tag was a code to represent a certain depth. The leadsman’s eyes and hands could distinguish the depth easily as he drew in the lead line, day or night and in poor weather conditions. A standard set of codes for the tags was used so that the depth of the sea could be easily and quickly read. The measurement used was a Fathom, which equals 1.83 metres. The leadsman would stand at the front of the vessel and cast the lead line into the sea. When it hit bottom he would note the tag marker nearest the surface of the water and call out his finding. Then he would haul it up again and examine the kind of matter that adhered to the end of the weight, whether it be sand, mud, gravel, or the colour of it. This painting was made after an artwork by Wilhelm Melby held at the National Gallery of Victoria. Melby is a Danish artist (1824-1882). It depicts a famous Devonshire coastal region famous now for its lighthouse and the pick up point for the pilot when entering waters approaching Dartmouth. The sailing vessels pre-date the construction of the famous lighthouse. Over the centuries the view would have been familiar to many sailors as they left or approached the English mainland and south coast ports in the English Channel. Madeline Mary Ravenna Lewellin (1854 – 24 November 1944) was born in Victoria to Dr John Henry Hill Lewellin, a physician, and Grace Elizabeth (née Danneby). She was one of five daughters, and the family lived in Prahran. Lewellin's brother, Captain Herbert Gordon Hill Lewellin, was a commander in the P. and O. fleet (apprentice on the Romanoff, Lieutenant RNR on the HMS Arethusa in 1899, RMS Mongolia in 1913 sunk in 1917, Naldera in 1920). She studied painting at the National Gallery School in 1879 under Eugene von Guerard. She's also known for collecting and painting specimens, and became a member of the Field Naturalists Club of Victoria in 1885. In 1884 she won a silver medal for her studies of fungi. She collected plants for Australian botanist Ferdinand von Mueller, and the variety of Dicrastylis lewellinii (Purple sand-sage) is named after her. Miss Lewellin, who had a love of the sea and ships as subject matter is listed in 1910 as a donor as a 10/6 member donating to the motor launch fund and in 1918 as a working member of the Ladies Harbour Lights Guild which involved regular volunteer shifts at the Mission to Seamen on canteen and other duties. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In 1978, Ballarat College of Advanced Education made a submission to the Victoria Institute of Colleges for consideration which would also need the approval of the Federal Government Tertiary Education Committee. This was for the development of an Occupational Hazard Management Course. This approval meant the VIOSH course could begin in 1979. At times since that date they had to apply for re-accreditation of the course. The Occupational Hazard Management Course Committee was responsible for this. These are the recollections of Alan Menere (1915 – 2001). Alan grew up in Moonee Ponds, Victoria, and moved to Bendigo while in his early 20s. There he met some like-minded young men who enjoyed challenges and matters mechanical. Flying was the adventure of the time, and they decided to give it a go. There was no intention to be on the leading edge of gliding technology. The challenge was to fly, and by their own efforts. They were aided in this by the embryonic regulatory arrangements covering light aircraft construction and flying, a sense of optimistic can-do, and the cavalier estimation of risks that goes with being in your early 20s. The events described here took place against a darkening political background. Alan and his mates were politically aware, very left wing, and viewed the gathering storm in Europe with apprehension. They could see from early on that war was coming, and it would change everything. Prevented from joining the Air Force by his red-green colour blindness, Alan joined the Army the day after the Pearl Harbour attack. He served in an Armoured Reconnaissance Unit in Western Australia, then with the Army Education Service in New Britain. After the War he joined the Commonwealth Public Service. He moved to Canberra, but his Bendigo habits stayed with him, as he built sailboards and carved propellers, to the admiration of his sons. Alan developed macular degeneration in his mid-60s. He retired to Port Stephens, fishing and socializing when he wasn’t tinkering with wing-sails for his catamaran. As he could touch-type, he quickly learned to use a computer. Very aware that he was the last member of the Bendigo group still alive, he resolved to set down his flying experiences. Prior to World War II an international competition was held for design of a standard sailplane for use in Olympic competition in 1940 in Finland. The design chosen was the “Meise” from DFS in Germany and its designer Hans Jacob. The 1940 Olympics were cancelled due to the outbreak of war and post war international gliding competition has been organized as World Championships, not as an Olympic event. After the war the Meise was manufactured by firms in Europe and a few were built by amateurs from plans. In 1945, a United Kingdom firm, Chilton Aircraft Limited, revised the plans for the DFS Meise Olympia keeping its aerodynamic shape and prepared new technical drawings for the production of the Chilton Olympia. It engaged Elliotts of Newbury (a firm with aircraft production experience during the war) to built a set of wings for its prototype. The wings were made by Elliotts but it apparently refused to let Chiltons have the jigs required to build more wings. The matter was resolved by Chiltons transferring its production rights and equipment to Elliotts. Elliotts produced several batches of Olympias (the “EON Olympia”) – probably about 150 in total from 1947 including Marks 1, 2 and 3 versions (featuring some structural changes and design improvements). The Australian Gliding Museum’s Olympia is a Mark 2 (actually 2B according to the logbook) which can be distinguished by the built in main wheel and blown Perspex canopy. It was designated as serial number EON/O/34 by Elliotts. It was damaged badly at Bristol, UK, in 1949. The wreckage was acquired by a Melbourne based syndicate including Dave Darbyshire, and imported into Australia. Additional damage occurred in shipping due to the need to shorten the wings to fit them into a crate. The syndicate rebuilt the glider and re-launched it in 1956 (registration number VH-GHR). It was flown by the syndicate and several gliding clubs in Victoria and South Australia until about 1972. Until 1960 there were no telephones in Falls Creek. The only access to a phone was at Rocky Valley Camp where the State Electricity Commission (SEC) had an extensive network to Mount Beauty, Bogong and the other camps such as Clover power station and Howman's Gap. There were test points with a phone beside the road where contact could be made to the office in Mount Beauty. The SEC was unconcerned about Falls Creek, so no power was connected until 1960 when Tom Mitchell aired the matter in parliament. Tom was a keen skier. He applied to the Post Master General who was then responsible for telephones as well as mail. The PMG staff came up from Bright and installed an exchange in Diana Lodge. There were only about 15 lines to a post across the road uphill about 20 metres. It was from here that you could put a line from the building into a box where connections were possible. You had to buy a cable from the disposal store. It needed to have an alloy of copper and steel in the wire similar to what the army had used during the war. If the phone failed the owner would have to find the break in the wire, not an easy task in the heavy snow. Then came the telephone itself. Falls Creek was given old-fashioned sets with a hand wound magneto to ring the bell at the exchange. When the operator answered she could then plug a line into another phone line or the exchange in Bright. In the phone were two dry cell batteries that carried the spoken word to the other phone connected. Trunk lines were expensive then, so each trunk call was timed by the minute. The operator would disconnect you after a minute if you did not reply to her question "are you extending?". These telephones were donated by Julian Newton Brown. Julian's Lodge Arundel was known as Falls Creek 11.These telephones are significant because they illustrate the earliest form of technology available to connect Falls Creek Village to other areas.Telephones constructed of polished wood, brass bell, handles and cabling. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Beatrice Irvine was the daughter of former Victorian Premier Sir William Irvine. From age 13 she lived at ‘Killeavey’ off Laughing Waters Road (later accessed from Reynolds Road). In 1923 she married James Morrison and the couple received Killeavey as a wedding gift. The property supported fruit and vegetable growing as well as an impressive botanical garden. But James died in 1936 after a period of ill health, leaving Beatrice to support their six children. To make matters worse, the house was totally destroyed in the Black Friday bushfires in 1939 but was rebuilt. Beatrice became involved in community issues. In particular, she was an active member of the Eltham Women's Auxiliary, which was formed in 1945 to raise funds for the establishment of an Eltham War Memorial. From the outset, it was decided that this would take the form of a Baby Health Centre, a Pre-School and a Children’s Library, set in a garden of remembrance. Thanks to tireless fund-raising, the project came to fruition in the 1950s when, one by one, the three children's welfare buildings opened in Main Road (having previously been in temporary premises): they are collectively known as the Eltham War Memorial site. Beatrice continued to live at Killeavey and became well regarded as a botanist and naturalist. She died in 1989 and is buried in Eltham Cemetery with her husband and one of their sons. The (rebuilt) house has since been demolished. All that remains is a fragment of the garden.
