The University of Ballarat was established by the University Act 1993 and came into existence on 1 January 1994. The Act was amended in1997 to provide for the merging of the University with The School of Mines and Industries Ballarat Limited and the Winnera Institute of TAFE, and the establishment of a Technical and Further Education Division in addition to a Higher Education Division. College Logo - Toward the end of 1977 a competition was initiated for students and staff for the design of a College logo. the competition was closed in early 1978 and three designs from the 15 received were submitted to Council for consideration. The logo preferred by the selection panel was endorsed by Council and adopted as the official logo. The winning design was submitted by Debra Garton, who at the time was an art student. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The Ballarat Gaol was one of the earliest gaols. Building commenced in 1856 and was completed in 1862. It provided accommodation for 74 prisoners - male and female. The materials use to build the gaol were locally quarried basalt combined with local bricks. At that time there were about 14 brick making plants in Ballarat. 1870 saw the opening of the School of Mines, Australia's third oldest tertiary institution. The purpose of the school was "to impart instruction in the various branches of science relating to mining engineering. It is proposed, as soon as practicable, to extend the operation of the school so as to impart instruction in those branches of technical science which may be considered most likely to exert a beneficial influence on the prosperity of Victoria." The former Ballarat Gaol was commenced in 1856 and completed in 1862, This view looks up Lydiard Street South, and was taken before the Ballarat Courthouse was built south of the gaol in 1868. The wall was built from quarried basalt with local bricks. A system of burning the lime mortar between the joints and the shape of the wall meant it had a high degree of stability. From 1870 on more buildings were constructed and these became the School of Mines and Industries Ballarat. The Gaol closed in 1965. This image shows the Ballarat Gaol c. 1861 giving us an understanding of what the site looked like before all the changes that have occurred over the years since the gaol closed and other organisations have had the site. Since there is a Heat Treatment Room and a number of vices it may be a metalwork room, and may be related to Repatriation classes after World War One. The Australian Natives Association (ANA) Benefit Society was formed in 1871 at a meeting of young men in Grimwood's Hotel, Elizabeth Street, Melbourne. The Association was one of many friendly societies that also aimed to promote the moral, social and intellectual advancement of its members. The young founders restricted membership to native-born Australians, but there were no Koories among them. The Australian Natives Association Ballarat Branch (No4) was founded in 1874. The association’s modest building was based in Camp Street and the branch was one of the most active in the colony, playing a key role in Federation. The Ballarat branch of the ANA was wound up in 1957 and the double storey building has since been used as for office space most recently for employment companies such as Tracey Recruitment. Ballarat's ANA Hall has heritage status under the City of Ballarat’s Camp Street heritage overlay HO186, however it is not listed by either the Victorian Heritage Register or the National Trust.Handwritten letter glued onto a lined page. Newspaper reports relating to the Australasian Association for the Advancement of Science, Hobart, 1892. "Australasian Association for the advancement OF SCIENCE. Several members of the Australasian Association for the Advancement of Science arrived in the city yesterday by the inter colonial steamers, some of whom went direct to Hobart, while others remained in the city, but leave for the capital this afternoon. Amongst those who arrived were Baron Von Mueller, the dis tinguished scientist, who has taken some interest in this colony's re sources, Professor W. Baldwin Spencer, M.A., professor of biology at the Melbourne University, who was general secretary at the Melbourne meeting; the Rev. Lorimer Fison, an able worker in the South Sea mission fields; Dr. Robert Giffen, L.L.D., C.ll.; Captain Pascoe, R.N.; Mr Napier Bell, C.E.; Professors Hutton, Nerich, Smith, and Morris, and Mr Richard Teece, F.T.A., the well-known actuary of the A.M.P. Society. A large number of other distinguished members also arrived. Judge Dorkerwho also arrived, was con ducted over the Exhibition in the after noon, and expressed pleasure with what he saw. His Honor leaves by express train to-day for Hobart. The hon. Dr. Campbell was met by Mr Arthur Day, the official agent for Great Britain to the Exhibition, an old friend, who conducted him over the Exhibition. The doctor confined his attention principally to the dry ore concentrator, in which he takes a great interest. He will, however, visit the Exhibition again after the meetings in Hobart has been brought to a termination. What he has seen of the Exhibition has impressed him favourably. (Launceston Advertiser, 6 January 1892.) "TASMANIA. AUSTALASIAN ASSOCIATION FOR THE ADVANCEMENT OF SCIENCE. The fourth congress of the Australasian Association for the Advancement of Science was commenced in Hobart at 11. o'olock on Thursday by the general Council assembling at the Royal Society's rooms, at the Museum. There was a good attendance, including the Governor, Sir B. G. Hamilton. In the absence of the president, Sir James Hector, the chair was occupied by Baron Von Muellor. In the afternoon Lady Hamilton gave a garden party at Government House to 600 guests, including the members of the association, the Judges, the members of the Ministry, and leading citizens."
