In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. This short history is in a display of photos and a copy of a letter written home by Sgt Carroll to his Aunt.A brief written life history from birth to death of William Carroll service Number 815. As written by a member of Red Cliffs R.S.L. in consultation with the family.Born in Wangaratta in 1891, was a drover and boundary rider in Queensland when enlisted.Sgt. Carroll was one of the original members of the 21st Battalion, 6th Brigade, 1st AIF, which was formed at Broadmeadows early 1915. The battalion embarked from Melbourne on the Uylsses on the 8th May 1915 enroute to the Middle East. Saw action Middle East> Gallipoli>Middle East to reform and reorganise > Western Front> Somme> Bullecourt> Ypres> Somme> Mont St. Quentin> Villiers Bretonneux> Hamel Mutiny./ Sgt. Carroll was twice wounded in action (at Fluers and Broondseinde)and was recommended for the Distinguished Conduct Medal, with a Sgt Cozens (No 825 also original member, on the 15th September 1916, for exceptional zeal in the performance of their duties and coolness in action, which had a great affect on the moral of their mem. He was discharged medically unfit with gun wounds to his left knee and back. Of the full Battalion strength of the original Officers and men, there were 16 Officers and 24 Or's left. 21st Battalion left buried on foreign soil 47 Officers and 827 Or's. It was the highest decorated Battalion of the 6th Brigade. Listed are some of the Battles and Misfortunes that Sgt. Carrol survived to return to Australia. Torpedoed on the troop ship Southland enroute to Gallipoli 1915;/ First Australian troops to Garrison Cairo; First Australian Infantry Unit into line in France; Last out of the line; Staging a successful mutiny; 21st Battalion was disbanded in 1918. Sgt. Carroll was given block 276 Red Cliffs, he sold his block in 1982. He was interested in Community affairs and was involved in ADFA, RSL, Mildura Club, and Mildura Show Society and was the third last Red Cliffs Soldier Settler to die. This book gives the history of the Public Record Office, Victoria. It was written by Professor Bill Russell and produced in 2003. The research by Charlie Farrugia that enabled the book to be written was carried out entirely using the Public Record Office archives. The book documents the 1903 beginnings of the Public Record Office from a small collection in the possession of the Melbourne Public Library through to the important 1973 Victorian Public Records Act to the present day institution at North Melbourne. The Melbourne Public Library, the Historical Society of Victoria and the History School of the University of Melbourne were early contributors to the preservation of Victoria’s archives. This book is in the library of the Warrnambool and District Historical Society and is an important reference for us in regard to the history of archival preservation of historical documents in our State. In addition we are a Place of Deposit for historical records that are surplus to the requirements of the Public Record Office of Victoria and that concern more directly the history of Warrnambool and district. Many local Warrnambool and district residents use the facilities at the Public Record Office at North Melbourne and the link between that institution and Warrnambool historical groups is important. This is a hard cover book of 227 pages. The cover is black with gold lettering on the spine. The dust cover is dark red with printed material about the author and the book’s contents. The front of the dust cover has an illustration of four Victorian Railways ledgers in sepia tones and the back of the dust cover has a small illustration in brown and white of a heritage label. The book has a Contents page, an Acknowledgement page, a Foreword, an Introduction, eight chapters, Appendices, Notes and References and an Index. The book is a 2003 history of the Public Record Office of Victoria written by Professor Bill Russell and researched by Charlie Farrugia. English currency before decimalisation in the 1970's consisted of pounds, shillings and pence with twelve pennies to the shilling and twenty shillings to the pound.Coins ranged from farthings which were one quarter of a penny through to pennies, threepence, sixpence, shillings ,half crowns and crowns. Most coins had a variety of common names such as a " bob" for a shilling a "quid for a pound and a tanner for a sixpence. This coin is the equivalent of five shillings and is known as a crown. The text around the obverse, "Victoria Dei Gratia 1844". On the reverse the text of Reg Fid Def"Britanniar translates as Queen of Britain and defender of the faith. Richard Osburne (1825-1895) came to Warrnambool in 1847, a pioneer resident in the new settlement. In 1851, with John Wilkinson, he founded Warrnambool’s first newspaper, the Warrnambool Examiner, and issued it weekly for some months until he left the town for the goldfields. Returning in 1853 he resumed publication of the Examiner and continued it, intermittently in its last few years, until 1880. He was acknowledged in his day as the Father of the Warrnambool Press and was a dominant figure in Warrnambool’s early history. In 1882 he went to live in Melbourne, returning to publish his ‘History of Warrnambool’ in 1887.This book is highly significant as it is an original copy of one of the most important books written on Warrnambool’s history by one of Warrnambool’s most important early settlers (published 1887). Original copies are extremely rare now. The book was given to D.B. Sellars by his first cousin, John Murray, who was Warrnambool’s Parliamentary representative for over 30 years and Premier of Victoria from 1909 to 1912. John Murray’s signature is in the book and this is an important addition. The provenance therefore is of the highest significance. No details are available on the recipient of the book or the donor of the book to the Historical Society. This is an original copy of Richard Osburne’s book on the history of Warrnambool from 1847 to 1886. It is a hard cover buff-coloured book of 284 pages with additional Melbourne and Warrnambool advertisements at the book. There is one fold-up insert (four of the original missing) There are a Preface and Notes from the Author ('To the public in general’ and ‘To my personal friends in the Warrnambool district’)Inside front cover: Mr D.B. This history was put together by Legatee Ron Crosbie, branch secretary 1959-1963, 1968-1974 and 1995-1999. Appendix 4 gives an account of where the information was sourced from. This short history deails the formation until the branch combined with the Williamstown/Werribee branch to form The Western Branch. In quite some detail Ron Crosbie describes the gathering together of several Legatees to form the new branch. Also the change in priorities to be addressed as the years passed - the widows grew older, their needs changed, their children grew up and left school to be apprenticed, tertiary studies or other work.
