This file contains five items relating to Caulfield Council Visits with the Melbourne & Metropolitan Board of Works (MMBW) from 1919 to circa 1974: 1/A photo album containing photos from the MMBW ‘visit to the Headworks, Yan Yean Water Supply, Wallaby and Silvery Creeks’ from 28/02/1919 to 03/03/1919, attended by members of the Caulfield City Council. The album contains 13 original black-and-white photographs, 3 of which are of the council members. The album is accompanied by a report by Felicitie Campbell, written 11/2008, about these visits. 2/A publication from the MMBW documenting its review of operations for 1973-1974. The report contains information about water supply, sewerage and drainage infrastructure completed or in progress during this period including infrastructure in Caulfield, Ormond, Carnegie and Bentleigh. 3/A periodical feature from the MMBW titled ‘Living City’, issue no. 16, Spring/Summer 1974. Included in the article titled ‘Program’ is a notice that construction will continue on the Elster Creek drain from Thomas St. to Wheatley Road, McKinnon. Historically, the Elsternwick Theatre is important as the longest continuously operating cinema in Victoria. However, the building itself was not purpose built as a cinema, and little remains of the early cinema interior. It is also notable as one of a handful of early cinemas in Victoria to still operate. The Elsternwick Theatre is socially significant for its association with cinema, the major form of popular entertainment in the early twentieth century. Prior to the conversion of the premises into a picture theatre in 1911, the building was an important community gathering place; as a public hall and lodge rooms. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. This music was used by Frank Wright who had been tutored by Percy Code. Frank Wright won the Australian Open Cornet Championship using this music, and won the gold medal for the highest mark in the British Colonies. Percy Code was born in Melbourne on 03 July 1888. He started learning the violin and piano at the age of eight. Three years later his father, Edward, started tutoring him on the cornet. His first competition was in October 1902 in Ballarat's South Street Competitions. Percy Code was Musical Director of Ballarat City Brass Band from 1913 until 1921. He was Frank Wright's teacher. Code apparently lived in a large house just west of where St Peter's church (Ballarat) now stands. Percy Code toured the world as principal cornet with the 'Besses o' th' Barn Band.' He returned to Australia in 1912. Frank Wright at one stage rode his pushbike from Smeaton to Ballarat for lessons. Leaving Australia for America in March 1921 Percy Code obtained an appointment as trumpet soloist for the 70 piece San Francisco Symphony Orchestra. He returned home two years later and became bandmaster to the Prahran City Band in 1925. From 1938, as part of Australia's Sesqui Centenary celebrations, Percy Code conducted the Sydney Symphony Orchestra for the ABC orchestral concerts in Sydney Town Hall. His career with the ABC came to an end in late 1951 due to poor health. Percy Code died on 17 October 1953. A Dray is a type of dead axle wagon that was used to transport heavy loads or objects. They had a flat level floor and while some had no sides, others had box bodies and sides. Tip Drays (also known as Tip Carts, Muck Cart, Scotch Cart, Tumbrel or Putt in different parts of England) were smaller than other drays as their loads were heavy and usually only pulled by one horse. Their basic design included two wheels, a tipping body and shafts. The Tip Dray has a unique mechanism that allows the top to tip backwards to tip the load out of the back of the dray. The tipper was activated by a handle at the front allowing the driver to operate it while still having control over the horse. A Tip Dray was an indispensable piece of equipment in the days before tractors and mechanical trucks. They were used by farmers and carters to transport hay, rocks, bricks, gravel and rubbish etc. and because they were useful for dumping loads, they were favoured for use in road and railway construction. A photo in the collection of the Lorne Historical Society shows a tipping dray being used during the construction of the Great Ocean Road. They were part of the daily street traffic in towns and cities around Australia from the early days of settlement. In Australia in the early 1900's, carters began to join unions to protect their jobs and pay. N.S.W. had a "Trolley, Draymen and Carters Union", Queensland had a "Tip Dray Men's Association" and in W. A. the "Top Dray Driver's Union" had a "cessation of work" in 1911 when they were fighting for an increase in their day's wages. In 1910 a meeting of Tip Carters was held in Geelong at the Trades Hall to discuss the formation of a union (The Geelong Tip Dray Carters) which was a success and a schedule of rates for all carting, whether by contract or day labor, was fixed. By 1912 they had "labelled" more than 50 drays and had representatives on the "Trades Hall and Eight Hours Committee". By the mid 1930's and early 1940's, tip drays were being superseded by mechanical trucks and utes. However tip drays continued to be used in some circumstances. They were a practical solution to the problem of petrol rationing during W. W. 2. It was noted in a letter to the editor in the "Sunshine Advocate" in 1938 that a positive argument for continued use of Tip Drays for rubbish collection related to the idea that a horse drawn vehicle involved with lots of stops and starts at different houses (very like a milkman's delivery route) often involved the horse "driving itself" while the driver picked up the rubbish - something a motor truck was unable to do! Another article written in August 1935 and published in the Age in a parliamentary report into the rubber industry noted "tip drays had almost disappeared and in their place, metal was carted in 5 ton motor trucks" but the report went on to say that as a part of the Government relief work (during the Great Depression) the Government had "to some extent reintroduced the tip drays so that a greater number of men would be employed". This particular tip dray was owned by Mr. Oswald (Jack) Bourke. He used it to deliver dry goods from Sunbury to the Queen Victoria Market in Melbourne several times a week in the 1930's and then (between 1945 and 1962) Mr. Bourke used it on the garbage round in Springvale Victoria for the Springvale Council. The Council owned three drays and the "No. 3" painted on this dray is in recognition of its original number. After the death of Mr. Bourke in 1990, one of Mr. Bourke's sons (Andy) found the dray in a shed and restored it. The sign writing on the back and side panels were added during the restoration. This Tipping Dray is a significant example of a horse drawn vehicle that was used by workers from the early days of white settlement through to the 1940's and even into the early 1960's. It was used in a range of "working class" occupations - road construction, railway construction, carting goods, rubbish collection etc. and would have been found in cities, country towns and on farms.A wooden and metal tipping dray with a box body and four sides. It has two iron and wooden wheels (with 14 spokes), two wooden shafts and a metal tipping mechanism. The back panel folds down to allow loads to be dumped out. It is painted in green and cream with sign writing on one of the sides and on the front and back panels. It features decorative painted lines and designs in burgundy, cream and light blue on most of the wooden parts. Frank Wright wrote the following tribute to Percy Campbell which was printed in the Ballarat Courier. "With the passing of Percy Campbell, Ballarat has lost its best known and most distinguished musician. His was no ordinary talent, but an inborn musicianship touched with genius. He was a critic of the keenest perception and many able musicians sought his advice on technical matters over a wide range. His ear was of the most sensitive kind, and among his unusual accomplishments was that rarity among musicians, "absolute pitch." Those of us who knew him well will reflect with pride that we were privileged to journey with him for a little while along life's highway. Percy Campbell belonged to Ballarat, and to Ballarat's music. He was part of the city itself. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. The sculptor of the Shakespeare sculpture was Andor Meszaros of Kew, Melbourne. The unveiling was undertaken by Mayor Arthur W. Nicholson. The statue was presented by L.F. North, general Manager of the Fidelity Trustee Company Limited, representing the late H.P. Stevens as one of the benefactors whose generosity enabled the Statue to be erected. The "portrait statue" shows how people saw Shakespeare as he wanted to be seen; as author-actor bowing to the applause. His position implies modesty, the knowledge of his own worth; majesty. his movement is at once humble and royal. The statue was positioned so people approaching or leaving Ballarat Civic Hall will see the statue full face, and the bowing attitude enables them to continue to study the face even from a few feet distant. The base in in the form of an Elizabethan stage, and is designed so that its sides correspond to the existing angles of its position. The proposal to erect a Statue of Shakespeare in Ballarat stemmed from a movement in 1889, when a committee was formed and a meeting held to inaugurate the proposal. At the initial meeting 258 pounds was contributed to the fund, which was later built on by further donations. In 1935 the fund stood at 945 pounds. In 1939 a bequest of 100 pounds was received from the estate of the late Frank Gale. In October 1952, the Fidelity trustee Company Limited notified of an extract of the will of Harry Person Stevens, in which be bequeathed the sum of 2,000 pounds to the fund for the erection of a Statue of William Shakespeare. In 1957 it was felt the fund had accumulated to an amount sufficient to carry out the intentions of the fund. at that stage the money in hand was approximately 4,000 pounds.A small committee was appointed to further the proposal. In May 1959 a panel of adjudicators met to determine the winner of a limited competition amongst sculptors. The committee comprised Cr G.L. Scott, Cr K.C. Webb, Cr W.E. Roff, J.H. Heinz representing the Fidelity Trustee Company Limited, and R.P. Evans of the Ballarat Fine Art Gallery. Norma Redpath, the nominee of the Victorian Sculptors' Society was present in the capacity of an adviser. The Australian Natives Association (ANA) Benefit Society was formed in 1871 at a meeting of young men in Grimwood's Hotel, Elizabeth Street, Melbourne. The Association was one of many friendly societies that also aimed to promote the moral, social and intellectual advancement of its members. The young founders restricted membership to native-born Australians, but there were no Koories among them. The Australian Natives Association Ballarat Branch (No4) was founded in 1874. The association’s modest building was based in Camp Street and the branch was one of the most active in the colony, playing a key role in Federation. The Ballarat branch of the ANA was wound up in 1957 and the double storey building has since been used as for office space most recently for employment companies such as Tracey Recruitment. Ballarat's ANA Hall has heritage status under the City of Ballarat’s Camp Street heritage overlay HO186, however it is not listed by either the Victorian Heritage Register or the National Trust.Handwritten letter glued onto a lined page. The letter is from the Australian Natives Association Ballarat Branch No. 4, and is written to John Mateer at the time of his wife's death. The letter is signed by John Gray (President) and Fred Wainwright (secretary).
